Designed as a three-article style dissertation, this study was developed to first assess literature and data related to veteran outcomes following active duty service. Secondly, this dissertation sought to determine the best approach for measuring changes in veteran outcomes as a function of the policy process, which resulted in the development of a new methodological approach, Event Outcome Analysis based on Event History Analysis. Finally, veteran outcomes in employment and educational degree attainment were measured using Event Outcome Analysis to determine the relative impact of the 2008 GI Bill on Post-9/11 veterans. The dissolution of the Soviet Union resulted in the establishment of fifteen sovereign nations and a number of separatist states concentrated in the greater Black Sea region. The latter, so-called de facto states, are the result of frozen conflicts that emerged as Moscow's grip over its territory weakened in the waning years of the USSR and dormant ethno-religious tensions erupted into internecine conflict. Separatists, ultimately with help from Moscow, were able to enshrine victories on the battlefield through ceasefires with metropolitan states that have held for over two decades. An electromagnetic pulse (EMP) and cyber attack can disable not just a significant portion of the electrical grid and critical infrastructure, but also the networkcentric military response to such an attack. As the nation’s only comprehensive nuclear research and development institute, the Japan Atomic Energy Agency (JAEA) has long-standing experience developing and operating nuclear technology in all steps of the fuel cycle. The Integrated Support Center for Nuclear Nonproliferation and Nuclear Security (ISCN) was established within the JAEA in December 2010 as Japan’s Center of Excellence for nuclear security. Recognizing the importance of the nineteen issues laid out in the IAEA document “Milestones in Development of a National Infrastructure for Nuclear Power” [1], Vietnam is considering how to address these issues.
