งานวิจัยนี้ศึกษาปัจจัยที่มีอิทธิพลต่อการนำนโยบายไปปฏิบัติกรณีการขับเคลื่อนการป้องกันและลดอุบัติเหตุทางถนนขององค์กรปกครองส่วนท้องถิ่นในจังหวัดราชบุรี อุบัติเหตุทางถนนก่อให้เกิดความเสี่ยงอย่างมากต่อความปลอดภัยสาธารณะ และการดำเนินนโยบายอย่างมีประสิทธิภาพมีบทบาทสำคัญในการลดความเสี่ยงเหล่านี้ การศึกษานี้ใช้วิธีผสมผสานระหว่างการวิเคราะห์ข้อมูลเชิงปริมาณและการวิจัยเชิงคุณภาพ เพื่อศึกษาปัจจัยที่มีอิทธิพลต่อการดำเนินนโยบายในจังหวัดราชบุรี ขั้นตอนเชิงปริมาณเกี่ยวข้องกับการสำรวจระดับความคิดเห็นเจ้าหน้าที่องค์กรปกครองส่วนท้องถิ่นที่รับผิดชอบนโยบายความปลอดภัยทางถนน ในขณะที่ขั้นตอนเชิงคุณภาพประกอบด้วยการสัมภาษณ์หน่วยงานที่กำหนดนโยบายและองค์กรปกครองส่วนท้องถิ่น ผลการวิจัยพบว่า ปัจจัยหลักสามประการที่มีอิทธิพลต่อการดำเนินนโยบายคือ ปัจจัยด้านทรัพยากรที่มีอยู่อย่างจำกัด รวมถึงข้อจำกัดงบประมาณและการขาดแคลนบุคลากร ปัจจัยความร่วมมือหรือการตอบสนองการทำงานร่วมกันอย่างใกล้ชิดและการประสานงานระหว่างหน่วยงานส่วนกลาง องค์กรปกครองส่วนท้องถิ่น และชุมชนมีบทบาทสำคัญในการดำเนินนโยบาย และปัจจัยการติดตามผลการปฏิบัติงานเป็นกลไกที่มีความสำคัญต่อประสิทธิผลของนโยบาย การศึกษาครั้งนี้จึงเป็นข้อเสนอแนะเพื่อพัฒนาการป้องกันและลดอุบัติเหตุทางถนนให้กับผู้กำหนดนโยบายที่จะสามารถพัฒนากลยุทธ์ที่กำหนดเป้าหมายเพื่อเพิ่มมาตรการความปลอดภัยทางถนนและลดการเกิดอุบัติเหตุในจังหวัดราชบุรี

