Misinformation online and in news media is a problem because it degrades truth and hinders legitimate democratic discourse. Communities across the United States face a housing crisis that stems in part from a scarcity of conventional home mortgage loans. Conventional mortgage loan application numbers have decreased, and racial disparities persist in mortgage application denial rates. In 2020, the Urban Institute reported that when applying for a mortgage, Black applicants were denied 27.1% of the time, yet White applicants were denied only 13.6% of the time. This study examines Indonesia’s reliance and independence on foreign direct investment (FDI) and multinational corporations (MNCs) in the oil and gas sector. Analyzing historical, economic, and political primary and secondary sources and conducting qualitative interviews, the research explores the friction between economic development aspirations and nationalist sentiments. The study reveals that the current ambiguity surrounding FDI and MNC policies in Indonesia’s oil and gas sector can be traced back to the country’s economic decolonization and demonstrates that Indonesia’s economic policies towards these factors shifted in the aftermath of political change. A substantial number of studies have been published since the Ninth International Workshop on Tropical Cyclones (IWTC-9) in 2018, improving our understanding of the effect of climate change on tropical cyclones (TCs) and associated hazards and risks. These studies have reinforced the robustness of increases in TC intensity and associated TC hazards and risks due to anthropogenic climate change. New modeling and observational studies suggested the potential influence of anthropogenic climate forcings, including greenhouse gases and aerosols, on global and regional TC activity at the decadal and century time scales. การนำนโยบายลดการปล่อยก๊าซเรือนกระจกไปปฏิบัติของผู้ผลิตไฟฟ้าเอกชนขนาดเล็ก, อภิชญา จันทร์ฉลอง

งานวิจัยนี้ต้องการคำตอบคำถามวิจัยที่ว่าการนำนโยบายลดการปล่อยก๊าซเรือนกระจกไปปฏิบัติของผู้ผลิตไฟฟ้าเอกชนขนาดเล็กเป็นอย่างไร เกิดภาระทางการบริหารและประโยชน์อย่างไรบ้าง ผู้วิจัยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ เก็บข้อมูลด้วยการสัมภาษณ์เชิงลึกจากผู้ผลิตไฟฟ้าเอกชนขนาดเล็ก 8 กิจการ ผลการวิจัยพบว่า ประการที่หนึ่ง สามารถแบ่งลักษณะผู้ผลิตไฟฟ้าเอกชนขนาดเล็กได้เป็น 3 ประเภท ได้แก่ 1) กิจการโรงไฟฟ้าขนาดเล็กแบบดั้งเดิมที่ดำเนินกิจการด้วยการใช้ถ่านหินหรือแก๊สธรรมชาติในการผลิตไฟฟ้า 