Enter The Age Of Csywar: Some Reflections On An Emergent Trend, Kumar Ramakrishna

This article uses the current Russian-Ukrainian conflict as a jumping-off point for a broader, preliminary reflection on the continuing evolution of war in the digital age. It is the contention here that we are witnessing an emergent phenomenon of what we might call csywar. Intervening states engaged in csywar—best understood as an indirect, hybrid strategy—seek to attain data, infrastructural, and epistemic dominance over the target state. This article discusses various defensive counter-csywar strategies that target states could pursue, such as fostering data, infrastructural, and epistemic resilience internally, and makes the case for developing deterrent counter-csywar capabilities against hostile intervening states.

From large-scale wars, natural disasters, and pandemics to community-level religious and ethnic conflicts, many leaders wield power during crises by championing their group’s goals against those of rivals. But there is also a rarer breed of leader—barrier-crossers who pursue group interests by recognizing rivals’ interests and working with them to achieve mutually beneficial outcomes. Though such leaders have played vital roles in resolving conflicts, little is known about their extraordinary motivation. Here we report survey results contrasting barrier-crossing with barrier-bound leaders from seven communities. Excerpt: Obesity and physical inactivity are considered possible U.S. national security threats because of their impact on military recruitment. The objectives of this study were to estimate the prevalence of (1) BMI eligibility for military entrance, (2) adequate physical activity participation among the BMI-eligible population, and (3) combined BMI eligibility and adequate physical activity.

This cross-sectional study of nonpregnant, military-aged civilians (aged 17–42 years) used objectively measured weight and height data and self-reported aerobic physical activity data from the 2015–2020 National Health and Nutrition Examination Survey. BMI eligibility was defined as 19.0–27.5 kg/m2, per Department of Defense regulation. Adequate physical …

Privately-Owned Public Spaces (POPS) are public recreational areas that are maintained and secured by a private owner. POPS contrast their surrounding environments of public streets in urban city centers, creating distinct social environments that influence pedestrian paths and behavior. This dissertation evaluates POPS and how their physical features influence the occurrence of various street crime types through the lens of Crime Prevention Through Environmental Design (CPTED). Empirical evidence supports CPTED as a crime prevention strategy framework, primarily in residential neighborhoods rather than city centers. The US military must create standing, numbered, and regionally aligned Joint warfighting headquarters— American Expeditionary Forces (AEFs)—around a command council and a staff organized into Joint centers and cells. Calls for standing Joint force headquarters are not new, but the demonstrated military effectiveness of the Joint Task Force (JTF) model coupled with increasing service-specific resource requirements and tightening fiscal constraints have resulted in little evolution in joint force headquarters construction since the end of World War II.

To illustrate the logic and grammar of coercion, this analysis relies on decision-theory methods, such as game theory, that examine the strategic decision-making process in interactions with adversaries and partners. The intent here is not to offer predictive models of rational-actor behavior. Rather, the intent is to use game-theory and similar approaches to understand how coercion works better. This analysis considers competitive interactions between actors that have discrete and qualifiable, if not quantifiable, preferences and who behave rationally, though this analysis acknowledges the behavior that is considered rational is frequently informed by nonrational social, cultural, and psychological factors. Claims that China has taken “Russia’s side” in the Ukrainian War oversimplify Sino-Russian relations. We contend Sino-Russian relations are a narrow partnership centered on accelerating the emergence of a multipolar order to reduce American hegemony and illustrate this point by tracing the discursive and empirical foundations of the relationship using primary and secondary materials. Furthermore, we highlight how the war has created challenges and opportunities for China’s other strategic interests, some at the expense of the United States or Russia.
