Border Enforcement And Civil Rights Along The Texas-Mexico Border, Esther Reyes

Over the past two decades, spending on enforcement along the southwestern border of the United States has expanded dramatically. The annual budget of the U.S. Border Patrol, increased from $400 million in fiscal year 1994 to $3.8 billion in fiscal year 2017. During this period, the number of Border Patrol agents stationed along the U.S.Mexico border grew by nearly 450 percent, from 3,747 to over 16,605 agents. Meanwhile, apprehensions of unauthorized migrants along the U.S.-Mexico border declined from 979,101 in 1994 to 303,916 in 2017.

These expansions and the accompanying declines in immigrant populations and apprehensions have raised concerns about …

In 2018, the International Campaign to Ban Landmines – Cluster Munition Coalition (ICBL-CMC) encouraged the universalization and full implementation of the Mine Ban Treaty and Convention on Cluster Munitions, with a focus on three goals:

  • No more use of landmines or cluster munitions
  • A significant decrease in land contaminated by landmines and cluster munitions
  • Measurable progress in the quality of life for victims of mines and cluster munitions

This was done through advocacy activities and through the publication of the most comprehensive research data on landmines and cluster munitions in Landmine and Cluster Munition Monitor reports.

This paper describes the handling of terrorist prisoners in prisons in Indonesia in order to find a model of handling that not only concerns the security aspect (security) but also the prosperity aspect in the process of fostering the perpetrators of terrorism and in order to reduce radicalism. The analysis in this paper shows that each prison has a different problem so that different handling strategies are performed, although there is still the same handling pattern.

The United States, Canada, Russia, and Norway are all Arctic states; however, they prioritize the region to different degrees in terms of investments of security assets and military presence. What explains why some Arctic countries prioritize the Arctic more than others? This thesis explores this question through using an issue-based approach, which looks at the salience of issues as having implications for foreign policy tools and measures. Explaining Civilian Attacks: Terrorist Networks, Principal-Agent Problems And Target Selection, Max Abrahms, Matthew Ward, Ryan Kennedy

Terrorist groups exhibit variation in their targeting choices. Why do some groups direct their violence against civilians while others limit this occurrence? This study analyzes the network relationships between terrorist groups to elucidate their targeting behavior. Drawing upon insights from the organizational ecology and conflict literatures, we predict that terrorist group affiliates will be significantly more likely than their parent group to attack civilian targets. Our original principal-agent theory consistently outperforms extant explanations in a multi-method analysis of 238 terrorist groups from 1998 to 2005. Shifts in culture and technology have changed the manifestation of celebrity in modern society, culminating in the practice of internet microcelebrity, where one views followers as fans, produces content consistent with a personal brand, and engages in strategic interaction with devotees. This thesis examines how those effects have also changed how terrorists present themselves and operationalize celebrity status. An original typology of terrorist celebrity is presented: traditional, martyr, and internet micro-celebrity. During its violent spread across the Middle East, the Islamic State of Iraq and Sham (ISIS) amassed both a local and international following in large part due to its usage of emergent media distribution. Beginning in 2014, ISIS’s Ministry of Media published an English-language magazine, Dabiq, disseminating its issues through online platforms. Dabiq and its successor Rumiyah both serve as propagandistic recruitment material for ISIS’s international community as well as broadcasting the message of the jihadist movement to ISIS’s enemies. Self-organized mound-like micro/nanoscale structures are reported for the first time on silver using a dual-pulse femtosecond laser surface processing technique. The dual-pulse laser processing technique reported in this paper uses femtosecond laser pulse pairs with a controlled temporal delay between the leading and trailing pulses. Using dual pulses at higher fluence values, mound-like micro/nanostructures have been created on silver samples for the first time. Formation of the self-organized microstructures is shown to be dependent on the time delay between the leading and trailing pulses. The Conditionality Of Vulnerability: Three Analyses Of Risk And Opportunity In Civil Military Relations, Rebecca Schiel

Prior research has not established a clear relationship between democracy and insulation from coups d'etat. I contend that the lack of attention paid to the conditional influences of democracy have resulted in these mixed findings. I posit that insulation from coups occurs at higher levels of economic development and judicial institutional strength in democracies. Further, the vulnerability at low levels of both economic development and judicial institutional strength is significantly greater in democracies than in autocracies. Empirical assessments of 165 states for the years 1950-2012 offer strong support for both arguments. Results from these studies first help to reconcile earlier …
