Concurrently, opportunities to compete at the highest level have expanded, especially for women who now outnumber men in Division I athletics competition. Many states and cities find themselves facing several serious long‐term public infrastructure challenges due to rising maintenance costs. Infrastructure funding gaps arose from an inefficient approach to public infrastructure development and operation. States and local governments were faced with unfunded pension obligations and as a solution, they diverted tax revenues away from the maintenance and growth of infrastructure. The 2008 economic recession occurred and compounded these problems. Budget studies indicated that states needed new policies and strategies to slow down the pace of spending on infrastructure maintenance as the recession started to subside, further exacerbating the infrastructure funding gap.1 This …

State and federal child welfare represents a major spending category in budgets across the United States. While new and revised legislation is proposed and enacted, sweeping reforms of the child welfare system is uncommon. Changes to child welfare are implemented through budget line items, whether that comes from Congressional funding or state initiatives. In the Commonwealth of Kentucky, public universities have consistently seen their state funding decrease over the past several years. Using data from the Kentucky Council on Postsecondary Education and Kentucky Office of State Budget Director, this paper analyzes the relationship among postsecondary education state and federal funding and full-time undergraduate student enrollment in Kentucky’s 4-year public universities and the Kentucky Community and Technical College System. COVID-19 vaccines are by no means a silver bullet. With more COVID-19 vaccines expecting approval in the coming months, it is necessary to note that vaccine availability does not equate to vaccine accessibility, nor vaccine efficacy. Some research suggests that approximately 9 out of 10 individuals living in lower-income countries will not have access to COVID-19 vaccines until 2023 or later. For higher-income countries, such as the United States, the prevalence of vaccine hesitancy may further compound the situation. การศึกษากลไกการขับเคลื่อนการดำเนินงานขององค์การภาครัฐเพื่อบรรลุเป้าหมายการพัฒนาที่ยั่งยืน (Sustainable Development Goals: SDGs) กรณีศึกษา กระทรวงมหาดไทย มีวัตถุประสงค์เพื่อศึกษากระบวนการขับเคลื่อนการดำเนินงานและวิเคราะห์ปัญหาและอุปสรรคในดำเนินงานเพื่อบรรลุเป้าหมายการพัฒนาที่ยั่งยืนของกระทรวงมหาดไทย ในเป้าหมายด้านการกำจัดความยากจนและเป้าหมายด้านการบริหารจัดการภัยพิบัติ และเพื่อศึกษาถึงปัจจัยและอุปสรรคที่ส่งผลต่อการดำเนินงาน วิเคราะห์แนวทางการแก้ไขปัญหา ให้ข้อเสนอแนะเชิงนโยบาย พร้อมทั้งกำหนดแนวทางการพัฒนาการดำเนินงานเพื่อบรรลุเป้าหมายการพัฒนาที่ยั่งยืนของกระทรวงมหาดไทย โดยใช้วิธีวิจัยเชิงคุณภาพ (Qualitative Research) และเครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือการสัมภาษณ์เชิงลึก (In-depth Interview) โดยผู้ให้สัมภาษณ์ประกอบด้วย ผู้ปฏิบัติงานในพื้นที่ส่วนกลางสังกัดสำนักงานปลัดกระทรวงมหาดไทย ผู้ปฏิบัติงานในพื้นที่ส่วนกลางระดับกรมที่เกี่ยวข้องสังกัดกระทรวงมหาดไทย และผู้ปฏิบัติงานในพื้นที่จังหวัด ซึ่งจะใช้กรอบแนวคิดในการศึกษาที่ศึกษาผ่านปัจจัยความสำเร็จในการนำนโยบายไปปฏิบัติ และการดำเนินงานร่วมกันระหว่างองค์กร (Cooperation) ผลการศึกษา พบว่า ปัจจัยความสำเร็จในการนำนโยบายด้านการกำจัดความยากจนและด้านการบริหารจัดการภัยพิบัติไปปฏิบัติ ได้แก่ นโยบายมีความชัดเจนและสอดคล้องกับแผนระดับชาติ นโยบายได้รับความสำคัญจากฝ่ายการเมืองและฝ่ายบริหาร การนำระบบเทคโนโลยีมาใช้อย่างเหมาะสม มีความเพียงพอของทรัพยากร หน่วยงานมีความพร้อมและมีการมอบหมายงานที่ชัดเจน บุคลากรมีทัศนคติที่ดีต่องาน แต่ยังขาดความรู้เรื่องความยั่งยืน และการใช้กลไกคณะกรรมการขับเคลื่อนการดำเนินงานเป็นหลัก รวมทั้งพบว่า การดำเนินการร่วมกันระหว่างองค์กร (Cooperation) ด้วยการมีกระบวนการประสานการดำเนินงานร่วมกันของหน่วยงานที่ดีผ่านเครื่องมือคณะกรรมการ หนังสือราชการ และสื่อออนไลน์ และบุคลากรส่วนใหญ่มีความเข้าใจและเข้าถึงประชาชนเป็นอย่างดี ส่งผลดีต่อพฤติกรรมการดำเนินงานร่วมกัน นอกจากนี้ กระทรวงมหาดไทยยังได้สร้างกลไกต่าง ๆ เข้ามาช่วยขับเคลื่อนการดำเนินงาน โดยเฉพาะการจัดทำแผนการขับเคลื่อนเป้าหมายการพัฒนาที่ยั่งยืน (SDG Roadmap) เพื่อให้เกิดประสิทธิภาพ ประสิทธิผล และสามารถบรรลุเป้าหมายการพัฒนาที่ยั่งยืนของกระทรวงมหาดไทยได้