งานวิจัยเรื่องภาวะผู้นำของศาสตราจารย์พิเศษพรเพชร วิชิตชลชัย กรณีศึกษา : การดำรงตำแหน่งประธานสภานิติบัญญัติแห่งชาติและประธานวุฒิสภา มีวัตถุประสงค์ของการศึกษา ได้แก่ (1) เพื่อศึกษาภูมิหลังและชีวประวัติของศาสตราจารย์พิเศษ พรเพชร วิชิตชลชัย (2) เพื่อศึกษาความเป็นผู้นำของศาสตราจารย์พิเศษพรเพชร วิชิตชลชัย ในการดำรงตำแหน่งประธานสภานิติบัญญัติแห่งชาติและประธานวุฒิสภา และ (3) เพื่อศึกษาประเมินความเป็นผู้นำของศาสตราจารย์พิเศษพรเพชร วิชิตชลชัย ในการดำรงตำแหน่งประธานสภานิติบัญญัติแห่งชาติและประธานวุฒิสภา โดยใช้วิธีการวิจัยเชิงคุณภาพ (Qualitative Research) ทำการศึกษาจากเอกสาร (Documentary Study) และการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลที่เกี่ยวข้อง (In – depth Interview) 5 กลุ่ม ประกอบด้วย (1) กลุ่มอดีตสมาชิกสภานิติบัญญัติแห่งชาติและสมาชิกวุฒิสภา (2) กลุ่มเจ้าหน้าที่ผู้เกี่ยวข้องฝ่ายการเมือง (3) กลุ่มเจ้าหน้าที่ผู้เกี่ยวข้องฝ่ายข้าราชการประจำ (4) บุคคลผู้เห็นต่างในการทำหน้าที่ของศาสตราจารย์พิเศษพรเพชร วิชิตชลชัย และ (5) ทำการสัมภาษณ์ศาสตราจารย์พิเศษพรเพชรวิชิตชลชัย เป็นหน่วยการศึกษาหลัก ในการทำหน้าที่ประธานสภานิติบัญญัติแห่งชาติและประธานวุฒิสภา ผลการศึกษาพบว่า (1) ภูมิหลังและชีวประวัติของศาสตราจารย์พิเศษพรเพชร วิชิตชลชัย (socialization) สามารถอธิบายพื้นฐานความเป็นมาของศาสตราจารย์พิเศษพรเพชร ฯ ที่มีผลต่อรูปแบบลักษณะเชิงพฤติกรรมในการทำหน้าที่ทางการเมือง จบการศึกษาระดับมัธยมศึกษาจากวชิราวุธวิทยาลัย ระดับอุดมศึกษาปริญญาตรีจบจากคณะนิติศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย เนติบัณฑิตไทยสำนักอบรมศึกษากฎหมายแห่งเนติบัณฑิตยสภา และปริญญาโทกฎหมายจากมหาวิทยาลัยฮาวาร์ด สหรัฐอเมริกา ด้วยทุนรัฐบาล ก.พ. ตำแหน่งในการรับราชการที่สำคัญตำแหน่งผู้พิพากษาศาลฎีกา ประธานศาลอุทธรณ์ ภาค 4 ผู้พิพากษาหัวหน้าคณะในศาลฎีกา ฯลฯ เป็นอาจารย์สอนวิชากฎหมายในหลายวิทยาลัย จนได้รับพระมหากรุณาธิคุณโปรดเกล้าให้เป็น “ศาสตราจารย์พิเศษ” คณะนิติศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย ในปี 2556 ได้รับพระบรมราชโองการโปรดเกล้าฯ แต่งตั้งเป็นผู้ตรวจการแผ่นดินปี 2557 ได้รับพระบรมราชโองการโปรดเกล้า ฯ แต่งตั้งประธานสภานิติบัญญัติแห่งชาติ ปี 2562 ได้รับพระบรมราชโองการโปรดเกล้า ฯ แต่งตั้งเป็นประธานวุฒิสภา ผ่านการอบรมจากวิทยาลัยป้องกันราชอาณาจักร (วปอ.41) และสถาบันพระปกเกล้า (ปปร.11) ซึ่งภูมิหลังถือหนึ่งในสภาพแวดล้อมที่ช่วยขัดเกลาความเป็นผู้นำของศาสตราจารย์พิเศษพรเพชร ฯ ในกรอบของชนชั้นนำและมุมมองความคิดที่ยึดถือกฎหมายเป็นหลักอย่างเข้มแข็ง ในส่วนของการหล่อหลอมจากครอบครัว ศาสตราจารย์พิเศษพรเพชร ฯ เติบโตในครอบครัวชนชั้นกลาง สมาชิกในครอบครัวรับราชการ …

For subsistence communities, the question is whether aspirations can be applied to motivate behavior that is, on the one hand consistent with people’s aspirations, but which might otherwise be difficult to elicit. Could poorer households be encouraged to save, to spend more on their children’s education, or to act against unhealthy social norms? A couple of examples suggest this is not only possible, but highly successful in contexts where other appeals fail.

Constitutional equal protection values serve as social integration policies for new Americans and generations that follow. They promise equal opportunity, fair treatment, protection from unlawful discrimination, and freedom to preserve cultural identities in their new communities. However, in times of national security crises and political polarization, the disjuncture in the way equal protection doctrines have been historically implemented often reflect deep-rooted inequities that impact underrepresented communities. Although correlated, improvement of patient health outcomes and quality of care is a result of health care delivery, performance, and healthcare policies that intend to impact health outcomes (Porter, 2010; AHRQ, 2015). This dissertation focuses on a special model of care delivery (Patient-Centered Medical Homes (PCMH)) and two programs (Addiction and Recovery Treatment Services (ARTS) and Medicaid expansion) to examine the correlation and impact of these programs on cardiovascular-related preventive care, healthcare expenditures, and health behavior hospitalizations as patient outcomes.

