In the contemporary world, IRS Form 990 returns are increasingly being used to source data about the nonprofit sector, which have critical in enhancing the community's social welfare. However, there has been a considerable debate concerning the adequacy, reliability, and quality of the data contained in the document. This study incorporated a total of 150 nonprofit entities from the US to investigate the adequacy, reliability, and quality of Form 990 returns. Statewide Educational Achievement Goals: How Has Kentucky’S 60x30 Goal Affected Postsecondary Credential Completion?, Cameron Childress

During the past decade, several states have adopted statewide educational attainment goals. Kentucky’s 60x30 goal seeks to credential 60% of the adult population in the state by 2030, bringing Kentucky closer to the national average. Using a difference-in-differences empirical strategy I compare Kentucky to a control group of states from 2010-2019 in order to understand statewide gains in varying levels of postsecondary achievement, and in what subsamples of the population the largest gains have been made. The results indicate that Kentucky has been successful in increasing educational attainment compared to states who have not adopted an educational attainment goal, and …

Each state is responsible for administering its own Medicaid program in accordance with certain federal rules which include mandatory benefits for covered groups, namely, low-income children and their parents and aged, blind, and disabled individuals. There are additional groups which may be covered by Medicaid at the discretion of the state. This thesis explores the theories and praxis of struggles for community-control of public housing in the era of Black Power through a case study of the Stella Wright Rent Strike. From 1970 to 1974, tenants of the Stella Windsor Wright Homes in Newark, NJ, waged the longest rent strike in the history of public housing in the United States. Following in the wake of the 1967 Rebellion and the election of Kenneth A. Wildfire management in California is an expensive program totaling over $3 billion in 2020, where the state provides two-thirds of the budget from the general fund (Peters et al., 2020). California has consistently used the state military to assist in wildland fire mitigation efforts; however, for the first time it has created a year-round team to reduce fuels to clean up the state’s forests. Significant factors contributing to the increase include changes in sentencing laws and policies that target drug-related offenders and prioritize punishment over rehabilitation. The disease can move swiftly through populations, making CWD management a priority for wildlife agencies across the United States. Stakeholder perceptions of CWD may shape behaviors that can negatively impact wildlife agencies. Thus, agencies need comprehensive assessments of stakeholder risk perceptions and enhanced understandings of how perceptions are formed to improve communications. Involving stakeholders in program decision-making can support existing programs and reduce tensions against the state. However, to be involved, stake­holders may request specific mechanisms to influ­ence program design or outcomes. This paper ana­lyzes the design of four consultation mechanisms and the resultant stakeholder experiences in a pro­vincial Canadian program called Farm Income Stabilization Insurance (FISI). The program offers a protection against low prices. The findings of this paper are based on 18 semi-structured interviews conducted with current and former participants familiar with the mechanisms. This dissertation examines the policy requirement of site-based expenditure reporting which is a requirement of the newest reauthorization of the Elementary and Secondary Education Act of 1965, the Every Student Succeeds Act. For the first time, the federal government has required school districts to report site-level expenditure data publicly. In Illinois, the tool used to meet this federal reporting requirement is Site-Based Expenditure Reporting. In this study, I focus on how school finance leaders understand, process, and implement the site-based expenditure reporting requirement while considering concepts of equity and adequacy. We examine and assess the service contracting (SC) program implemented for the first time in Metro Manila, Philippines as a response to the impact of the pandemic on road-based public transport sector. We develop an evaluation framework, consisting of three indicators: social amelioration, increase in transport supply and performance improvement. These indicators are the purported objectives of SC. Using a mix of qualitative and quantitative methods, our evaluation suggests that although SC has brought positive impact in terms of the first two indicators, there is no robust evidence so far that may suggest that SC has improved the performance of …
