Although APOPO has trained mine detection rats for many years, no published data exist on how weather parameters relate to detection accuracy. Using data taken during routine training, we show that there was little relationship between the detection success of rats and rainfall but find that rates decreased, on average, with increasing temperatures and increased with higher humidities. Oregon is challenged with a regional liaison program that is understaffed, underfunded, and not a primary role within the Oregon Office of Emergency Management (OEM). This paper is going to examine what Oregon’s program could look like if the “regional liaison” was stand-alone position for several staff or at least a primary role within Oregon OEM. Programs from other states will be used for comparison in order to help build the picture. The National Defense Authorization Act of 2000 saw Congress require the Department of Defense (DOD) to prepare an annual report on Chinese military power. This report contains classified and unclassified editions. Documenting Chinese military developments, strategy, and trends are critical parts of these reports. Beijing’s military activities in the East China Sea (ECS) are important report components. This work explains the importance of these and other DOD reports for those studying ECS developments, examines how DOD has documented Beijing’s military activities within these publicly accessible reports, and describes how members of Congress have reacted to ECS developments during the Obama …

Improvised explosive devices (IEDs) present significant risks to mine action (MA) operators and the programmes within which they work. Such risks can be managed through well-informed risk identification and assessment, the avoidance of some activities, and the procurement/development of the necessary skills, equipment and procedures to address others.

This study focuses primarily on improvised devices of the types that are currently encountered by MA organisations during humanitarian operations. The use of IEDs for terrorist purposes or as part of active conflict is not addressed in this study. While it is recognised that MA organisations may be present in places where …

In its 2015-2018 Strategy, the GICHD has reaffirmed its commitment to gender & diversity, and 2016 has cer-tainly been a year of accomplishments. In January 2016, the GICHD joined the International Gender Champions Network. In July 2016, the GICHD adopted its first Centre-wide Gender & Diversity Action Plan. In September, the GICHD created two positions on gender & diversity Programme Officer (30%) and Junior Programme Officer (50%). The GICHD perceives the debate on explosive weapons in populated areas (EWIPA) as an important humanitarian issue. The increased use of cyber warfare, accomplished by both state and non-state actors, raises questions about traditional approaches to security and what can be done to stop threats in a technology-driven society. This thesis analyzes how cyber actions interact with geopolitics and how that relationship can provide a foundation for states to approach creating a cyber security strategy. Specifically, there should be a strategy of deterrence and then an international system of norms and laws. The first part of this thesis will address the connections between cyberspace and geography. Terrorists see transit and passenger rail as an attractive target. Designed for public convenience, trains and stations offer terrorists easy access to crowds of people in confined environments where there are minimal security risks and attacks can cause high casualties. This report examines the unique attributes of the terrorist threat, how security measures against terrorism have evolved over the years, and their overall effectiveness.

Homeland security is a nationwide effort, including all of government across federal, state, local, territorial and tribal tiers; the public and the private sector, and the whole community, with each single citizen. The overarching homeland security vision comprises safeguarding the American way of life and is embedded into the goals of the National Security Strategy that include respect for universal values at home and abroad. It thus is evident that ethical, legal, and social-or ELSI-issues are important to consider.
