On April 6, 2023, the Atlantic Council’s Cyber Statecraft Initiative hosted a panel discussion on the new National Cybersecurity Strategy. The panel featured four senior officials from the Office of the National Cyber Director (ONCD), the Department of State (DoS), the Department of Justice (DoJ), and the Department of Homeland Security (DHS). The author attended and asked each official to identify the most important elements that policymakers and strategists must understand about cyber. This article highlights historical and recent struggles to express cyber policy, the responses from these officials, and the author’s ongoing research to improve national security cyber policy.

This paper examines the effects of the War Powers Act of 1973’s Authorisation for Use of Military Force (AUMF) system on the conduct of war, especially regarding the ongoing War on Terror. The War on Terror, began in the aftermath of the September 11, 2001, attacks when President Bush invaded Afghanistan. While musculoskeletal injuries (MSKIs) are a leading threat to military readiness, service members’ unwillingness to seek care constrains current prevention and surveillance efforts. The United States (US) has been engaged in a “war on terrorism” to “defeat” al Qaeda since 2001. This study presented and tested an over-arching conceptual framework for US Counterterrorism (CT) policy. The conceptual frame was tested using qualitative thematic analysis of archival records from the Reagan through Clinton era. The research also used a case study of al Qaeda as the context to bound the selected records for the study. This new conceptual frame was used to evaluate the success, failure, and effects of US CT policy activities related to al Qaeda, using the records identified for the study. …

Under Xi Jinping, China has expanded its aid allocation worldwide and has introduced global infrastructure projects to connect itself to countries everywhere. With such ambitious aid allocation, China has been the recipient of both admiration and scorn on the international stage. This paper assesses these concerns using data from 2000 to 2017 to determine how Chinese aid affects recipient states’ economic and political institutions. Specifically, this research looked to ascertain if there is a measurable Xi Effect in recipient states. The quantitative analysis shows the Xi Effect is small and positive on economic institutions and political institutions, signifying Xi Jinping’s …

The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. This study examines the way non-state actor involvement affects the outcome of international crises. This was tested by looking at a set of international crises from 1987 through 2017. We find that the involvement of a non-state actor in an international crisis is associated with a greater likelihood of the crisis terminating via agreement or unilateral act, and a reduced likelihood of a crisis fading away. Additionally, we find that non-state actors who engage in direct fighting as a part of the crisis are further associated with negotiated and unilaterally-imposed outcomes, but that non-state actors who control territory are less …