การบริหารจัดการน้ำแบบบูรณาการในสภาวะวิกฤตภัยแล้ง : กรณีศึกษาจังหวัดระยอง, ปิยนุช สถาวร

ประเทศไทยเกิดภัยพิบัติด้านน้ำบ่อยครั้ง อันมีสาเหตุมาจากการเปลี่ยนแปลงของสภาพภูมิอากาศและจากฝีมือมนุษย์ สร้างความเสียหายต่อประชาชนและระบบเศรษฐกิจ ทั้งนี้ ระดับความรุนแรงอาจจะต้องคำนวณจากความสัมพันธ์ของปริมาณน้ำต้นทุน (Supply) และปริมาณความต้องการใช้น้ำ (Demand) กรมชลประทานได้ชี้ว่า สถานการณ์ภัยแล้งในปี 2563 มีสาเหตุจากปรากฎการณ์เอลนีโญ (El Niño) ที่เริ่มขึ้นตั้งแต่ช่วงปลายปี 2561 - 2562 ทำให้ปริมาณน้ำฝนน้อยกว่าค่าเฉลี่ย 30 ปีอยู่ที่ร้อยละ 16 ส่งผลกระทบต่อปริมาณน้ำในอ่างเก็บน้ำทั่วประเทศลดน้อยลง โดยมีความรุนแรงมากเป็นอันดับสองในรอบ 40 ปี นับตั้งแต่ปี 2522 จนถึงปัจจุบัน สำหรับสถานการณ์ภัยแล้งในพื้นที่ภาคตะวันออก ซึ่งรวมถึงพื้นที่โครงการพัฒนาระเบียงเศรษฐกิจพิเศษภาคตะวันออก (EEC) ประกอบด้วย 3 จังหวัด ได้แก่ ฉะเชิงเทรา ชลบุรี และระยองได้รับผลกระทบจากการขาดแคลนน้ำมีระดับความรุนแรงสูงสุดในรอบ 14 ปี ในจังหวัดระยองมีอ่างเก็บน้ำที่สำคัญจำนวน 5 อ่างฯ ช่วงต้นเดือนธันวาคม 2562 ปริมาณน้ำคงเหลือทั้ง 5 อ่างฯ มีปริมาณคงเหลือเฉลี่ยร้อยละ 50 นับว่าเสี่ยงต่อการขาดแคลนน้ำ และหากฤดูฝนในปี 2563 ล่าช้าออกไปจนถึงเดือนพฤษภาคม จะให้เกิดการขาดแคลนน้ำอย่างหนักจนกระทบต่อหลายพื้นที่ การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาลักษณะหรือรูปแบบการดำเนินการของภาครัฐและผู้ใช้น้ำในสถานการณ์วิกฤต ศึกษาระดับความร่วมมือระหว่างภาครัฐและผู้ใช้น้ำในสถานการณ์วิกฤต อีกทั้งเป็นต้นแบบในการบริหารจัดการน้ำในสถานการณ์วิกฤตที่อาจจะเกิดขึ้นในอนาคต การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ ใช้ข้อมูลทุติยภูมิที่เกี่ยวข้องกับการบริหารจัดการน้ำในสภาวะวิกฤตภัยแล้ง ร่วมกับการสังเกตแบบมีส่วนร่วม และการสัมภาษณ์เชิงลึกผู้บริหารภาครัฐและผู้ใช้น้ำที่เกี่ยวข้อง โดยผลการศึกษามาตรการในการบริหารจัดการน้ำในสภาวะวิกฤตภัยแล้ง จังหวัดระยอง มีลักษณะความร่วมมือระหว่างภาครัฐและผู้ใช้น้ำ ตั้งแต่ระยะก่อนเกิดภาวะวิกฤต ระยะเกิดภาวะวิกฤต และระยะหลังเกิดภาวะวิกฤต ข้อเสนอแนะที่ได้จากการศึกษา ด้านความร่วมมือในการบริหารจัดการน้ำระหว่างภาครัฐและตัวแทนผู้ใช้น้ำภาคอุปโภคบริโภค และตัวแทนผู้ใช้น้ำภาคอุตสาหกรรม มีการร่วมกันพัฒนาอย่างต่อเนื่องและเป็นรูปธรรม ในขณะเดียวกันผู้ใช้น้ำภาคเกษตรหรือกลุ่มผู้ใช้น้ำชลประทานยังมีบทบาทน้อยเกินไป การแก้ปัญหาด้านการจัดการน้ำแบบบูรณาการที่แท้จริง ต้องประกอบไปด้วยผู้เกี่ยวข้องทุกภาคส่วนที่มีทั้งส่วนได้และส่วนเสีย เข้าร่วมทุกองค์ประกอบของกิจกรรม อันจะนำมาซึ่งความโปร่งใสตามหลักธรรมาภิบาลอย่างยั่งยืน