2) กิจการโรงไฟฟ้าขนาดเล็กที่มีหัวใจสีเขียวที่ดำเนินกิจการด้วยการใช้ลมหรือแสงอาทิตย์ในการผลิตไฟฟ้า 3) กิจการไฟฟ้าขนาดเล็กที่ใช้ชีวมวลจากกิจการหลักเป็นเชื้อเพลิงในการผลิตไฟฟ้า อย่างไรก็ตาม ตลาดไฟฟ้าของไทยได้รับการปกป้องโดยรัฐและมีผู้แข่งขันเพียงน้อยราย ทำให้ไม่ตกอยู่ภายใต้แรงกดดันจากผู้บริโภคหรือตลาดภายนอกประเทศ ประการที่สอง งานวิจัยพบว่า ปัจจุบันนโยบายลดการปล่อยก๊าซเรือนกระจกยังขาดความชัดเจน เนื่องจากยังไม่ได้มีการออกข้อกฎหมายที่เป็นรูปธรรม ซึ่งปัจจุบันยังไม่มีการใช้เครื่องมือเชิงนโยบายแบบบังคับ (Sticks) แต่เป็นลักษณะการใช้เครื่องมือเชิงนโยบายแบบจูงใจ (Carrots) และแบบการสื่อสาร (Sermons) ซึ่งความไม่สมบูรณ์ของการใช้เครื่องมือเชิงนโยบายนี้อาจมีส่วนทำให้ประเทศไทยไม่สามารถบรรลุเป้าหมายการปล่อยก๊าซเรือนกระจกของประเทศได้ ประการที่สาม ผู้ผลิตไฟฟ้าที่ดำเนินกิจการแบบดั้งเดิมด้วยเชื้อเพลิงถ่านหินหรือแก๊สธรรมชาติ มีการปรับตัวและแบกรับต้นทุนภาระทางการบริหารมากกว่ากิจการไฟฟ้าขนาดเล็กที่ใช้ชีวมวลจากกิจการหลัก ในขณะที่ผู้ผลิตไฟฟ้าเอกชนขนาดเล็กที่ดำเนินธุรกิจด้วยการผลิตไฟฟ้าด้วยพลังงานสะอาดแบกรับภาระทางการบริหารน้อยที่สุด เนื่องจากการดำเนินการผลิตไฟฟ้าด้วยพลังงานสะอาดถือเป็นการช่วยลดการปล่อยก๊าซเรือนกระจก ซึ่งการปฏิบัติตามนโยบายของธุรกิจโรงไฟฟ้าขนาดเล็กเกิดจากการความจำเป็นต้องปรับตัวตามกลไกตลาดมากกว่าการกำหนดนโยบายของภาครัฐถึงแม้ผู้ผลิตไฟฟ้าเอกชนขนาดเล็กจะมีภาระทางการบริหารจากการนำนโยบายลดการปล่อยก๊าซเรือนกระจกไปปฏิบัติ ที่สำคัญได้แก่ ต้นทุนด้านค่าใช้จ่ายและระยะเวลาในการดำเนินการลดการปล่อยก๊าซเรือนกระจก แต่ก็ได้รับผลประโยชน์จากการปฏิบัติตามนโยบายลดการปล่อยก๊าซเรือนกระจก เช่น การเกิดภาพลักษณ์ที่ดีแก่องค์กร โดยผู้วิจัยมีข้อเสนอแนะที่สำคัญ คือ ควรใช้เครื่องมือเชิงนโยบายแบบบังคับให้ผู้ผลิตไฟฟ้าเอกชนขนาดเล็กดำเนินการลดการปล่อยก๊าซเรือนกระจก เพราะผู้ผลิตไฟฟ้าเอกชนขนาดเล็กส่วนใหญ่มีความพร้อมในการดำเนินการลดการปล่อยก๊าซเรือนกระจกแล้ว

การวิจัยนี้มีวัตถุประสงค์ 4 ประการ ได้แก่ 1) เพื่อศึกษาทัศนคติของบุคลากรในสังกัดสำนักงานปลัดกระทรวงการคลัง (สป.กค.) เกี่ยวกับปัจจัยที่มีอิทธิพลต่อการเป็นระบบราชการ 4.0 2) เพื่อศึกษาระดับการเตรียมความพร้อมในการเป็นหน่วยงานระบบราชการ 4.0 ของบุคลากรในสังกัด สป.กค. 3) เพื่อศึกษาความสัมพันธ์ระหว่างภูมิหลังส่วนบุคคลกับการเตรียมความพร้อมสู่การเป็นระบบราชการ 4.0 ของบุคลากรในสังกัด สป.กค. และ 4) เพื่อศึกษาความสัมพันธ์ระหว่างทัศนคติเกี่ยวกับปัจจัยที่มีอิทธิพลต่อการเป็นระบบราชการ 4.0 กับการเตรียมความพร้อมสู่การเป็นระบบราชการ 4.0 ของบุคลากรในสังกัด สป.กค ในการศึกษาครั้งนี้ผู้วิจัยเลือกใช้วิธีการวิจัยเชิงปริมาณ (Quantitative Research) ซึ่งเป็นการใช้แบบสอบถามออนไลน์เพื่อเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่างซึ่งเป็นบุคลากรในสังกัด สป.