For this reason, many interventions focus on the development and promotion of farm technologies in rural areas. Sariaya, Quezon is one of the recipients of the programs of the Department of Agriculture (DA), particularly the Bayanihan Agri Clusters (BACs), the Rice Competitiveness Enhancement Fund (RCEF), and the Rice Business Innovations Community Program (RiceBIS). Container liner shipping is the primary mode of moving manufactured products across continents. Partly due to inherent uncertainties at sea and ports, the liner shipping industry has long had a notorious reputation of schedule delays and unreliable on-time performance. This paper formulates a new approach to incorporate schedule reliability targets in liner shipping timetable design, to balance bunker consumption, time taken for the voyage, and schedule delays. We first model a surrogate problem using a copositive program through a moment decomposition approach and solve it as a convex semidefinite programming relaxation. The ASEAN region is one of the most susceptible regions to climate change, with three of its countries—Myanmar, the Philippines, and Thailand—among those that have suffered the greatest fatalities and economic losses because of climate-related disasters. This paper reveals that the ASEAN’s environmental performance is sorely lagging other regions despite evidence of its cohesive and comprehensive efforts to mitigate emissions and build up adaptive capacity to climate-related disasters. Within the ASEAN, there exist gaps in environmental performance between each country. Traffic related crashes cause more than 38,000 fatalities every year in the United States. They are the leading cause of death among drivers up to 54 years in age and incur $871 million in losses each year. Driver errors contribute to about 94% of these crashes. In response, automotive companies have been developing vehicles with advanced driver assistance systems (ADAS) that aid in various driving tasks. This article describes a mixed-methods protocol to develop and test the implementation of a stewardship maturity matrix (SMM) for repositories which govern access to human genomic data in the cloud. It is anticipated that the cloud will host most human genomic and related health datasets generated as part of publicly funded research in the coming years. However, repository managers lack practical tools for identifying what stewardship outcomes matter most to key stakeholders as well as how to track progress on their stewardship goals over time. To achieve Higher Education Act Title V funding goals, policymakers must reconsider approaches, respond to Hispanic-Serving Institution (HSI) diversity, and prioritize servingness. This study investigated HSI heterogeneity across traditional performance metrics and student-engagement indicators using data sources previously only examined independently. A multi-step TwoStep cluster analysis revealed six clusters of HSIs. The two most important predictors of cluster membership were years with an HSI designation (transitioning and established) and institution type (associate, bachelor, and special focus). Key quantitative metrics may be useful for policy actors seeking an equity-minded Title V award strategy that considers HSI heterogeneity and prioritizes HEA Title …

This paper examines the flow of intra-European Union (EU) students for doctoral (PhD) studies to identify reasons for differences in international student mobility and migration (ISM) among member states. Rather than conceptualising intra-EU PhD student ISM only through push–pull forces, we theorise the intra-EU PhD ISM is associated with relative levels of national resources or levels of capital. We investigate the intra-EU PhD ISM through dyadic country pairings allowing the use of Gravity models to estimate the effect of variables associated with stocks of capital ascribed to a country to the change in the number of PhD students. The disruptions of the COVID-19 pandemic have both short- and long-term repercussions on higher education. To crystallize these impacts in a sector that was particularly vulnerable to the economic effects of the pandemic, this mixed methods study explores the intersection of international education and community college responses to the pandemic. Findings indicated that due to the pandemic, community college international education programs faced a reallocation of institutional resources, both financial and otherwise, which shapes the educational opportunities available to students and informs the institutional habitus of the US community college. The conventional wisdom on crises and their management suggests that while crisis can originate from myriad sources, they largely proceed according to predictable stages. This paper evaluates the impacts of migration flows and transportation infrastructure on the spatial transmission of COVID-19 in China. Prefectures with larger bilateral migration flows and shorter travel distances with Hubei, the epicenter of the outbreak, experienced a wider spread of COVID-19. In addition, richer prefectures with higher incomes were better able to contain the virus at the early stages of community transmission. Using a spatial general equilibrium model, we show that around 28% of the infections outside Hubei province can be explained by the rapid development in transportation infrastructure and the liberalization of migration restrictions in the recent decade.

Background: Clinical trial participants who benefit from experimental neural devices for the treatment of debilitating and otherwise treatment-resistant conditions are generally not ensured continued access to effective therapy or maintenance of devices at the conclusion of trials.
Objective/hypothesis: Post-trial obligations have been extensively examined in the context of drug trials, but there has been little empirical examination of stakeholder perspectives regarding these obligations in the rapidly growing field of neural device research.
Methods: This study examined the perspectives of 44 stakeholders (i.e., 23 researchers and 21 patient-participants) involved in implantable neural device trials.