ภายใต้สถานการณ์ Digital Disruption การเป็นองค์กรแห่งการเรียนรู้มีส่วนทำให้องค์กรอยู่รอดการรถไฟฟ้าขนส่งมวลชนแห่งประเทศไทย (รฟม.) เป็นตัวอย่างรัฐวิสาหกิจไทยที่ต้องปรับตัว โดยทัศนคติของผู้บริหารระดับต้นถือมีส่วนสำคัญในการขับเคลื่อนไปสู่องค์กรแห่งการเรียนรู้ ตามหลักวินัย 5 ประการของPeter Senge ผลการวิเคราะห์เชิงปริมาณ พบว่าผู้บริหารระดับต้นของ รฟม. มีทัศนคติต่อการเป็นองค์กรแห่งการเรียนรู้ในระดับที่สูงมาก ปัจจัยองค์กร ได้แก่ ผู้นำองค์กร วัฒนธรรมองค์กร การจัดการความรู้ และการใช้เทคโนโลยีสารสนเทศ พบว่ามีความสัมพันธ์ต่อระดับทัศนคติของผู้บริหารระดับต้นของ รฟม. ต่อการเป็นองค์กรแห่งการเรียนรู้ ผลการสัมภาษณ์กลุ่มตัวอย่างผู้บริหารระดับกลางและระดับสูง ได้สะท้อนว่าผู้นำมีส่วนสำคัญในการขับเคลื่อนไปสู่องค์กรแห่งการเรียนรู้ จากการวิเคราะห์ TOWS Matrix ได้พบกลยุทธ์แนวทางการพัฒนา รฟม. ไปสู่องค์กรแห่งการเรียนรู้ 8 ข้อ ได้แก่ (1) ส่งเสริมทักษะทางด้านเทคโนโลยีแก่บุคลากร (2) ส่งเสริมการถ่ายทอดและถ่ายโอนงานด้านวิศวกรรมระบบรางจากภาคเอกชน (3) ประยุกต์ใช้เทคโนโลยีรองรับความเสี่ยงในการทำงาน (4) ผู้บริหารองค์กรต้องสื่อสารและสร้างความเข้าใจทิศทางการพัฒนาขององค์กร (5) ส่งเสริมการทำงานเชิงบูรณาการ (6) พัฒนาระบบการจัดการความรู้ขององค์กร (7) การทำงานเป็น Agile Organization และ (8) จัดตั้ง Intelligent Unit ด้านพัฒนาธุรกิจและด้านวิศวกรรมระบบราง

