As a relatively new topic, previous literature fails to address the relation of social determinants of health to COVID-19. By combining existing knowledge on previous epidemics, information on the role of social determinants of health, and data on COVID-19, conclusions can be made about the path going forward. Historically, nonpharmacologic interventions such as quarantine periods, face coverings, and social distancing have been used in epidemics such as the Spanish Influenza of 1918-19. In October 2021, Portland City Council accepted the Pricing Options for Equitable Mobility (POEM) report. This was the culmination of 18 months of work by the POEM Task Force, a group of 19 volunteer community members who explored whether pricing tools—or charges related to driving or using road space—could be used to improve mobility, reduce climate impact, and make our transportation system more equitable. During Europe’s recent “refugee crisis,” Italy responded to increased migrant arrivals by sea with progressively restrictive border and asylum policies. While crisis-response restrictions are perhaps unsurprising, those implemented since 2014 have produced a set of situations that appear, at least initially, paradoxical: Following Interior Minister Matteo Salvini’s 2018 “Closed Ports” campaign, independently-operated rescue ships continue to be blocked from disembarking the migrants they have rescued. At the same time, asylum officials have rejected claims for protection at higher rates, while border officials deport a minority of those whose claims are rejected. Singapore's juvenile recidivism rate has climbed by around 5% since 2013, putting the country at risk of increased youth crime. With several mandatory rehabilitative programmes classified into two categories, Community-Based Rehabilitation (CBR) and Institutional-Based Rehabilitation (IBR), it is unclear whether the mandatory individual rehabilitative programmes for offenders were actually effective in achieving their corrective goals. This proposal would undertake a regression analysis to compare the effectiveness of CBR and IBR programmes utilizing secondary data gathered by the Ministry of Social and Family Development (MSF) and primary data from a survey. Missing Pieces And Voices: Steps For Teachers To Engage In Science Of Reading Policy And Practice, Kathleen S. Howe, Teddy D. Roop

The current wave of dyslexia legislation backed by the science of reading is the latest literacy policy added to a decades-long list. Teachers, whose voices were largely excluded, are key stakeholders in any literacy policy initiative and are well-suited to inform policymakers about the complexities of teaching readers who struggle, including those diagnosed with dyslexia. This article previews the implications of legislation that narrowly focuses on “science” and disregards unique individual reader profiles. This article encourages teachers to get involved with policy that impacts their practices and provides suggestions to ensure their voices are included in this and future initiatives.

Highly technical rules for regional electricity markets shape opportunities for new technologies and the pace of transition to a cleaner and more distributed power system. We compare three case studies of regional transmission organizations and identify common mechanisms that describe the relationship between institutional design and administrative policy decisions. We compare industry actors, old and new, across these case studies to better understand structural power and institutional stability through four mechanisms drawn from the literature: (1) self-reinforcing interests, (2) participation in and position of groups, (3) influence over communication and information, and (4) control over problem framing and pace of …

In this brief, we examine Arkansas’ students’ ninth-grade GPAs and their relationship to high school graduation and college enrollment. We follow seven cohorts of Arkansas first-time freshmen who were still enrolled in twelfth grade four years later. We find ninth-grade GPAs strongly influence future academic successes. We suggest policies to help all freshmen succeed.

Private school choice policies have been enacted and expanded across the United States since the 1990s. By January 2021, 30 states plus the District of Columbia and Puerto Rico hosted 67 distinct private school choice policies. Why have some states adopted and expanded this education reform while others have demurred? Which states are more likely to adopt specific types of private school choice initiatives in the coming years? Institutions of higher education (IHE) have worked tirelessly to mitigate the effect of SARS-Co-V2 (COVID-19) on their campuses. Shortly after COVID-19 hit Missouri, several state departments united their efforts to understand and problem-solve around the pandemic. The Missouri Department of Higher Education and Workforce Development (DHEWD) led one such effort, facilitating weekly meetings with members from Missouri’s IHE. The research team reviewed thirty-one video recordings from November 4, 2020, to June 9, 2021, and interviewed DHEWD staff. Using focused coding, the research team identified the role of DHEWD, leaders that emerged during the process, several challenges IHE faced during the …

This article discusses various avenues to law enforcement reform that have been proposed, especially in regard to adoption of evidence-based practices. The authors advocate for specific reforms regarding eyewitness identification policies and protocols, and offer an overview of the supporting research. A brief history of the challenges to police reform is presented with an emphasis on how political factors stymie success. The authors assert that expanding use of model policies for eyewitness identification, either through legislation or appealing to agencies to voluntarily adopt such policies, is relatively apolitical and requires minimal to moderate cost and effort.

The need for quality preschool education and its importance and history are viewed along with the licensing and regulations for preschools and that of preschool teachers. The rapid popularity growth of shared e-scooters creates the necessity of understanding the determinants of shared e-scooter usage. This thesis estimates the impacts of temporal variables (weather data, weekday/weekend, and gasoline prices) and time-invariant variables (socio-demographic, built environment, and neighborhood characteristics) on the shared e-scooter demand by using four months (June 2019- October 2019) period of data from the shared e-scooter pilot program in Chicago. The study employs a random-effects negative binomial (RENB) model that effectively models shared e-scooter trip origin and destination count data with over-dispersion while capturing serial autocorrelation in the data. People with disabilities face daily physical challenges posed by inaccessible buildings and unsafe sidewalks or public parks. These barriers prevent millions of people from enjoying resources provided by municipalities across the countries, such as public parks, libraries, and community centers. The Americans with Disabilities Act (ADA) of 1990, later amended in 2008, was designed to guide municipalities in the removal of those barriers to offer a more inclusive living environment for people with disabilities. First, the guidelines represent the most comprehensive, nationwide, state sponsored effort to educate the people of China about food. The Highway Capacity Manual has yet to provide guidance on LOS analysis for parking facilities. Green infrastructure is a necessary component of urban environments designed to mitigate climate instability and provide healthier living environments for urban residents. Discrimination and socio-economic status are some of the determining factors in the provision of green infrastructure, availability of green spaces, and outdoor programming available in urban communities. This paper describes an exploratory case study of the partnerships between municipal and nonprofit organizations involved in the revitalization of an impaired watershed in Richmond, Virginia.
