งานวิจัยเรื่อง แนวทางการพัฒนาทรัพยากรมนุษย์ ด้านแรงงานทักษะฝีมือสูง ตามแผนยุทธศาสตร์ชาติ 20 ปี เพื่อเพิ่มประสิทธิภาพด้านการลงทุนในเขตเศรษฐกิจพิเศษภาคตะวันออก มีวัตถุประสงค์ คือ 1) เพื่อศึกษาและวิเคราะห์ความท้าทายด้านการพัฒนาแรงงานทักษะฝีมือสูงในเขตพัฒนาพิเศษภาคตะวันออก 2) เพื่อหาแนวทางในการกำหนดกลยุทธ์ในการพัฒนาแรงงานทักษะฝีมือสูงให้มีความรวดเร็วและได้จำนวนเพียงพอต่อความต้องการ การศึกษาเป็นการวิจัยเชิงคุณภาพโดยการสัมภาษณ์เชิงลึกจากกลุ่มตัวอย่างที่มีส่วนเกี่ยวข้องกับการพัฒนาทรัพยากรมนุษย์ด้านแรงงานฝีมือทักษะสูงโดยตรง จำนวนทั้งสิ้น 17 คน แบ่งเป็น ผู้ที่เกี่ยวข้องกับการจ้าง/ใช้แรงงานฝีมือทักษะสูง (4 คน) กลุ่มผู้พัฒนาแรงงานฝีมือทักษะสูง (7 คน) กลุ่มผู้ประกอบวิชาชีพที่ได้รับการพัฒนาทักษะฝีมือ (6 คน) ผลการศึกษาพบว่า 1) เขตพัฒนาพิเศษภาคตะวันออก ต้องการแรงงานฝีมือทักษะสูงด้านการวิเคราะห์ข้อมูลขนาดใหญ่เพื่อแก้ปัญหาที่มีความซับซ้อน การออกแบบสร้างสรรค์และปรับปรุงกระบวนการทำงาน และทักษะเกี่ยวกับระบบอัตโนมัติสมัยใหม่ ซึ่งแรงงานในส่วนนี้ยังไม่ได้รับตอบสนองด้านการพัฒนาทักษะฝีมือได้อย่างรวดเร็วทันท่วงทีตามความต้องการของเขตเศรษฐกิจพิเศษภาคตะวันออก 2) การพัฒนาแรงงานฝีมือทักษะสูงยังคงมีความท้าทายในหลายด้าน ซึ่งส่งผลต่อจำนวน คุณภาพ และความรวดเร็วในการพัฒนาที่ส่งผลต่อความสามารถด้านการแข่งขันขององค์กร โดยมีอุปสรรคจากการจัดสรรงบประมาณและการสนับสนุนที่ไม่ทั่วถึง ทำให้ระยะเวลาและจำนวนแรงงานที่ได้รับการพัฒนาทักษะขั้นสูงไม่ตรงตามจำนวนความต้องการของเขตเศรษฐกิจพิเศษภาคตะวันออก

งานวิจัยฉบับนี้มีวัตถุประสงค์เพื่อศึกษาและวิเคราะห์ความเหมาะสมแนวทางการส่งเสริมมาตรฐานโฮมสเตย์ไทยและปัจจัยอื่นๆ ที่มีผลต่อการสมัครเข้าร่วมการตรวจประเมินมาตรฐานโฮมสเตย์ไทย เพื่อเสนอแนวทางพัฒนากระบวนการส่งเสริมมาตรฐานโฮมสเตย์ไทยให้มีประสิทธิภาพ และเพื่อส่งเสริมและพัฒนามาตรฐานโฮมสเตย์ไทยให้ตอบสนองการท่องเที่ยวในยุควิถีใหม่ พื้นที่ศึกษาของงานวิจัยนี้คือจังหวัดเชียงใหม่ และเป็นงานวิจัยเชิงคุณภาพ โดยรวบรวมข้อมูลจากการสัมภาษณ์เชิงลึก จากหน่วยงานที่เกี่ยวข้องในการส่งเสริมมาตรฐานโฮมสเตย์ไทย ผู้บริหารและเจ้าหน้าที่จากกรมการท่องเที่ยว ผู้บริหารจากการท่องเที่ยวแห่งประเทศไทย สำนักงานเชียงใหม่ เจ้าหน้าที่จากสำนักงานการท่องเที่ยวและกีฬาจังหวัดเชียงใหม่ สมาชิกกลุ่มโฮมสเตย์ที่ได้รับการรับรองมาตรฐาน สมาชิกโฮมสเตย์ที่ยังไม่ได้รับการรับรองมาตรฐาน รวมถึงนักท่องเที่ยวที่เคยเข้าพักโฮมสเตย์ที่ได้รับการรับรองและนักท่องเที่ยวที่ได้เข้าพักโฮมสเตย์ที่ยังไม่ได้รับการรับรองมาตรฐานโฮมสเตย์ไทย ผลการศึกษาพบว่า กระบวนการส่งเสริมมาตรฐานโฮมสเตย์มีผลต่อการมีส่วนร่วมของชุมชน เนื่องจากการมีส่วนร่วมของชุมชนมีส่วนทำให้เกิดมาตรฐานในการดำเนินการ และเมื่อโฮมสเตย์เข้าสู่มาตรฐานเป็นการยกระดับโฮมสเตย์ให้มีคุณภาพในการให้บริการ ในขณะเดียวกันมีการดำเนินการการมีส่วนร่วม ในการดำเนินการท่องเที่ยวในรูปแบบโฮมสเตย์ของชุมชนอยู่แล้ว