Sanctions busting refers to instances where third-party states increase their material support for states targeted by economic sanctions by increasing trade as well as foreign aid and investment, which, in turn, minimize the economic costs that sanctions imposed on target states. This concept privileges the sender and contributes to the “sender bias” inherent in the literature on economic sanctions. My dissertation instead argues that the terms sanctions opportunism may better reflect the nature of the processes at work when third-party states engage in sanctions busting either for commercial profit or as a “black knight” (or a combination of them both). …

This dissertation examines the effects that policies instituted to restrict the diffusion of technology between countries have on the development of technology and international relations. Diffusion restrictions such as export controls or strategic trade controls are often instituted for the purpose of increasing the national security of the implementing country. However, this project theorizes that these types of restrictions can have unforeseen effects on the level of technological development in the implementing country and other countries around the world. EXECUTIVE SUMMARYFor decades public administration and management scholars have conceptualized organizational networks as solutions to failures of markets and hierarchies (see, for example, Goldsmith and Eggers 2005; Osborne and Gaebler 1992). Relationships among organizations or actors within a network are framed positively as channels through which human, financial, and knowledge resources flow to address complex or “wicked” social problems (see, for example, Rittel and Weber, 1973). A strong argument that encourages analysing food security and food price stability issues is importance to economic well-being. Nigeria is one of the most food insecure countries and highly affected by all three drivers. This project focuses on understanding an alternative resource that can be intentionally improved upon to help address the mental health crisis on university campuses. With ample research showing how nature and being outside can help improve, or be restorative for, the mental state of individuals, this project developed an analytical method for understanding the restorative potential within the campus landscape as a whole and within districts. Context-Aware Graph Convolutional Network For Dynamic Origin-Destination Prediction, Juan Nathaniel, Baihua Zheng

A robust Origin-Destination (OD) prediction is key to urban mobility. A good forecasting model can reduce operational risks and improve service availability, among many other upsides. Here, we examine the use of Graph Convolutional Net-work (GCN) and its hybrid Markov-Chain (GCN-MC) variant to perform a context-aware OD prediction based on a large-scale public transportation dataset in Singapore. Compared with the baseline Markov-Chain algorithm and GCN, the proposed hybrid GCN-MC model improves the prediction accuracy by 37% and 12% respectively. Lastly, the addition of temporal and historical contextual information further improves the performance of the proposed hybrid model by 4 –12%.

Senior centers/COAs in Massachusetts remained largely operational through the height of the COVID-19 pandemic, and continued to assist older adults in the community. With the introduction of a vaccine, return to ‘normal’ operations has become more feasible. By mid-2021, senior centers were returning to some in-person operations and continued adaptations for safety, including mask-wearing, limiting capacity, fewer walk-ins, and increased hand sanitization availability.

This study explores the relationship between gender identity, challenges experienced by students, psychological distress, and suicide behavior for undergraduate students in the United States of America. The quantitative analysis utilizing the American College Health Association’s National College Health Assessment from Fall 2019, Spring 2020 and Fall 2020. The sample consisted of 78,296 undergraduate participants of which 65.9% identified as female, 30.5% identified as male, and 3.6% identified as non-binary students. The statistical analysis consisted of a multiple regression model controlling for variables of institution type. Legislative gender quota policies are political rules which are designed and implemented with the goal of increasing the representational presence and influence of women in government. Fundamentally, representation operates along two separate dimensions and can be considered as either descriptive or substantive. Descriptive representation is the numerical proportion of a group within a deliberative assembly while substantive representation concerns the ability of a group to shape influence policy outcomes in accordance with their preferences. In busy metropolitan areas, traffic restrictions based on the last digits of license plates effectively ease traffic jams and improve air quality. Recently, policy-makers in China exempted battery electric vehicles (BEV) from traffic restrictions to promote their diffusion in place of conventional vehicles (CV). To examine the impacts of such an exemption on consumers and manufacturers as well as the environment, this study models the duopoly competition between BEV and CV manufacturers as a Cournot game. Grasslands are declining in the Great Plains due to land use changes, woody plant encroachment, and loss of historic fire cycles. Prescribed burn associations have utilized prescribed fire to collapse invading woodlands and allow the restoration of grasslands. This fire is considered “extreme” because it is capable of changing the structure and function of an ecosystem. Our study site is the Loess Canyons Experimental Landscape, a long-term, ecoregion-scale experiment to apply prescribed fire across the region to restore grasslands. Sea level rise poses a great threat to coastal areas and our way of life. As flooding increases in frequency and intensity across the country, vulnerable populations become a target to its impacts. This paper looks at the economic and welfare conditions of residents in Lake Sebu, a largely rural but natural and cultural resource-rich municipality in Southern Mindanao in the Philippines. Two notions of welfare are used in the study: economic welfare, measured in terms of household income and vulnerability to hunger; and social welfare, measured in terms of self-reported happiness. The study uses primary data collected through a household survey and analyzed with statistical and econometric procedures (tests of difference between sub-populations; and ordinary least squares, binary probit, and ordered logistic regressions). The CONVERGE COVID-19 Working Group’s Workshop on Planning for Evacuation and Sheltering of Vulnerable and Medically Fragile Populations during the Post-vaccine Period of a Compound Hurricane-Pandemic Threat was held virtually on September 27, 2021. The 137 workshop participants represented federal, state, and local governments, the nonprofit sector and advocacy organizations, businesses, and academic institutions. Participants primarily represented functional areas of emergency management, planning, and public health. Geographically, the workshop participants came from 20 states, primarily along the Eastern seaboard plus the U.S. Virgin Islands and Canada.

