The Good Friday Agreement contained a series of constructive ambiguities which were critical to ensuring that it received broad cross-political support. These ambiguities were reflective of the balance of political power of the time. Once institutionalized, they contained an immanent potential to morph in to structural contradictions as the re-balancing of demographic and political power in Ireland moved from latent to manifest status. As the Agreement reaches its 25th anniversary, three outstanding structural contradictions are manifesting, prompted by Brexit and the re-introduction of the ‘Irish question’ in to Irish-British relations. This paper examines the applicability of Complex System Governance (CSG) to advance the Critical Space Infrastructure field (CSI). CSI encompasses space related hardware, workforce, environment, facilities, and businesses that are necessary for societal well-being. CSI is increasing in importance as more societal serving systems are becoming dependent on CSI to operate. Given this increasing dependence on CSI, societal sectors are increasingly at risk should something go wrong with CSI upon which they depend. Administrative burdens are the psychological, compliance, and learning costs experienced by individuals interacting with public entities that may shape and reshape their relationship to citizenship and/or access to benefits and rights. It has long been hypothesized that third-party entities, designated as navigators, could be leveraged to mitigate the impact of administrative burden costs on citizens. For effective delivery of service, easing administrative burden costs in application processes may increase applicant likelihood of successfully navigating the bureaucratic process towards a desired end.

This study examines possible correlations between city code enforcement strategies and crime rates. Specifically, it asks: Is the work performed daily by city code enforcement departments, a Broken Windows Theory policing strategy?

To understand these possible connections, this study selected 30 medium-sized California cities, identified common elements of their code enforcement operations believed to be representative of how robust or active their programs were. Data was collected using both open-source, internet-based documents (such as budget documents and strategic plans) and from a survey sent directly to code enforcement staff. This study sought to explore the use of succession and workforce planning in small to mid-size academic libraries in the United States. Utilizing Paula Singer’s 2010 definition of succession planning, sixty-three library leaders from across the United States shared their knowledge and expertise in one-tone interviews on the library’s efforts to create “continuity in key positions, develop intellectual and knowledge capital for the future, and encourage individual advancement.” The study uses the traditional model of public administration, new public management, and new public service to explain the findings. Local and state laws require municipal budgeting before elected officials in a public setting. But preceding this, many decisions unfold privately, where department heads and executives compete over proposals to legislators about who gets what of scarce resources. This dissertation explores this private aspect of public budgeting, hypothesizing that greater assertiveness receives deeper cuts but more significant budget growth. In contrast, proposal support minimizes budget cuts because legislators adopt what executives recommend. This dissertation demonstrates that county budgeting in California rural counties shows the same dynamics as previous federal and state budgeting studies. The conceptualization and implementation of open government practices have evolved over the years, encompassing numerous actions that increase transparency, participation, and collaboration. While states mandate some open government practices for municipal governments, they also often implement optional forms independently. This paper examines how four mid-sized cities implement two such optional forms: government boards and open government data.

This dissertation comprises an examination of how school districts have allocated the resources they received as a result of the Illinois Evidenced-Based Funding (EBF) for Student Success law. The law was passed in 2017 with the rationale of providing additional resources to school districts based on evidenced-based approaches, with the vast majority of the funds to be allocated to districts in financial need. A brief history of school funding is extrapolated from the literature. An overview of the law and the resources that it brought to districts is then provided, followed by an analysis of how those resources were spent. …

Mental health outcomes, especially post-traumatic stress disorder (PTSD), in police have become more of a concern for law enforcement administrators, peers, family and friends. Using culture as a theoretical framework, the current cross-sectional, convergent mixed methods study explored the relationship between personal cumulative exposure to different types of critical incidents and likelihood of reporting PTSD symptoms in a sample of officers (n=71) from one municipal police department. The field of cultural policy has seen a shift towards considerations of diversity, with government bodies increasingly leveraging funding to combat inequality within organisations. A barrier to this aim is a lack of quantitative data, which would provide a means to evaluate the impact of specific policies in practice. This article investigates the relationship between gender inequality at an organisational level and cultural policy at a sectoral level through a case study of Australia’s state-funded opera companies. • Federal mandates require special education teachers to implement evidence-based practices (EBPs) to support student learning to the extent practical. There are 28 identified EBPs specifically designed for teaching students with autism spectrum disorder (ASD).

• Preparing special education teachers to implement EBPs with fidelity remains a challenge. Planning and executing professional development (PD) targeting EBPs is typically a role assumed by special education administrators.

Seventy percent of organizational change initiatives fail. Among organizations where change and adaptation are necessary for survival, the U.S. military stands at the top. The disparity between desired health and fitness behaviors and actual behaviors is a glaring reminder that change is difficult to implement and that current change systems struggle. Merit-based systems offer a solution by rewarding and reinforcing good behavior to generate lasting change. This pilot study examines the impact of combined immersion and embodiment on learning and emotional outcomes. The results are intended to better enable U.S. Army senior leaders to decide if dismounted infantry Soldiers would benefit from a more immersive simulation-based training capability. The experiment's between-subject design included a sample of 15 participants randomly assigned to one of three system configurations representing different levels of combined immersion and embodiment. Authors used an andragogy framework to help undergraduate allied health students better understand social determinants of health (SDOH) using a photo essay assignment. The study examined students’ perceptions of SDOH in various communities, description of health outcomes associated with their chosen SDOH, and lessons learned and suggestions to improve the assignment for future cohorts. Data were extracted from photo essays from 2019–2021 and entered in Microsoft Excel and Word for data analysis after course completion. In general, much has been written on the experiences of prototypical women in drug recovery programs, however there is only a scarcity of research on the experiences of rural women of color in drug recovery programs. Very few Northern American cultures had experience with alcohol before the first wave of European settlers.