และภาครัฐได้เข้าไปช่วยสนับสนุนและส่งเสริมศักยภาพ สร้างทักษะให้กับชุมชนในการให้บริการหรือสร้างจุดขายของโฮมสเตย์ ซึ่งพบว่ามีแนวทางที่เหมาะสม แต่ยังต้องมีการประชาสัมพันธ์เพื่อ สร้างการรับรู้ถึงมาตรฐานโฮมสเตย์ และเผยแพร่สร้างความเข้าใจให้แก่นักท่องเที่ยวและโฮมสเตย์เพิ่มมากขึ้น รวมถึงพัฒนาด้านองค์ความรู้ของบุคลากรในการเผยแพร่ความรู้ที่เกี่ยวข้องกับมาตรฐานโฮมสเตย์ไทย เพื่อสร้างแรงจูงใจให้ทั้งโฮมสเตย์ในการเข้าสู่มาตรฐานและนักท่องเที่ยวในการเลือกเดินทางท่องเที่ยวในโฮมสเตย์ที่ได้รับมาตรฐานซึ่งจะเป็นสิ่งการันตีถึงการท่องเที่ยวอย่างปลอดภัยและถูกสุขอนามัย ในยุคการท่องเที่ยววิถีใหม่ (New Normal)

The National Security Agency bulk metadata collection program (NSA Surveillance Program) was created to identify terrorists and prevent terrorist attacks, but the USA FREEDOM Act prohibited the program in 2015. As the largest philanthropic foundation that serves the North Tahoe and Truckee region, the Tahoe Truckee Community Foundation is the only nonprofit organization that implements a community collaborative program. The program is a partnership of nonprofit and public organizations operating within a stages of collaboration model. The purpose of the study was to complete a comprehensive evaluation of the program. A retrospective impact evaluation using qualitative methodologies explored the factors and indicators associated with effective collaboration. The lack of labor and financial resources in local Jamaican governments’ corporation negatively impacts senior management government officials’ sustainability efforts. This study aims to explore the perceived presence of work-induced stress and depressive symptoms in patrol officers employed by the Field Police Department (Pseudonym; FPD). Asian Americans continue to be an untapped force within American politics. Despite their status as the fastest-growing racial or ethnic group in the United States they have had surprisingly low political participation rates.[1] But 2020 represented a watershed moment. This thesis examines the failure of the United States government to mitigate global climate change and the COVID-19 pandemic by comparing poor public reactions and governmental administration between the two threats. Using developmental constructs to serve as a framework for assessing public reactions to climate change and pandemics, this thesis implements a content analysis study of American news media from 2000 to 2020; it identifies the rhetoric embedded in communications that has directed the US public’s focus of attention and shaped public opinion on these issues.