The World Health Organization has identified vaccine hesitancy as one of its top ten global health threats for 2019. Efforts are underway to define the factors responsible for reductions in vaccine confidence. However, as global measles cases accelerated beginning in 2018, it became evident that additional factors were promoting measles re-emergence, including war, political and socio-economic collapse, shifting poverty, and vulnerability to weather events and climate change. In 2020 the goal was to expand, refine, and create structures to sustain the implementation of the Transportation Challenge across subsequent years. Many residents in large Californian metropolitan areas are heavily burdened by housing costs. Advocates, researchers, and elected officials in California are debating whether transit-oriented development (TOD) could be an effective tool to mitigate the housing affordability problem by increasing housing supply and reducing transportation costs in transit-rich neighborhoods. As an emerging field, the Internet of Vehicles (IoV) has a myriad of security vulnerabilities that must be addressed to protect system integrity. To stay ahead of novel attacks, cybersecurity professionals are developing new software and systems using machine learning techniques. Neural network architectures improve such systems, including Intrusion Detection System (IDSs), by implementing anomaly detection, which differentiates benign data packets from malicious ones. In late 2019, ASHRAE hosted the Great Energy Predictor III (GEPIII) machine learning competition on the Kaggle platform. This launch marked the third energy prediction competition from ASHRAE and the first since the mid-1990s. In this updated version, the competitors were provided with over 20 million points of training data from 2,380 energy meters collected for 1,448 buildings from 16 sources. This competition’s overall objective was to find the most accurate modeling solutions for the prediction of over 41 million private and public test data points. State funding for higher education is one of the most pressing issues facing both institutions and policymakers in 2022. Colorado has seen significant declines in the amount of state funding per student over the past two decades, resulting in increases in student burdens for tuition. Policy discourse analysis through a poststructural and neoliberal lens provided insight towards the legislative process and the discursive themes utilized by Colorado policymakers during the 2021-22 legislative budgeting cycle. Bike-sharing holds promise for available and healthy mobility services during COVID-19 where bike sharing users can make trips with lower health concerns due to social distancing compared to the restricted transportation modes such as public transit and ridesharing services. Leveraging the trip data of the Divvy bike-sharing system in Chicago, this study explores spatially heterogeneous effects of built environment on bike-sharing usage under the pandemic. Results show that the average weekly ridership declined by 52.04%. Does Democracy Justify Zoning?, Michael Lewyn

One common argument for restrictive zoning is that zoning is more democratic than allowing landowners to build what they please. This article critiques that claim, suggesting that free markets are equally democratic because they allow for self-rule. Moreover, zoning is less democratic than other forms of government decisionmaking, because zoning hearings are often sparsely attended, and commenters at public meetings are unrepresentative of the public as a whole.

Previous studies on the use of social media (SM) during the COVID-19 pandemic have focused on the use in sustaining academic communication. This study aimed to assess the association between SM and the ease of transitioning to online classes during the COVID-19 pandemic using survey data from 872 undergraduate students. The findings showed that Snapchat and Instagram were the most preferred social media sites among participants. Compared to students who use SM for < 2 hours a day, use for > 5 hours (AOR= 2.44; 95% CI, 1.13 – 5.25) or 3 to 5 hours a day (AOR = 2.01, 95% CI 1.06-3.81) increased the odds of easily …

يمتلك البنك المركزي العراقي الاحتياطيات الاجنبية الناجمة عن شراء الدولار من وزارة المالية وتزويدها بالدينار العراقي لإنفاقه على بنود الموازنة العامة، اذ ان معظم واردات وزارة المالية هي بالعملة الاجنبية ومعظم نفقاتها بالدينار العراقي، فتقوم وزارة المالية بيع الدولار الى البنك المركزي، الذي يتولى اعادة بيعه الى القطاع الخاص للحصول على الدينار، اذ يغطي القطاع الخاص استيراداته بالدولار المشترى، فضلاً عن تغطية الطلبات الاخرى، فعندما يكون الطلب على الدولار اقل مما يحصل عليه البنك المركزي يذهب الفائض الى احتياطي العملة الاجنبية، وعندما يكون الطلب على الدولار اكبر من المورد الاجنبي المتاح يستخدم احتياطي العملة الاجنبية لتغطية العجز، لذلك يزداد الاحتياطي …