This is compounded by the withdrawal of both market and state in policing, banking, hospitals and postal services leaving rural citizens with what seems to be ontological insecurity. Military Sexual Trauma (MST) at the United States Military Services Academies (MSA) remains at a concerning rate despite the MSAs’ proactive educational steps towards addressing this issue. One of the most influential factors is the very culture of the MSAs. This paper analyzes publicly-accessible governmental research and reports, peer reviewed articles, a legal publication, and media coverage. The analysis shows that there remain significant barriers to change which continue to play a role in the high frequency of MST. The purpose of this qualitative participatory action research was to explore how complexity is engaged and experienced in complex regulatory systems, and to understand how cannabis might be regulated in ways that lead to socially equitable conditions. This was accomplished by studying the lived experiences of governmental leaders charged with the responsibility of establishing regulatory frameworks for legalized cannabis where none previously existed. How does the political environment that a group operates affect whether they engage in terrorism? My research is concerned with how political opportunities, which I conceptualize in terms of political decentralization, affect how groups engage with the state, and whether they will engage in terrorism. Previous research has indicated that decentralization can reduce violence but can pose stability problems in other countries. This paper adopts infrastructure as a lens through which new understandings of the inter-relationships between territory and sovereignty can be advanced. It argues that inverting the terrestrial assumption of territory can lead to “slippages” of sovereignty in which territorial sovereignty is indirectly claimed through the assertion of governance rights. For the purposes of this paper, I explore these inversions through the reclaiming of land from the ocean, and the removal of land by the ocean. One common argument for restrictive zoning is that zoning is more democratic than allowing landowners to build what they please. This article critiques that claim, suggesting that free markets are equally democratic because they allow for self-rule. Moreover, zoning is less democratic than other forms of government decisionmaking, because zoning hearings are often sparsely attended, and commenters at public meetings are unrepresentative of the public as a whole.

Bike-sharing holds promise for available and healthy mobility services during COVID-19 where bike sharing users can make trips with lower health concerns due to social distancing compared to the restricted transportation modes such as public transit and ridesharing services. Leveraging the trip data of the Divvy bike-sharing system in Chicago, this study explores spatially heterogeneous effects of built environment on bike-sharing usage under the pandemic. Results show that the average weekly ridership declined by 52.04%. The saying goes, when life gives you lemons, make lemonade. When it comes to the Supreme Court’s criminal jurisprudence and its relationship to racial (in)equity, progressive scholars often focus on the tartness of the lemons. In particular, they have studied how the Court often ignores race in its criminal decisions, a move that in turn reifies a racially subordinating criminalization system.

However, the Court has recently issued a series of decisions addressing racism in the criminal legal system: Buck v. Davis, Peña-Rodriguez v. Colorado, Timbs v. Indiana, Flowers v. Mississippi, and

Small business owners experienced a drastic economic disruption caused by the COVID-19 pandemic. Government pandemic assistance failed to reach many small business owners, especially those historically underserved by financial institutions. Drawing on a 2021 survey of 246 small business owners, the Social Policy Institute at Washington University in St. Louis descriptively examined the extent to which small business owners sought and received business assistance, and whether applications and approval of government assistance varied by race and ethnicity. We find that though Hispanic and Black business owners applied for government assistance at a higher rate than white business owners, Black business …

This chapter provides theoretical foundations for the Prioritarianism in Practice volume, by clarifying the features of prioritarian social welfare functions (SWFs). A prioritarian SWF sums up individuals’ well-being numbers plugged into a strictly increasing and strictly increasing transformation function. Prioritarian SWFs, like the utilitarian SWF, fall within the “generalized-utilitarian” class of SWFs.Generalized-utilitarian SWFs are additive and, hence, especially tractable for purposes of policy analysis. The chapter reviews the axiomatic properties of generalized-utilitarian SWFs and, specifically, of prioritarian SWFs. At first glance, a college campus might look like a place of equal opportunity– communal dorms, shared dining halls, and similar course loads. However, arriving on campus is not where the college access conversation ends if students’ basic needs are not met. Food insecure students are at elevated risk of poor academic performance and delayed degree completion, with first-generation students being particularly vulnerable. Mass rapid transit (MRT) PPPs have proliferated in the past two decades. This chapter provides a framework to categorise and understand alternative PPP designs. As MRT systems are inherently large, unprofitable and risky projects, PPP design is critical to project success and sustainability. We study the experiences of MRT PPPs in London, Hong Kong, Singapore and Beijing to understand factors underlying success and failure and to arrive at policy recommendations for PPPs. Policymakers need to have additional governance improvement and risk mitigation measures in place when tied supply chains are utilised. Container liner shipping is the primary mode of moving manufactured products across continents. Partly due to inherent uncertainties at sea and ports, the liner shipping industry has long had a notorious reputation of schedule delays and unreliable on-time performance. This paper formulates a new approach to incorporate schedule reliability targets in liner shipping timetable design, to balance bunker consumption, time taken for the voyage, and schedule delays. We first model a surrogate problem using a copositive program through a moment decomposition approach and solve it as a convex semidefinite programming relaxation. The ASEAN region is one of the most susceptible regions to climate change, with three of its countries—Myanmar, the Philippines, and Thailand—among those that have suffered the greatest fatalities and economic losses because of climate-related disasters. This paper reveals that the ASEAN’s environmental performance is sorely lagging other regions despite evidence of its cohesive and comprehensive efforts to mitigate emissions and build up adaptive capacity to climate-related disasters. Within the ASEAN, there exist gaps in environmental performance between each country.
