This dissertation examines the policy requirement of site-based expenditure reporting which is a requirement of the newest reauthorization of the Elementary and Secondary Education Act of 1965, the Every Student Succeeds Act. For the first time, the federal government has required school districts to report site-level expenditure data publicly. In Illinois, the tool used to meet this federal reporting requirement is Site-Based Expenditure Reporting. In this study, I focus on how school finance leaders understand, process, and implement the site-based expenditure reporting requirement while considering concepts of equity and adequacy. My goal is to support the development of a comprehensive, evidence-based, plan to connect four counties in eastern Massachusetts with local Scouting resources to enhance preparedness efforts. The counties of Essex, Middlesex, Norfolk, and Suffolk comprise the geographic footprint of the Sprit of Adventure Scout Council (SoA). SoA’s newly established partnership with the Federal Emergency Management Agency (FEMA) needs recommendations on where to stage preparedness and response efforts. We examine and assess the service contracting (SC) program implemented for the first time in Metro Manila, Philippines as a response to the impact of the pandemic on road-based public transport sector. We develop an evaluation framework, consisting of three indicators: social amelioration, increase in transport supply and performance improvement. These indicators are the purported objectives of SC. Using a mix of qualitative and quantitative methods, our evaluation suggests that although SC has brought positive impact in terms of the first two indicators, there is no robust evidence so far that may suggest that SC has improved the performance of …

The COVID-19 pandemic has disrupted education for approximately 1.2 billion students across the Asia-Pacific, and forced the closure of many schools, precipitating a transition towards remote learning, albeit with uneven access and quality (UNESCO, 2021; Global Education Evidence Advisory Panel, 2022), and threatening to deepen the ‘learning crisis’ that already existed, particularly for the most vulnerable learners. As education systems in the Asia-Pacific seek to recover the learning loss due to the pandemic and address the broader learning crisis, it is incumbent on governments to identify appropriate recovery strategies in the short term. Ignited by the secession of Biafra from Nigeria on May 30, 1967, the Nigeria-Biafra War (1967- 1970) with an estimated death toll of 3 million was followed by decades of silence and a ban of history education. However, the advent of democracy in 1999 catalyzed the return of repressed memories to public consciousness accompanied by renewed agitation for the secession of Biafra from Nigeria. The Impact Of Food Justice Advocates In Creating And Influencing Public Policy, Michael Joseph Chadukiewicz

This case study explored the impact that food justice advocates had on creating and implementing public policy to provide access to adequate, healthy, and culturally appropriate food for the residents of New Haven, Connecticut. The problem the case study explored is in 2020 food insecurity affected 22% of the residents of New Haven, more than twice the national average. This qualitative case study used grounded theory to analyze the experiences of 31 food justice advocates that were members of a coalition of researchers, food service providers, non-profit agencies, grassroot organizations, and residents tasked with improving the city’s emergency food system. …

A growing number of people around the world identify, in some way, as Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ+); yet, these voices are noticeably absent from nonprofit research. Background: Mask use is a cost-effective measure to decrease COVID-19 transmission. Mask mandates intend to increase mask compliance but are often ambiguous when it comes to public outdoor spaces.
Methods: We used a field audit study to examine mask use in New York City neighborhood parks during COVID-19. 1453 park visitors were observed in 13 parks during July–August 2020 using a modified and validated park use audit tool (System for Observing Play and Recreation in Communities) that included items on general and proper mask use (i.e., mask covering both nose and mouth). The COVID-19 pandemic has had profound effects on the livelihoods of vulnerable groups. Previous studies have indicated that vulnerable groups in urban areas suffer more economic impacts than their counterparts in rural areas, largely due to mobility restrictions, social and physical distancing measures, and pre-pandemic vulnerabilities, exacerbating the challenges that urban groups face to survive. This article examines variations in the impacts and coping strategies of vulnerable groups in selected urban and rural areas in Indonesia during the COVID-19 pandemic, and determines how these impacts and coping strategies have shaped the trajectory of community resilience. The problem of social segregation gains new relevance as digital technology has now become the core of people’s lives and work. Unfortunately, this factor is often neglected in studies of social segregation. Previous studies have only taken note of social and spatial segregation. This study aims to fill a conceptual gap by raising the virtual dimension within socio-spatial segregation. This research finds that virtual segregation has strengthened segregationist tendencies that follow the growth of luxurious housing complexes and gated communities. A number of studies have shown various agrarian conflicts as a response by local farmers against the policy of national parks that prohibits them from accessing conservation forest areas. However, previous studies had not explained the dynamics of power relations between park authorities and farmers who stand in opposition to these policies. Dispatch centers serve multiple functions within a community, dependent on the resources it controls. Centers operating in PC function as the primary 911 answering point, using “call-takers” and “dispatchers” to triage emergencies and respond the appropriate resources. Call-takers are trained personnel who are hired to answer 911 calls from the community, and input valuable information into a computer-aided dispatch (CAD) system, that geolocates the emergency location and provides historical information of emergencies at a given location. This research built on the work of Chi-Pei Fang who explored this issue in “Ability of the Bay Area Cities to Accommodate Plug-in Electric Vehicles: A Process Evaluation” (Fang, 2021). Fang recommended that follow-on projects focus on an individual city. This paper moved in that direction, but instead of focusing on a specific city in the California Bay Area, it focused on Santa Clara County (SCC) and the cities within. Additionally, this paper broadened the focus to include all zero-emissions vehicles (ZEVs), a category which not only includes electric vehicles (EVs) but also hydrogen fuel cell electric vehicles (FCEVs).