กค. จำนวน 199 คน ผลการวิจัยพบว่า บุคลากรในสังกัด สป.กค. มีทัศนคติเกี่ยวกับปัจจัยที่มีอิทธิพลต่อการเป็นระบบราชการ 4.0 โดยรวมอยู่ในระดับเห็นด้วยมากที่สุด และมีการเตรียมความพร้อมสู่การเป็นระบบราชการ 4.0 โดยรวมในระดับมากที่สุด สำหรับความสัมพันธ์ระหว่างภูมิหลังส่วนบุคคลกับการเตรียมความพร้อมสู่การเป็นระบบราชการ 4.0 ของบุคลากรในสังกัด สป.กค. พบว่า ภูมิหลังส่วนบุคคลจำแนกตามอายุ ระดับการศึกษา และตำแหน่งงาน ที่แตกต่างกันมีความสัมพันธ์กับการเตรียมความพร้อมสู่การเป็นระบบราชการ 4.0 แตกต่างกันอย่างมีนัยสำคัญทางสถิติ และความสัมพันธ์ระหว่างทัศนคติเกี่ยวกับปัจจัยที่มีอิทธิพลต่อการเป็นระบบราชการ 4.0 กับการเตรียมความพร้อมสู่การเป็นระบบราชการ 4.0 ของบุคลากรในสังกัด สป.กค. พบว่าในภาพรวมมีความสัมพันธ์ระดับสูง อย่างมีนัยสำคัญทางสถิติ

การศึกษางานวิจัยเรื่อง ความสัมพันธ์ระหว่างความพึงพอใจในสวัสดิการกับความผูกพันองค์กร: กรณีศึกษา พนักงาน บริษัท วิทยุการบินแห่งประเทศไทย จำกัด ที่ปฏิบัติงานส่วนสำนักงานใหญ่ ในยุค Post-COVID-19 มีวัตถุประสงค์เพื่อ ศึกษาความพึงพอใจในสวัสดิการของพนักงาน ศึกษาความผูกพันต่อองค์กรของพนักงาน และศึกษาความพึงพอใจในสวัสดิการที่ส่งผลต่อความผูกพันต่อองค์กรของพนักงาน โดยได้ทำการเก็บรวบรวมข้อมูลผ่านแบบสอบถามจากกลุ่มตัวอย่างจำนวน 323 คน ผลจากการวิจัยสรุปได้ว่า พนักงานมีความพึงพอใจในสวัสดิการโดยรวมอยู่ในระดับมาก โดยมีความพึงพอใจในสวัสดิการด้านสุขภาพมากที่สุด ส่วนสวัสดิการด้านอื่นๆ ได้รับความพึงพอใจในระดับปานกลาง และพบว่าพนักงานมีความรู้สึกผูกพันต่อองค์กรในระดับที่รู้สึกเห็นด้วยต่อความผูกพันต่อองค์กร พนักงานที่มีปัจจัยส่วนบุคคลแตกต่างกัน มีความพึงพอใจในสวัสดิการ ไม่แตกต่างกัน ยกเว้นปัจจัยส่วนบุคคลด้านประเภทกลุ่มงาน ที่มีความพึงพอใจในสวัสดิการแตกต่างกัน พนักงานที่มีปัจจัยส่วนบุคคลแตกต่างกัน มีความผูกพันต่อองค์กร แตกต่างกัน ยกเว้นปัจจัยส่วนบุคคลด้านเพศ ระดับการศึกษา และลักษณะการปฏิบัติงาน ที่พนักงานมีความผูกพันต่อองค์กรไม่แตกต่างกัน โดยความพึงพอใจในสวัสดิการด้านเกี่ยวกับการเงิน สวัสดิการด้านสุขภาพ และสวัสดิการด้านวันหยุด ของพนักงาน ส่งผลต่อความผูกพันต่อองค์กร อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05

งานวิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาอิทธิพลของปัจจัยส่วนบุคคลและปัจจัยคุณภาพชีวิตในการทำงานที่ส่งผลต่อความผูกพันต่อองค์กรของผู้ปฏิบัติงานฝ่ายบำรุงรักษาเครื่องกล การไฟฟ้าฝ่ายผลิตแห่งประเทศไทย ซึ่งเป็นการวิจัยเชิงสำรวจ (Survey Research) ในรูปแบบการวิจัยเชิงปริมาณ(Quantitative Research) โดยการสำรวจความคิดเห็นและใช้การเก็บข้อมูลด้วยแบบสอบถาม จากกลุ่มตัวอย่างจำนวน 231 คน ที่มาจากการสุ่มตัวอย่างแบบโควตา (Quota Sampling) จากผู้ปฏิบัติงานฝ่ายบำรุงรักษาเครื่องกล การไฟฟ้าฝ่ายผลิตแห่งประเทศไทย