With the increased occurrence of forest fires around the world, interest in the chemistry of pyrogenic organic matter (pyOM) and its fate in the environment has increased. Upon leaching from soils by rain events, significant amounts of dissolved pyOM (pyDOM) enter the aquatic environment and interact with microbial communities that are essential for cycling organic matter within the different biogeochemical cycles. This dissertation studies public attitudes toward nuclear weapons. When do people become more willing to endorse a preemptive nuclear strike against a foreign country? Utilizing theoretical insights from international relations, comparative politics, and social psychology and original experimental survey data from Israel and the U.S., this dissertation aims to answer these questions. Influential strands of scholarship argue that both the public and political elites have internalized anti-nuclear norms. The critics, however, assert that the moral nuclear taboo lacks robustness. Through a humanist lens, this research aims to conceptualize a Mobility Data Justice (MDJ) framework that re-orients both GTFS open transit data (General Transit Feed Specification) and transit rider activists towards collaborative Mobility Data Justice tactics. Under the Paris Agreement, the global governmental signatories embraced the goal to hold global average temperature increase to “well below 2°C above pre-industrial levels” while “pursuing efforts to limit the temperature increase to 1.5°C above pre-industrial levels.” Almost every country in the world signed on to the Paris Agreement, adopting the prevailing science that anthropocentric greenhouse gas emissions would result in rising global temperatures and catastrophic damages from climate change in the absence of immediate action. Dissatisfaction amongst US physicians has been steadily increasing over the past few decades as health care reform changes the practice of medicine (Hoff, Young, Xiang, & Raver, 2015; Rosenstein, & Mudge-Riley, 2010). In 2008, physician dissatisfaction rates had increased to 19% (Mazaurenko & Menachemi, 2012). By 2012, 42% of physicians voiced dissatisfaction, with family medicine reporting most likely to be dissatisfied (Sorrell & Jennings, 2014). Cities are increasingly common sites of contestation over the scope and meaning of the Second Amendment. Some municipalities have announced their opposition to firearm restrictions by declaring themselves Second Amendment sanctuaries. Others have sought to curtail gun violence by passing restrictive local regulations. Still others have responded to police violence by moving to demilitarize, disarm, or even disband their police forces. Annual appropriations and permanent appropriations play contradictory roles in the separation of powers. Annual appropriations preserve agencies’ need for congressionally provided funding and enforce a domain of congressional influence over agency action in which the House and the Senate each enforce written unicameral commands through the threat of reduced appropriations in the next annual cycle. Permanent appropriations permit agencies to fund their programs without ongoing congressional support, circumscribing and diluting Congress’s domain.

In Part I, we describe the origins and operation of deflection programs that currently exist in the United States and present the published empirical evidence about their effect on recidivism rates, as well as police and user population responses to them. We specifically discuss the LEAD template from Seattle, in addition to other models in Massachusetts and Texas. In the ordinary course, the political officials make decisions about what policies the government will pursue while civil servants use their labor and expertise to carry those policies out––even when they disagree with them. Anyone with even a remote interest in criminal justice was stunned by the “soft on crime” Republican Party advertisement at Super Bowl LIV in 2020, especially during a presidential election year. The United States of America has pursued an unrelenting, merciless “tough on crime” approach for half a century, resulting in it being the world’s largest incarcerator by a massive margin. The social value of risk reduction (SVRR) is the marginal social value of reducing an individual’s fatality risk, as measured by some social welfare function (SWF). This Article investigates SVRR, using a lifetime utility model in which individuals are differentiated by age, lifetime income profile, and lifetime risk profile. We consider both the utilitarian SWF and a “prioritarian” SWF, which applies a strictly increasing and strictly concave transformation to individual utility.

We show that the prioritarian SVRR provides a rigorous basis in economic theory for the “fair innings” concept, proposed in the public health literature: as between an older individual …

Minority veterans are one of the fastest growing veteran populations (Department of Veterans Affairs, 2020b). Research over the last fifty years has documented that minority veterans, especially Black female veterans, are at a disproportionate risk for many problems, such as suicide and military sexual trauma (MST) (Department of Veterans Affairs, 2020b). Amid the pandemic, a project team continued educating electrical line workers across four U.S. locations. The Center for Engineering Education and Outreach redesigned an in-person internship program by finding ways to simulate tinkering, design reviews, and troubleshooting activities. A collaborative four-day international seminar networking 10 European universities from eight different countries went virtual. An all-expenses-paid six-day residential summer experience at NASA’s Johnson Space Center was replaced by an online experience. Designers embraced—cancellation is not an option—and found a way to engage fifth grade students to apply science and mathematics concepts related to building a Mars colony. The show did go …

Examining the relationship between breastfeeding outcomes and state policies requires multidisciplinary efforts to link data from various sources. This article describes an integrated dataset that was used to understand the relationship between participation in a nutrition assistance program and low-income children's breastfeeding outcomes [1]. Effective and timely evacuation is critical in alleviating the impact of hurricanes. As such, evacuation models are often sought to support the preparedness of evacuations. One important task in the modeling process is to evaluate exogenous factors that cause transportation system capacity loss during evacuation. As aircraft noise constraints become more stringent and the number/mixture of aircraft configurations grows, it becomes more important to understand the interaction of individual aircraft noise sources with nearby aircraft structures. Understanding these interactions and exploring possible approaches to mitigate or exploit their acoustic impact is essential for overcoming key noise barriers. This paper describes the further validation of a time domain boundary element approach for the prediction of the interactions between incident noise sources and nearby aircraft structures. Local Fiscal Adjustments From Depopulation: Evidence From The Post–Cold War Defense Contraction, Timothy M. Komarek, Gary A. Wagner

In this paper, we estimate the long-term causal effect of population losses on local government revenue, expenditure, and debt by exploiting a quasi-exogenous change that reduced the number of US military personnel by about 40 percent between the late 1980s and 2000. Aggregating across governmental units within commuting zones, we find that real per capita total revenues and expenditures remained unchanged for remaining citizens. At the same time, however, we note several important compositional effects. First, local governments appear to have offset reductions in state intergovernmental aid by increasing property tax revenues. Second, they significantly shifted the composition of expenditures …