Water pollution negatively impacts the environment and human population. The problem persists despite various mitigation efforts, strategies, and the implementation of regulatory requirements. It is estimated that Californians dispose of approximately 40 million tons of consumer items and waste materials annually (California Department of Resource Recycling and Recovery, 2019). As the population increases, it is expected that negative impacts of trash on the environment will be exacerbated. The complexity of environmental policy development was examined in relation to sustainability, holistic and systems-thinking perspectives. We studied potential application of systems principles of coordination, representation, collaboration, participation and teamwork to improve policy effectiveness at formulation, communication, implementation, and operationalisation of the environment policy in Uganda. The research unveiled the ineffectiveness of the Uganda National Environment Management Policy. This study analyzes 2012 General Social Survey data (N = 1,089) about preferences for paid paternity leave availability, lengths of leave offerings, and government funding of leaves. It highlights gender and gendered parenting role attitudes as predictors of leave preferences. Descriptive results revealed sizable (i.e., 53 percent) support for leave availability and moderate (i.e., 33 percent) support for some government funding; still, only modest (i.e., five weeks) lengths of leave offerings were desired. Regression results indicated that women were typically more likely than men to support more generous leave offerings. การศึกษาในครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาประสิทธิภาพในการปฏิบัติงานของกองแบบแผน กรมสนับสนุนบริการสุขภาพ ในการออกแบบก่อสร้างอาคารสถานบริการสุขภาพ และ 2) ศึกษาแนวทางในการเพิ่มประสิทธิภาพการปฏิบัติงานในกระบวนการดังกล่าว ในการศึกษาครั้งนี้ เป็นการวิจัยเชิงคุณภาพ ใช้การเก็บรวบรวมข้อมูลโดยการสัมภาษณ์ผู้ให้ข้อมูลสำคัญ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์แบบกึ่งโครงสร้าง และใช้เทคนิคการสัมภาษณ์เชิงลึก ประกอบกับการศึกษาค้นคว้าเอกสาร แนวคิดทฤษฎี และงานวิจัยที่เกี่ยวข้อง ผลการศึกษาพบว่า 1) ด้านปริมาณงาน ตัวเลขปริมาณงานที่ผู้รับบริการร้องขอความอนุเคราะห์ออกแบบในแต่ละปีงบประมาณมีจำนวนมาก ทำให้หน่วยงานไม่สามารถตอบสนองต่อผู้รับบริการได้ทั้งหมด เนื่องจากมีบุคลากรไม่เพียงพอ และไม่สอดคล้องกับปริมาณงานที่ได้รับมอบหมาย 2) ด้านคุณภาพ ในภาพรวมความพึงพอใจของผู้รับบริการ ที่มีต่อกระบวนการออกแบบก่อสร้างอาคารสถานบริการสุขภาพ ของกองแบบแผน ในช่วง 3 ปีงบประมาณ อยู่ในระดับมาก โดยผู้รับบริการมีความพึงพอใจในด้านเจ้าหน้าที่ผู้ให้บริการ ในประเด็นของการมีความรู้ความสามารถในการให้บริการมากที่สุด 3) ด้านเวลา ภาพรวมการออกแบบแล้วเสร็จทันตามกำหนดเวลาคิดเป็นร้อยละ 81.48 ซึ่งเป็นการเปรียบเทียบระหว่างจำนวนแบบเป้าหมายของหน่วยงานที่กำหนด กับจำนวนแบบที่ดำเนินการแล้วเสร็จทันตามกำหนดเวลา 4) ด้านค่าใช้จ่าย พบว่าต้นทุนค่าใช้จ่ายในการออกแบบก่อสร้างโดยกองแบบแผนเมื่อเทียบกับการจ้างเอกชนออกแบบ จะมีส่วนต่างค่าใช้จ่ายที่ถูกกว่าในภาพรวมคิดเป็นร้อยละ 48.95 แนวทางการเพิ่มประสิทธิภาพการปฏิบัติงาน หน่วยงานควรมีการทบทวนการจัดโครงสร้างของหน่วยงาน และวางอัตรากำลังบุคลากรให้เหมาะสมกับปริมาณงาน รวมถึงการพิจารณากำหนดค่าเป้าหมายของแบบที่จะดำเนินการในแต่ละปีของหน่วยงานให้มีความสอดคล้องกับจำนวนปริมาณงาน เพื่อตอบสนองกับความต้องการของผู้รับบริการได้มากยิ่งขึ้น ตลอดจนการนำระบบเทคโนโลยีที่ทันสมัยมาใช้ในการออกแบบและจัดทำแบบก่อสร้างเพื่อลดขั้นตอน และประหยัดเวลาและค่าใช้จ่ายได้มากยิ่งขึ้น

การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) วิเคราะห์การปฏิบัติงานแบบ FAST Government กรณีศึกษากรมสรรพากร และกรมการขนส่งทางบก (2) ศึกษาระดับขององค์การในการเป็นองค์การแบบ FAST Government (3) ศึกษาปัญหาและอุปสรรคของการปรับเปลี่ยนองค์การแบบ FAST Government โดย FAST Government แบ่งออกเป็น 4 ปัจจัย ได้แก่ Flatter Government (รัฐบาลแนวราบ) Agile Government (รัฐบาลแบบคล่องตัว) Streamlined Government (รัฐบาลแบบมีประสิทธิภาพสูงสุด) Tech-enabled Government (รัฐบาลอิเล็กทรอนิกส์) ซึ่งระเบียบวิธีการวิจัยที่ใช้ในงานวิจัยนี้เป็นการวิจัยแบบพหุวิธี (Multi Methods) โดยใช้วิธีการเชิงคุณภาพในการศึกษาการปฏิบัติงาน ปัญหา และอุปสรรคของกรมสรรพากรและกรมการขนส่งทางบกในการปรับองค์การแบบ FAST Government โดยการสัมภาษณ์บุคลากรกรมสรรพากร กรมการขนส่งทางบก และบุคลากรหน่วยงานอื่นๆที่เกี่ยวข้อง จำนวน 12 คน และใช้วิธีการวิจัยเชิงปริมาณ ในการวิเคราะห์ระดับขององค์การในการเป็นองค์การแบบ FAST Government จากการใช้แบบสอบถามและวิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา (Descriptive Statistics) จากผลการวิจัย พบว่า กรมสรรพากรและกรมการขนส่งทางบกมีการปฏิบัติงานแบบ FAST Government ที่มีความคล้ายคลึงกัน คือมีความพยายามในการปรับเปลี่ยนรูปแบบในการปฏิบัติงาน เพื่อความรวดเร็ว ตอบสนองความต้องการของประชาชนมากขึ้น โดยการนำเทคโนโลยีและวิธีการปฏิบัติงานแบบคล่องตัว (Agile) เข้ามาประยุกต์ใช้ โดยกรมสรรพากรและกรมการขนส่งทางบก มีระดับการเป็นองค์การแบบ FAST Government ในภาพรวมอยู่ในระดับปานกลาง ปัญหาอุปสรรคของโครงสร้างที่มีขนาดใหญ่อาจทำให้เกิดความล่าช้า ไม่คล่องตัวได้ตามที่ทั้งสองกรมต้องการ อีกทั้งบุคลากรยังขาดความรู้ความชำนาญในการใช้เทคโนโลยี
