US officials often portray the Chinese government as having few, if any, ethical boundaries in its pursuit of power. This article argues China, like Western countries, has a rich tradition of constraining this pursuit that can impact the nation’s policies. With a focus on the relationship between ways of war and ethics of war, it relies on traditional and contemporary scholarship from both the East and the West to highlight differences in how each military views the practical and ethical aspects of war and how these views can interact. While propaganda and disinformation have been used to destabilize opposing forces throughout history, the US military remains unprepared for the way these methods have been adapted to the Internet era. This article explores the modern history of disinformation campaigns and the current state of US military readiness in the face of campaigns from near-peer competitors and proposes education as the best way to prepare US servicemembers to defend against such campaigns.

This article delivers a novel economic analysis of US dependence on China for rare-earth elements and sheds light on how Western nations may exploit the limitations of limit pricing to break China’s global monopoly in rare-earth element production and refinement. This analytical framework, supported by a comprehensive literature review, the application of microeconomic and industrial organization concepts, and two case-study scenarios, provides several policy recommendations to address the most important foreign policy challenge the United States has faced since the end of the Cold War.

The root cause for the defeat of the Armenian forces in the second Nagorno-Karabakh War was flawed military doctrine inherited from the Soviet Union. This article analyzes the major problems faced by Armenia, uncovers the main reasons for unsuccessful innovation, tests empirical findings against some of the most authoritative theories of the field, and outlines current research on the largest state-onstate warfighting of recent years, while substantiating the analysis with established scholarship in the field of military innovation.

In January 2022, the U.S. Department of Justice announced Seditious Conspiracy charges against members of the anti-government extremist group Oath Keepers in connection to the January 6th (2021) siege of the U.S. Capitol Building. Several have entered not guilty pleas and a trial is expected in July 2022.
To provide context, this brief offers an overview of 11 Seditious Conspiracy cases included in the American Terrorism Study (ATS) since 1980. In total, these cases involve nine groups (a.k.a."cells" or "plots") and 78 defendants charged with Seditious Conspiracy (18 USC§ 2384), a relatively rare charge that comprises less than one half …

Since the founding of the North Atlantic Treaty Organization (NATO), US administrations have criticized their European allies for not meeting security burden-sharing goals. This study aims to gain insight into what factors motivate alliance members to contribute to the burden-sharing objectives they have agreed to achieve. The increasing availability of smartphones allowed people to easily capture and share images on the internet. These images are often associated with metadata, including the image capture time (timestamp) and the location where the image was captured (geolocation). The metadata associated with images provides valuable information to better understand scenes and events presented in these images. The timestamp can be manipulated intentionally to provide false information to convey a twisted version of reality. Which strategies contribute towards a belligerent's ability to shift territorial control in its favor more quickly than others? This dissertation advances a theory of territorial control dynamics in conventional civil war that places the civilian population at the center of the analysis. Existing scholarship explaining territorial control in conventional civil war has emphasized the role of relative military capabilities, direct military confrontations aimed at territorial conquest, and the existence of established zones of control, with civilians generally residing in areas clearly dominated by one party or another, not in contested areas. How does the political environment that a group operates affect whether they engage in terrorism? My research is concerned with how political opportunities, which I conceptualize in terms of political decentralization, affect how groups engage with the state, and whether they will engage in terrorism. Previous research has indicated that decentralization can reduce violence but can pose stability problems in other countries. I hypothesize that states with higher levels of decentralization will have lower levels of violence. I believe this works by allowing minority groups more access to power. Since the founding of the United States, the U.S. Government has dealt with national security threats, both external and internal. While there are federal laws in place to protect the nation against external actors, these instruments cannot be turned directly inward to address the rising threat of domestic terrorism. This Comment explains the issues with that approach and concludes by proposing specific solutions, focusing on the need for a coordinated response from the agencies and departments tasked with the investigation, intelligence, and prevention of domestic violent extremism and terrorism.

The science is clear: the United States and the world must take dramatic action to address climate change or face irreversible, catastrophic planetary harm. Within the U.S.—the world’s largest historic emitter of greenhouse gas emissions—this will require passing new legislation or turning to existing statutes and authorities to address the climate crisis. Doing so implicates existing and prospective delegations of legislative authority to a large swath of administrative agencies. Gift Basket diplomacy is an interest-based approach to negotiation that encourages voluntary commitments as incentives for cooperation. International diplomats used this approach during the Nuclear Security Summits (NSS), and it is the new standard for international cooperation. This model was successfully replicated in climate talks and led to a global effort to combat climate change. The use of house presents, and gift baskets encourages leadership and team building, to excel beyond intractable consensus-based stalemates. The São Paulo Forum (SPF) is a resilient ideological alliance that provides extremist public policy recommendations to formal political parties, social movements, and insurgent groups throughout the Western Hemisphere. Based on substantial evidence, this research project asserts that the SPF has successfully influenced the national security and defense policies of states in the Latin America & Caribbean (LAC) region. Analysis of two significant cases in South America shows that, after being elected to high office, SPF affiliates and their political parties/platforms sought transformation of their countries’ national security and defense sectors to conform to SPF positions. Strategic scholars have long understood the indispensable linkage between culture and security policymaking. By shaping the perceptions through which decision-makers formulate security policy, strategic culture analysis adds vital context to the perilously difficult science of understanding and predicting state security outputs.
