Eviction In Oregon's Subsidized Affordable Housing, Yi Wang, Lisa K. Bates, Azad Amir-Ghassemi, Minji Cho, Marisa Zapata, Jacen Greene, Colleen Carroll, Devin Macarthur

Despite Oregon's expanded investments in affordable housing development and eviction prevention, over 5,400 eviction cases were filed in the state’s subsidized housing from January 2019 to December 2023. This report maps out the landscape of subsidized housing eviction in Oregon and brings attention to the high share of eviction judgments in subsidized eviction cases, the disproportionate rate of eviction filings from housing-authority-contracted management companies and nonprofit housing providers, and the great disparities in legal representation between landlords and tenants.

A 2019 survey conducted by the Associated General Contractors of America, prior to the COVID-19 pandemic, found that construction firms across the country are struggling to fill open positions. Eighty percent of survey respondents indicated they have difficulty filling jobs in occupations that are essential to highway construction. This includes heavy equipment operators, cement masons, and iron workers, among others. This workforce shortage in California will become more problematic as public agencies and their contractors seek to implement projects funded by the Bipartisan Infrastructure Law (BIL), also known as the Infrastructure Investment and Jobs Act (IIJA). Do U.S. households with battery electric vehicles (BEVs) drive less or more than U.S. households with internal combustion engine vehicles (ICEVs)? Answering this question is important to policymakers and transportation planners concerned with reducing vehicle miles traveled and the emissions of greenhouse gases from transportation. So far, this question has not been answered satisfactorily, possibly because of the relatively low number of EVs in the U.S. until recently, but also because of methodological issues. This research develops a multiparametric optimization framework for modeling joint multi-domain operational planning under uncertainty. We address the application of our framework to model the doctrine of adaptive planning. We apply set-based design, which is a program management practice of maintaining maximal design options through time as a response to epistemic uncertainty. We couple this with a multiparametric optimization method yielding both sets of solutions and sensitivity profiles. We use the sensitivity profiles to quantify risk associated with changes during adaptive planning. This collection intended to update Thomson’s (2002) work in time for the 125th anniversary of the 1901 Constitution. The essays in A Century of Controversy continue to be enlightening. Alabama’s tumultuous history is fascinating and troubling. The book highlights that the framers of the 1901 Constitution sought to create a form of government that institutionalized white supremacy, undermining democracy in the process. Throughout Alabama’s history, when opportunities arose to right the wrongs of the 1901 Constitutional Convention – to adequately fund education and infrastructure and allow for local-level democracy – Alabama’s lawmakers have consistently chosen not to do so …

Existing literature on the behaviour of rising powers in global trade governance has yielded inconclusive evidence about their role and impact. This article contributes to this literature by examining China's role in global digital trade governance, an issue area which so far has not received sufficient scholarly attention. Specifically, it addresses the following question: as a self-proclaimed leader of the developing world in digital development, to what extent do its preferences and negotiation approach align with the interests of other developing countries? In August, the Bureau of Labor Statistics reported a rise in overall employment by 142,000 and a stable unemployment rate of 4.2%. However, veteran unemployment rates increased slightly, with notable variations by age, gender, and ethnicity; for example, female veterans saw a significant rise to 7.0%, while veterans aged 25-34 experienced a decrease to 4.3%. Despite these fluctuations, veteran unemployment rates often remain lower than their nonveteran peers in most age and ethnic groups.

Most civil cases settle. Yet generating a definitive settlement rate presents complex definitional and empirical problems, both in what should count as a settlement and how to count it. This Essay makes three contributions to better understanding and defining settlement. First, we propose a flexible, empirically informed, operationalizable definition of settlement as party resolution. Second, we exploit a new federal litigation data source to count party resolutions using machine learning models trained on 11 million docket sheet entries. The U.S. criminal legal system is notoriously racialized. Though Black and Latinx people make up less than 30% of U.S. residents, they constitute more than 50% of the nearly two million people currently in U.S. prisons and jails. For decades, research has indicated that one group of decision-makers has had an outsized influence on these numbers: prosecutors. From whom to charge to what sentences to recommend, no actor plays a greater role in determining who goes to prison in this country. Emergency management is a key government function for mitigating risks and reducing the impacts of disasters. Emergency management leaders play a critical role in preparing for and responding to disasters whose impacts are exacerbated by a pandemic. Using the example of the compound threat of hurricanes and the COVID-19 pandemic, this qualitative research uses insights from emergency management professionals to describe collaborative approaches and leadership skills that help balance the needs for stability and flexibility. From 1990-2014, Alabama fought against improving the property tax system for the benefit of public schools in Knight v. Alabama (2007) and Lynch v. Alabama (2014). Knight and Lynch charged the State with upholding a racially discriminatory property tax system that served to keep public school systems, particularly in rural, predominately Black counties, severely underfunded. Brown v. Board compelled Alabama to desegregate its school systems with “all deliberate speed,” but school systems remained unequal due to funding disparities from the state’s overly complicated tax system. Despite over 700 amendments by 2014, Alabama’s constitution left the property tax system created in …

Alabama’s 1901 Constitution was drafted to codify white supremacy by removing African Americans from the voter rolls. Alabama did not invent voter suppression, nor does it have a monopoly on policies that deny African Americans, minorities, and poor people the right to vote. This chapter provides examples of how and to what effect disenfranchisement has been used in Alabama and other communities throughout the United States. This chapter also chronicles Alabama’s unique constitutional feature that centralizes policymaking in the capitol – further suppressing democracy at the local level to the advantage of affluent interest groups entrenched in Montgomery. Institutional reliance on tenure-line faculty reached a historic low after the Great Recession in 2009, remaining at approximately a third of all faculty through 2022. Postsecondary institutions have steadily increased their reliance on full-time adjunct faculty over the last two decades. Part-time adjuncts, meanwhile, were hired in great numbers before and during the Great Recession, as student enrollment increased, but have steadily declined since 2012, as college enrollment waned. Almost all evidence suggests that tenure expansion would benefit both the recipients of tenure and their students, but would come at a cost. There are few studies, however, that distinguish between …