Firefighting is a dangerous and difficult task. Simulation affords researchers and practitioners the ability to examine performance and training in adverse conditions while preserving life, offering repeatable scenarios, and reducing costs. Multiple Resource Theory is used in this study as a model for assessing alternate sensory channels for information delivery when the optimal channel is not available. Specifically, this study tests the influence of a waist-worn vibrotactile display to assist navigation when visibility is reduced in a firefighter simulation. East Boston is a diverse, working-class, coastal neighborhood of the City of Boston that is currently undergoing rapid gentrification. At the same time, local environmental problems – such as air and noise pollution from the operation of the nearby Logan International Airport – continue to harm residents, particularly the most marginalized communities. This study identifies the context, setting, players and behaviors of the entrepreneurship ecosystem. It also provides evidence of the challenges they experience and develops a series of “calls to action” to increase the pace of entrepreneurship development in Nebraska.

For the purpose of this research, policy factors include: institutional arrangements, factors associated with governance, and factors in the policymaking process. The research questions are studied in five case study MSAs within the Pacific West and Mountain West regions of the United States: Phoenix-Mesa-Chandler, AZ; Denver-Aurora-Lakewood, CO; Riverside-San Bernardino-Ontario, CA; Los Angeles-Long Beach-Anaheim, CA; and Portland-Vancouver-Hillsboro, OR. Recent changes in VAWA allows tribes – for the first time – to prosecute non-Indians for intimate partner violence. In order to do so, however, tribes have to first meet specific federal mandates. Implementation of federal regulatory policy by American Indian tribes is a dynamic and complex process but there is a dearth of information on the challenges tribes face or on factors that would facilitate successful implementation at the tribal level. The traditional TRS has been extensively used as a traffic calming device to provide cognitive alerts in the form of sound and vibration to drivers. This study used statistical analysis of enrollment records for ESL programs at community colleges throughout California from 2015-2019 to determine whether adult immigrants’ participation in public ESL programs was reduced under President Donald Trump. Immigrant families’ lesser use of public education services and means-tested federal benefits has been widely documented in the wake of Trump’s expansion of the public charge rule, which counted immigrants’ use of a wider array of public benefits against their case for residency in the United States than had any previous iteration of the rule. Nigeria has a vast land area of 91.1 million hectares supported by 1.3 million hectares of water bodies, 3.14 million hectares of irrigated land and a coastal line of over 800 km that is viable for virtually all aspects of agro-allied sector (crops, agro-forestry, fisheries, poultry and livestock). Prior to the outbreak of the Coronavirus (COVID-19) pandemic, conflicts, deteriorating socio-economic conditions, natural hazards, changing climatic conditions, prevalence of pest and diseases, etc., had led to reduced incomes, disrupted supply chains, and resulted in severe chronic and acute hunger across several countries, worldwide. These conditions were exacerbated by COVID-19 impacts, leading to severe and widespread increases in global food insecurity affecting vulnerable households in almost every country. Nigeria suffers from food insecurity and poverty. It is estimated that the number of hungry people in Nigeria is over 53 million, which is about 25.0 per cent of the country’s total population of about 212 million. Also, about 43.0 per cent of Nigerians live below the poverty line. This article explores how researchers can use pupil transportation data to explore key questions about the role of transportation in educational access and equity, such as how students get to school and the effect of transportation on student outcomes. We first describe different sources of transportation data that are available to researchers, provide a brief review of relevant literature, and discuss potential sources of measurement error in pupil transportation data.