แล้วจึงดำเนินการสุ่มตัวอย่างตามความสะดวก (Convenient sampling) ให้ครบตามจำนวนที่กำหนด จากนั้นนำมาประมวลผลผ่านโปรแกรมสำเร็จรูปทางสถิติ SPSS และใช้การวิเคราะห์สถิติเชิงพรรณนาด้วยวิธีแจกแจงความถี่ ค่าเฉลี่ย ค่าร้อยละ และค่าส่วนเบี่ยงเบนมาตรฐาน อีกทั้งในกรณีวิเคราะห์สถิติเชิงอนุมาน ได้เลือกใช้เทคนิคการทดสอบด้วยวิธีการถดถอยแบบพหุคูณ (Multiple Regression) เพื่อวิเคราะห์หาปัจจัยที่ส่งผลต่อระดับความผูกพันต่อองค์กร ผลการศึกษาพบว่า ในแง่ภูมิหลัง ปัจจัยส่วนบุคคลด้านอายุ และด้านระยะเวลาการทำงานส่งผลต่อความผูกพันต่อองค์กรอย่างมีนัยสำคัญทางสถิติ กล่าวคือระยะเวลาและประสบการณ์ที่เพิ่มมากขึ้นตามอายุมีส่วนเหนี่ยวนำให้เกิดความผูกพันต่อองค์กรอย่างเห็นได้ชัด ทั้งนี้เมื่อพิจารณาถึงปัจจัยคุณภาพชีวิตในการทำงานของผู้ตอบแบบสอบถามในภาพรวมอยู่ในระดับมาก และมีค่าเฉลี่ยรายด้านอยู่ในระดับมากเช่นเดียวกัน อีกทั้งเมื่อนำไปใช้พยากรณ์ระดับความผูกพันต่อองค์กร ก็พบว่าปัจจัยคุณภาพชีวิตในการทำงานทั้ง 3 ด้าน ได้แก่ (1) ด้านชีวิตและการทำงานที่มีความสมดุลกันโดยส่วนรวม (2) ด้านลักษณะงานที่ส่งเสริมให้เกิดการเติบโตและมั่นคงในงาน และ (3) ด้านการได้รับค่าตอบแทนที่เป็นธรรมและเพียงพอ ต่างส่งผลต่อระดับความผูกพันต่อองค์กรอย่างมีนัยสำคัญทางสถิติ ดังนั้นปัจจัยทั้ง 3 ด้านนี้จึงเป็นสิ่งที่องค์กรต้องหันมาให้ความสำคัญ เพื่อเป็นรักษาไว้ซึ่งผู้ปฏิบัติงานของตนให้เกิดความผูกพันและคงอยู่กับองค์กรอย่างยั่งยืน

การศึกษาบทบาทสำนักงบประมาณต่อการกระจายอำนาจทางการคลัง : กรณีศึกษาการจัดสรรเงินอุดหนุนให้กับองค์กรปกครองส่วนท้องถิ่น เป็นงานวิจัยเชิงคุณภาพ โดยมีวัตถุประสงค์เพื่อวิเคราะห์และเสนอแนวทางการนำระบบงบประมาณแบบมุ่งผลสำเร็จ (Result-Based Budgeting : RBB) ที่มุ่งเน้นการมีส่วนร่วมของประชาชน เพื่อสำรวจและวิเคราะห์ปัญหาอุปสรรคและความท้าทายที่เกิดขึ้นจากการเปลี่ยนแนวทางการจัดสรรเงินอุดหนุนให้แก่องค์กรปกครองส่วนท้องถิ่น (อปท.) โดยตรง ผ่านแนวคิดทฤษฎีการกระจายอำนาจทางการคลัง ทฤษฎี SWOT Analysis วิเคราะห์บทสัมภาษณ์เชิงลึกจากเจ้าหน้าที่สำนักงบประมาณ เจ้าหน้าที่ อปท. และ นักวิชาการทางการคลัง ผลการวิจัยพบว่า การจัดสรรงบประมาณโดยตรงของสำนักงบประมาณ (สงป.) แบบแนวทางที่สอดคล้องกับ RBB ยังพบว่ามีข้อจำกัดในเรื่องบุคลากรและความเข้าใจต่อบริบทของแต่ละท้องถิ่นที่แตกต่างกัน ทำให้การจัดสรรงบประมาณไม่ทันต่อสถานการณ์ กระบวนการตรวจสอบและอนุมัติที่ซับซ้อน เพื่อให้เกิดการเปลี่ยนแปลงที่เหมาะสม การปรับปรุงระบบติดตามและประเมินผล การจัดทำฐานข้อมูลขนาดใหญ่ (big-Data) นำไปสู่การประยุกต์ใช้ข้อมูลเกิดการพัฒนาของท้องถิ่นในอนาคต นอกจากนี้ ปัจจุบัน สงป. ได้จัดตั้งสำนักงานเขต (สาขา) ทำให้เกิดการทำงานร่วมกันระหว่าง สงป. กับ อปท. อย่างบูรณาการ สะสมองค์ความรู้ รวมถึงเปิดโอกาสให้ผู้นำ อปท. มาชี้แจงงบประมาณโดยตรง เกิดความโปร่งใสและประสิทธิภาพในกระบวนการจัดสรรงบประมาณ

