Using the case of the Darfur conflict (2001-) and the Chad-Sudan proxy war (2005-2010), this study will demonstrate that conflict in Chad and Sudan cannot be fully understood without taking into account how heads of state and rebel leaders in both countries manipulated tribal identities to retain and enhance power. It shows how Idriss Déby, a Zaghawa leader, held onto his tenuous position as President of Chad by leveraging tribal customs and symbols, while the Darfur conflict and the Chad-Sudan proxy war destabilized his rule. In order to improve administration-faculty relations, remaining faculty organized, petitioned for recognition, and drafted PSU/KNEA's first contract with PSU/KBOR, which went into effect five years later. The resource is accessed by the Pilbara Trap Managed Fishery, Pilbara Fish Trawl (Interim) Managed Fishery, and the Pilbara Line Fishery (PTMF, PFTIMF & PLF respectively) as well as the recreational and charter fisheries.

This study used a mixed-method design to examine travel behavior and accessibility of older adults. The research team conducted a statewide survey and focus groups to gather travel behavior data of older adults (50+) residing in Utah. The study also employed a two-step floating catchment area method, a novel spatial technique, and integrated the survey data to accurately measure travel accessibility of older adults. Using the survey data of 724 older adults as well as the focus group interviews of 18 older individuals, we found a significant dissatisfaction and vulnerability experienced by older adults with limited mobility. This chapter uses Kingdon’s (2003) multiple streams framework (MSF) to explain policy changes that brought home rule to South Carolina, a modern constitution to Georgia, and the Judicial Article in Alabama. Policy change in the Deep South is rare, but it can happen. Short et al. provide a comparative study between three states in the Deep South to illustrate how policy changes can occur in traditionalistic political cultures. In 2002, A Century of Controversy: Constitutional Reform in Alabama was published to reflect on the problematic history of Alabama’s Constitution. From its inception, the 1901 Constitution was a document that sought to codify white supremacy (Jackson, 2002). It created a system where election rules were actively tilted toward the affluent while disenfranchising Black voters and poor whites (Webb, 2002). The collection illustrated how Alabama’s tax code is overwhelmingly dependent on sales tax revenue and extremely regressive. In this chapter, Professor Hamill illustrates that Alabama’s regressive tax policy oppresses poor Alabamians and denies their children a chance for a better future and explains why the 1901 Constitution makes meaningful tax reform impossible. She then shows that Governor Bob Riley’s 2003 failed reform efforts and ten years of unsuccessful civil rights litigation which followed, means reformers must convince Alabama’s citizens at the ballot box. Despite Oregon's expanded investments in affordable housing development and eviction prevention, over 5,400 eviction cases were filed in the state’s subsidized housing from January 2019 to December 2023. This report maps out the landscape of subsidized housing eviction in Oregon and brings attention to the high share of eviction judgments in subsidized eviction cases, the disproportionate rate of eviction filings from housing-authority-contracted management companies and nonprofit housing providers, and the great disparities in legal representation between landlords and tenants.