Recent advances in psychiatric genetics have enabled the use of polygenic risk scores (PRS) to estimate genetic risk for psychiatric disorders. However, the potential use of PRS in child and adolescent psychiatry has raised concerns. This study provides an in-depth examination of attitudes among child and adolescent psychiatrists (CAP) regarding the use of PRS in psychiatry. We conducted semi-structured interviews with U.S.-based CAP (n=29) who possess expertise in genetics. The majority of CAP indicated that PRS have limited clinical utility in their current form and are not ready for clinical implementation. Most clinicians stated that nothing would motivate them to …

American state governments occupy unique political roles when it comes to critical public-facing policy areas like education, health, transportation, and commerce, and therefore they administer many public services and benefits that affect immigrants and their communities. This study expands the existing knowledge of the ways in which U.S. state governments digitally engage with their immigrant populations, doing so through a landscape analysis that maps the information and resources provided for and about immigrant communities on 413 immigration-related webpages across all 50 U.S. state governments’ official websites. Toward Equitable Micromobility: Lessons From Austin E-Scooter Sharing Program, Shunhua Bai, Junfeng Jiao

This study revealed the inequitable societal impacts of E-scooters on disadvantaged populations. The study conducted a population distribution analysis to compare the use opportunities and space intrusion burdens of E-scooter sharing on four vulnerable population groups in Austin, Texas. Nearly all minority population experienced fewer E-scooter use opportunities. Ten percent of the minority population waited for a disproportionately longer time before a disturbance could be resolved. Ten percent of the low-income population were in a disadvantaged position in high opportunities and moderate burdens. Twenty percent of the physically disabled population faced more moderate-level burdens. The result did not show significant …

This article explores how the volumetric characteristics of cloud computing can create new expressions of territoriality, which in turn can reveal new axes of vulnerability and threat. Whilst recent work in political geography has sought to “locate” the cloud through analyses of data centre geographies and data-driven processes of smart urbanism, we look beyond the material plane and consider the amorphous territorialities of voluminous data instead. As much as these data are acted on by the legal-regulatory mechanics of the state in a bid to territorialise them, so too do these data volumes serve to cloud, and thus obscure, territory. …

The expansion of metropolitan areas in California has further prompted the need to improve transportation options for all, more effectively linking origins and destinations through key enhancements to the existing network of transit services. This study provides planners and policymakers examples of effective regional transit coordination agencies. To improve multimodal connections and enhance transit services at the local and regional levels, this study explores regional coordination, focusing on entities charged with coordinating multiple transit agencies in a single metropolitan area. Previous research in the world-society tradition associates improvements in nation-level environmental outcomes with greater civil society integration. However, research in the world-systems tradition indicates these improvements depend on a nation’s position in the global political-economic hierarchy. To test whether these patterns are present at the organizational level, I estimate a multilevel model using corporate emissions data from the Carbon Disclosure Project and include interactions between world-system position and three measures of civil society integration: number of NGOs, proportion of corporations with climate-management incentives, and number of corporate UN Global Compact signatories. This study presents new causal evidence on how urban heat contributes to sorting within a city. We estimate a discrete choice residential sorting model that includes census-tract fixed effects and controls for open space and green coverage to analyze how differences in urban heat at the census-tract level influence the location choices of New York City homeowners given their race, ethnicity, and income. Our results show clear patterns of residential sorting, with whites and high-income households outcompeting other racial/ethnic groups and low-income households for housing in cooler neighborhoods. Whilst the idea of infrastructure has animated scholarship for the past twenty years at least, there remains a need for more expansive understandings of what infrastructure is, and what it can be. The speed, scale and material disruptiveness with which many of the infrastructural megaprojects that constitute China’s Belt and Road Initiative (BRI) have been developed both underpin and validate this need. Whilst the effects of the BRI are both manifold and diffuse, all of them expose situations of infrastructural complexity. Pedestrian-friendly neighborhoods are believed to encourage greater social participation, community engagement, and sense of social inclusion, which are important to older individuals at higher risk of being socially isolated. However, most studies on neighborhood walkability, social participation and social inclusion are cross-sectional, making it difficult to robustly establish causal links. Much research on neighborhood walkability is also based in North America and Europe, leaving a knowledge gap on the impact of walkability within other geographic contexts. This brief provides highlights from Understanding the Unique Health Related Needs of Veterans of Color study, a study that examined barriers to care, patient experiences, and cultural competence in veteran health care settings. Specifically, researchers seek to understand the challenges veterans of color face, including difficulties in accessing timely and appropriate care, experiences of discrimination, and varying levels of cultural competence among healthcare providers, and provide actionable policy suggestions to improve veteran healthcare experiences.

This article lays out the facts about the dental workforce situation in Virginia and offers potential solutions. The state's dental workforce is under pressure, with rising demand for dental assistants and hygienists and ongoing hiring challenges exacerbated by the pandemic. Despite having more dentists than the national average, rural areas still face shortages. The Virginia Dental Association (VDA) encourages members to support local dental programs, share their workforce challenges, and participate in advocacy efforts. The VDA is actively involved in finding both short-term and long-term solutions to meet the state's dental care needs.