สารนิพนธ์ฉบับนี้ศึกษาแนวทางที่มีประสิทธิภาพและเหมาะสมสำหรับการดำเนินมาตรการรักษาความปลอดภัยของท่าอากาศยานนานาชาติสุวรรณภูมิ รวมถึงระบุปัญหาหรือข้อบกพร่องที่อาจส่งผลกระทบต่อมาตรการรักษาความปลอดภัยของท่าอากาศยานนานาชาติสุวรรณภูมิ เพื่อนำไปสู่แนวทางในการปรับปรุงและพัฒนาประสิทธิภาพการรักษาความปลอดภัยทั้งในเชิงรุกและเชิงรับของท่าอากาศยานนานาชาติสุวรรณภูมิ โดยอาศัยกระบวนทัศน์ของแนวคิดและทฤษฎีต่าง ๆ ที่เกี่ยวข้อง โดยงานวิจัยนี้ใช้วิธีการวิจัยเชิงคุณภาพ ผ่านการทบทวนเอกสารที่เกี่ยวข้อง และการสัมภาษณ์เชิงลึกของผู้บริหารและเจ้าหน้าที่ที่เกี่ยวข้องกับการรักษา ความปลอดภัย ทั้งในสำนักงานการบินพลเรือนแห่งประเทศไทยและในท่าอากาศยานนานาชาติสุวรรณภูมิ งานศึกษานี้พบว่า ท่าอากาศยานนานาชาติสุวรรณภูมิมีแนวทางในการพัฒนาประสิทธิภาพการรักษา ความปลอดภัยที่มีศักยภาพ สามารถรับมือต่อภัยคุกคามที่เกิดขึ้นได้ตามมาตรฐานสากล รวมถึงปฏิบัติตามแผนรักษาความปลอดภัยต่าง ๆ ตามที่หน่วยงานภาครัฐกำหนดไว้ได้อย่างเหมาะสมและถูกต้อง อย่างไรก็ตาม อาจมีปัญหาและอุปสรรคที่ส่งผลต่อมาตรการรักษาความปลอดภัยของท่าอากาศยานนานาชาติสุวรรณภูมิบางประการ อาทิ ปัจจัยด้านบุคลากร ปัจจัยด้านการบริหารจัดการพื้นที่ ปัจจัยด้านภัยคุกคามจากภายนอก และปัจจัยด้านการตระหนักรู้ของผู้ที่มีส่วนเกี่ยวข้อง เป็นต้น ข้อเสนอแนะเพื่อการพัฒนาประสิทธิภาพของมาตรการรักษาความปลอดภัยของท่าอากาศยานนานาชาติสุวรรณภูมิ ประกอบด้วย 1) การบังคับใช้กฎหมายและมาตรการต่าง ๆ อย่างเข้มงวดและชัดเจน 2) การเพิ่มค่าตอบแทนให้ผู้ปฏิบัติงานเพื่อรักษาความต่อเนื่องในการปฏิบัติงาน 3) การสร้างความสมดุลระหว่างมาตรการรักษาความปลอดภัยและการอำนวยความสะดวกให้กับผู้ใช้บริการให้เหมาะสมยิ่งขึ้น 4) การเพิ่มการประชาสัมพันธ์ให้ประชาชนรับทราบถึงกฎระเบียบและข้อปฏิบัติในการใช้บริการสนามบิน และ 5) การเพิ่มบทลงโทษ หากตรวจพบผู้โดยสารนำพาสิ่งผิดกฎหมายหรือวัตถุต้องห้ามขึ้นอากาศยาน

Policy researchers tend to focus on policy change and policy actors. Rarely is attention given to the influence of dominant socio-cultural values on domestic policies. This research aims to draw a connection between HIV policy discourse and strategies, and the mainstream beliefs and norms of the society where they are developed. The significance of the study is to highlight the challenge that these dominant values could pose to the development of comprehensive and effective policies. The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is now expected to allow participants to redeem their food benefits online, i.e., via online ordering, rather than only in-store. However, it is unclear how this new