Impacts Of Forest Tax Programs On Property Tax Rates In Michigan's Upper Peninsula And Northern Wisconsin, Elsa Schwartz

Forest tax programs offer reduced property taxes to private forest owners as incentive to sustainably manage their forests and to encourage the provision of ecosystem services. They also protect forests from conversion to other land uses and ensure the viable supply of timber for forest products industries. Despite the benefits that these programs provide, they can negatively impact local municipalities by reducing the property tax base, which can then cause local governments to increase tax rates for non-preferential properties in order to maintain revenue needed to run their services. This shifts the tax burden from participating properties to nonparticipating properties. …

During the transition from Latin to French to English, “virtue” lost its gender specificity, but retained its reference to positive qualities. In 2010, Tennessee’s 106th General Assembly passed the First to the Top Act (2010), a companion legislation for the federal Race to the Top Act (2009) program launched by the Obama Administration. A provision of this state law required that half of teacher and principal evaluations be based upon student achievement, which included a component of required continuous academic growth. In the realm of socioenvironmental justice, much discourse centers on equal access to green areas and on climate injustice in the United States. Marginalized communities, including Indigenous populations, are being excluded from current narratives surrounding the natural spaces that in many cases are historically tied to under-represented groups. This article aims to explore some of the many dimensions of environmental racism, green inequities, climate injustice, and access. Air Pollution And Outdoor Recreation On Urban Trails: A Case Study Of The Elizabeth River Trail, Norfolk, James E. Mccann, Chris A.B. Zajchowski, Eddie L. Hill, Xihe Zhu

Poor air quality represents a significant health risk for individuals engaging in recreation activities outdoors in urban parks and trails. This study investigated temporal variability in particulate matter (PM) exposure along an urban waterfront trail. We also used recreation choice frameworks to examine the effects of visitors’ perceptions of air quality (AQ) and health benefits on trail use. Average air quality during the collection period was “good” (PM10) to “moderate” (PM2.5). We found that PM density was significantly higher (p < 0.001), though still in the “moderate” range, at 7–9 a.m., 11 a.m.–1 p.m., and 3–5 p.m., and on weekends. Visitors’ self-reported perceptions of health outcomes, but not air quality, significantly predicted trail use. Results suggest that these experiential factors may affect recreational choices depending on other factors, such as salience. Further research is merited to determine how experiential factors can be integrated with other theories of motivation to understand recreational decision-making.

In the United States, environmental federalism largely relies on a system for policy implementation that allows the federal government to delegate primary program authority (or primacy) to state agencies. Although it is an ingrained feature of several major federal environmental policies, such as the Clean Water Act (CWA), there is little evidence to indicate what impact delegating authorities has on programs. In order to examine this, the authors use a synthetic control technique to determine how actual CWA program outcomes in five states compare to expected outcomes if EPA retained primary authority. Since March 2017, the cost of denied boarding began to draw all Brazilian airlines' attention because of the Resolution 400 of the Brazilian National Civil Aviation Agency. This paper studies two novel productivity characteristics of foreign acquisition on high-tech manufacturing firms: the dynamic and the non-Hicks-neutral effects. A dynamic productivity effect of foreign ownership arises when adoption of foreign technology and management practices takes time to fully realize. Furthermore, these dynamic adjustments may be capital or labor augmenting as adoption of advanced production technologies tends to have non-neutral productivity implications in developed countries. We propose and implement an econometric framework to estimate both effects using firm-level data from China's manufacturing sector. This study examines the effect of the implementation of Kredit Pemilikan Rumah Fasilitas Likuiditas Pembiayaan Perumahan (KPR-FLPP) as subsidized mortgage on the recent migration rate and its impact for low-income households in Indonesia. Using the multiple linear regression method random effect model, this study analyzed the home ownership status of recent migrants with indicators of the average household’s per capita expenditure in the 2010-2019 Statistics Indonesia survey. The results show that the realization of KPR-FLPP has a negative effect on the migration rate. Forecasting methods rely on trends and averages of prior observations to forecast COVID-19 case counts. COVID-19 forecasts have received much media attention, and numerous platforms have been created to inform the public. However, forecasting effectiveness varies by geographic scope and is affected by changing assumptions in behaviors and preventative measures in response to the pandemic. This article presents a global prioritization methodology that evaluates the relative risks of non-state actor acquisition of materials that could be used in chemical, biological, radiological, nuclear and high explosive Weapons of Mass Destruction (WMD) from the country's relevant infrastructure. Prioritization is based on three domains: 1. Assessing relative scale of materials in each country, 2. The country's corresponding security posture, and 3. The presence of threat actors. Interpretive Phenomenological Analysis was used to examine how young adults with prior out-of-home care experience make meaning of the Independent Living (IL) process (Smith, Flowers & Larkin, 2009). Participants had been in foster care, kinship care, and informal care settings. All participants were enrolled at the university or had recently graduated from the university. All participants were female, white, and from mixed geographic background. None registered as having disability, although evidence of Adverse Childhood Experiences (ACES) was shared. Only one study participant had prior experience with an IL contractor.

Title IX is the nearly fifty year old piece of the Education Amendments that prohibits sexual discrimination in federally funded schools. Performance-based funding (PBF) policies in the United States have grown both in complexity and popularity over the last two decades. While states seek to utilize these models to enforce accountability at institutions of postsecondary education, the rise of such funding policies has not come without scrutiny. Research on jail finances in the United States, in general, and Kentucky, specifically, has been lacking. This capstone describes trends in jail finances in Kentucky. It also examines the legal requirement to house certain state inmates in county jails and the financial burden of this requirement on counties. Uniform Financial Information Reports (UFIRs) data from 58 counties in Kentucky was used to descriptively analyze financial trends in full service jails from fiscal years 2007 to 2019.