Given the legacy of racial injustice and mistrust that continues to plague race relations in the United States, it is important that citizens of different racial backgrounds come together to share their feelings and thoughts about race issues in order to advance racial reconciliation in their own communities. Saunders (1999) asserts that such dialogues can transform interracial relationships that could inspire the larger community to change itself. This study presents the results of nine interracial focus groups from two dialogues on race relations events held in Dothan, Alabama in 2015 and 2016. Having empathy and respect for oneself and others when engaging in difficult dialogue is an essential part of peace education. Gandhi emphasized that involving emotions was more transformative than purely intellectual approaches to education. Nonviolent communication (NVC), as developed by Marshall Rosenberg, is a tool for fostering empathy and building connection across difference. Terrorism research has gained much traction since the 9/11 attacks, but some sub genres of terrorism, such as right-wing terrorism, have remained under-studied areas. Unsurprisingly data sources to study these phenomena are scarce and frequently face unique data collection obstacles. This paper explores five major, social-scientific terrorism databases in regards to data on right-wing terrorist events. The paper also provides an in-depth examination of the utilization of criminal legal proceedings to research right-wing terrorist acts. The COVID-19 affects all communities in the United States, but its impact differs from one community to another. Undoubtedly, the vulnerable populations are more impacted than others, especially refugees and immigrants. This study seeks to understand the impact of COVID-19 on marginalized communities and the need to communicate health-related information equally. A lesson learned from observation during an ongoing pandemic, including what I learned through my volunteer work between mid-March and August 2020. The study finds that neighbors with limited English Proficiency (LEP) and limited education could quickly transfer the COVID-19 virus to another neighbor with high income and well-educated. …

Particularly, this paper assessed the knowledge of the concept of baby mama among youths and also their opinion on the acceptability of this style of family structure. Cross-National Attitudes About Paid Parental Leave Offerings For Fathers, Qi Li, Chris Knoester, Richard J. Petts

Using cross-national data from the 2012 International Social Survey Programme (N = 33,273), this study considers institutional, self-interest, and ideational factors in analyzing public opinions about the provision, length, and source of paid parental leave offerings for fathers. We find substantial support for generous leave offerings. Multilevel regression results reveal that being a woman, supporting dual-earning expectations, and realizing more family strains lead to support for more generous leave offerings. Endorsing separate spheres and intensive mothering attitudes reduces support for more generous leave offerings; although, gendered attitudes interact with one another in predicting leave preferences, too. Using data on paid parental leave preferences from 35,488 adults situated within 26 different OECD countries, and multilevel modeling, this study examines public opinions about the provision of paid parental leave, some government funding of leave offerings, and preferred lengths of leave offerings. We consider how attitudes may be similar or different across social contexts and then focus upon the extent to which gender, gendered parenting role attitudes, family strains, and country-level institutionalized leave offerings are associated with leave preferences. To measure the efficacy of school sector interventions, Bhutan Council for School Examinations and Assessment (BCSEA) partnered with Australian Council for Educational Research (India) to strengthen its National Education Assessment (NEA) for obtaining evidence on learning, monitoring the progress of learning outcomes, understanding associations between context and achievement, and differences in achievement between groups. Eventually, the assessment reform will support measuring learning at the key stages of grades 3, 6, and 9. This case study report presents an overview of this project.

AbstractAccountability is an important concept in public administration and across multiple sectors. NGOs work towards achieving their social purpose and yet, they are perceived to be accountable only to their donors but not to citizens. The purpose of this qualitative case study was to explore perspectives of citizens in three districts: Bongo, Wa, and Sagnarigu in Northern Ghana on how NGOs demonstrate accountability in fulfilling their commitments in drinking water provision.