benefit redemption model may impact participants’ welfare since vendors may have an asymmetric information advantage compared with WIC customers. This study explores how organizations within the climate change movement accrue political power and impact federal politics in the United States. It uses twelve semi-structured open-ended interviews with national climate activists at eight organizations to map shifts within the movement. These interviews are paired with additional qualitative analysis of legislative, media, and political rhetoric to evaluate the impact of the movement on American politics. Focusing on voter registration big data for the universe of voters in North Carolina around the time of Dobbs v. The publicly available texts of the George W. Bush administration from September 11, 2001, to March 19, 2003, as presented in The Public Papers of the Presidents of the United States, were analyzed for word frequency and the words themselves analyzed for emotional weight using the NRC Emotion Intensity Lexicon. Transcripts of six television news agencies (ABC, CBS, NBC, CNN, FOX, and PBS) were also analyzed for word frequency to determine the extent to which these agencies may have repeated and consequently amplified the rhetoric of the administration. Climate dictates the critical aspects of human environmental conditions. The frequency and intensity of extreme weather conditions due to human-induced climate change have alarmingly increased. Consequently, climate change directly affects environmental sustainability and human mortality in the short term and creates prolonged and complicated long-term indirect grave risks. This paper examines three-level environmental impact risks associated with climate change on human mortality. It proposes a conceptual framework for developing an empirical event-based human mortality database related to climate change and communication strategies to enhance global environmental adaptation, resilience, and sustainability.

The fear of violence in schools has compelled school systems to use a variety of authoritarian methods to control students' behavior. This work seeks to understand why these methods of behavioral control are used in some schools but not in others. Using the school survey on crime and safety, the authors explore the extent that the behavioral control strategies at diverse schools are more reminiscent of correctional facilities than institutions of learning.
