Population Health Research Brief Series
When communities are impacted by disasters, state officials must implement efficient and competent recovery strategies with the health and wellbeing of residents in mind. This research brief summarizes findings from a peer-reviewed study showing that few U.S. states explicitly integrate public health into their disaster recovery laws, and the types of public health requirements and authorizations vary substantially across states.

Policy initiatives such as the Western Undergraduate Exchange (WUE), a regional tuition saving agreement among colleges and universities operating in the western states, have the ability to increase mobility and promote human capital attainment. This brief will be focusing exclusively on how Nevada’s higher education system and related programs, specifically the WUE, can be improved to further attract and attain a higher-skilled workforce. This paper will cover a literature review of brain drain and its effects, investigate Nevada’s relationship with human capital and the WUE, as well as offer policy recommendations to improve attainment.

As the European Union deals with yet another crisis— the COVID-19 pandemic—it must adopt a grand strategy based on unity, policy, and proportionality: cohesion over inaction, policy over process, and regional imperatives over global ambitions. An analysis of past strategy documents and a study of current international trends stress the need for a Union capable of shaping its own environment rather than reacting to it. The pandemic should accelerate Europe’s journey toward power maturity and responsibility.

Growing Sino-Russian coordination necessitates greater security cooperation between US Allies in Europe and East Asia. US Allies in both regions face remarkably similar threats requiring similar operational concepts, capabilities, and technologies. Further, these Allies must hedge against the specter of US abandonment. An exploration of the links between the two geographically distant US Alliance networks illustrates the Allies’ perspectives on US extended deterrence and highlights opportunities to devise better policies for cooperation.

Counterinsurgency does not increase the legitimacy of, or support for, central governments engaged in internal conflicts. Recent research shows quantifiable degrees of government legitimacy, national identity, and population security are necessary precursors and accurate predictors of a government’s ability to outlast a civil uprising. Because the first two predictors—government legitimacy and national identity—can be measured and do not increase during a conflict, the probability of government failure in most cases can be accurately predicted when the conflict starts.

Shortfalls and inefficiencies in traditional planning and campaigning have become increasingly clear in the current hyperconnected security environment. US military planners can mitigate these deficiencies by embracing integrated planning and campaigning approaches including the development of new organizational structures and processes. These improvements will give senior leaders increased options as the US military and US Allies and partners address complex problems with better effect and to greater advantage.

In order to make good microeconomic policy in the public sector, non-rivalrous goods and joint costs need to be addressed. One field where non-rivalrous goods and joint costs are important to consider is in the economics of peak-load pricing and transportation policy. This concept is often applied to electrical utilities, but not often applied as a way to relieve the burden of downtown traffic congestion during peak traffic times or to increase city revenues. This paper applies public policy concepts such as agenda setting, resource allocation, lobbying, and campaign rhetoric to the field of homeland security. The analysis examines the allocation of resources among the U.S. federal government’s five broad homeland security priorities during the fiscal years of 2012-2017. An overemphasis on border security has led to a disproportionate allocation of resources among these various priorities. The uneven distribution is the summation of electoral ambitions, campaign contributions, and corporate lobbying. The U.S. has incorporated environmental policies into its all free trade agreements since it negotiated the North American Free Trade Agreement (NAFTA) in the early 1990s. The inclusion of environmental policies represented a major shift in trade policy but the environmental policies have not drastically changed in subsequent trade agreements over the past 25 years despite the continued involvement of environmental constituencies and policymakers. The punctuated equilibrium model provides the analytical framework for understanding the factors that gave rise to the drastic policy shift under NAFTA as well as the subsequent policy stasis, in order to inform future policymaking efforts. …

While the victory of Proposition 22 (Prop 22) in the November 3rd, 2020 California State election came as a shock to many observers, Transportation Network Companies (TNCs) such as Uber and Lyft, the architects and beneficiaries of the ballot measure, have a long track record of subverting regulatory attempts. From this historical perspective, the novelty of Prop 22 is not related to the means employed in its victory, but in the sheer scale of effort involved. This study is the bibliometric analysis of research publications that focus on highlighting the inter linkages between disaster management and laws. The main objectives of the study are to determine the frequency of such publications and also to establish that inter linkages between disaster management and law have not received enough attention from the researchers. Current tsunami hazard inundation and evacuation maps in the Puget Sound are based primarily on Cascadia and Seattle fault tsunamis. The standard evaluation process for tsunami impacts focuses on elevation and hypothetical fault rupture of known and predicted earthquakes. However, there are several known tsunami deposits in the Puget Sound that are not from Cascadia or Seattle fault tsunamis, potentially from other faults within the region, that could affect tsunami mitigation. Work to understand newly discovered crustal deformation and faults in Puget Sound is ongoing, therefore evacuation and inundation maps need to be updated to include these new faults and …

Terrorist attacks often dominate news cycles as reporters seek to interpret the attack through their own desired framing tools. Since “humans are predisposed to attend to negative and threatening information” (Sui et al., 2017), news coverage of terrorist attacks receive a lot of attention thus, how the attack is framed can manipulate the narrative portrayed to the public. The Black Death caused a mass mortality in England, drastically affecting society. However, it was the aftermath of the plague that had the greatest impacts. The loss of life removed pressure on the economy due to population density, which gave the peasants opportunities to improve their lives. Despite numerous treaties and international agreements aimed at stopping genocide, genocidal mass killings continue to take place within the current international system. In order to better understand how to best combat genocide, scholars have developed two main approaches: intervention and prevention. The interventionist approach argues genocide can be stopped in its tracks through use of military force and targeted diplomacy, while the preventionist approach argues pre-emptive action is needed to truly stop genocide. Both approaches, however, have relied too heavily on hypothetical analysis of how past genocides could have turned out differently given certain factors. This study instead aims to …
