This paper maps the discursive and ideological habitus in which UK think-tanks operate in connection with the ‘war on terror’. It discusses how UK think-tanks have both shaped and been shaped by this habitus and the impact their work has had on counter-terrorism policy in the UK. It begins by discussing the concept of think-tanks and their role and input into politics. It then sketches the rise of ‘terrorism’ as both an academic object of study, from the mid-1970s onwards, and as an increasingly vital policy area for governments and the military-security establishment, especially after 9/11. The guidelines do not include beneficiary definitions for the two remaining mine action pillars: advocacy and stockpile destruction.

It is hoped that this document can be used as a guide for other mine action operators donors and national authorities, to share best practice and contribute to international standards for the sector in beneficiary reporting.

Most constitutions contain provisions relating to or impacting policing. Separate from the armed forces and intelligence services, the police are the state’s internal security apparatus, and codifying issues related to policing within a constitution can ensure efficient service delivery and human rights protections.

Originating from the Libyan constitution making process, this paper provides a taxonomy of options for constitution drafters and scholars. More so than other issues, such as separation of powers or human rights protections generally, policing sections are very country specific. In 2017, for the first time since the end of the Cold War, none of the capability targets identified in NATO’s quadrennial NATO Defence Planning Process (NDPP) were left on the negotiating table. Previously, capability targets were identified by the alliance’s secretariat, but they remained unfilled as allies failed to assume responsibility for them.

This monograph examines the 2014–18 iteration of the NDPP, which represented a stunning turnaround in transatlantic burden sharing. • In 2019, a global total of more than 131 square kilometers was cleared of anti-personnel mines, with more than 96% of recorded clearance occurring in States Parties to the APMBC. However, this total is a marked decrease on output in 2018 of more than 155 square kilometers, and was the lowest recorded clearance globally for more than ten years. The true total area of clearance is probably considerably greater, but data recording and reporting problems prevent accurate reporting of a higher figure, in addition to a lack of transparency by several States not party.

Many studies demonstrate that homicides are heavily concentrated in impoverished neighborhoods, but not all socially disadvantaged neighborhoods are hotbeds of violence. Conducted in Belo Horizonte, Brazil, this study hypothesizes that the association between high rates of homicide and impoverished areas is influenced by the emergence of a specific type of street drug-dealing common to favelas (slums). The study applies econometric techniques to police data on homicides and drug arrests from 2008 to 2011, as well as 2010 Census data, to test its hypothesis. The findings provide insight into the development of crime prevention policies in areas of high social vulnerability.
