วิทยานิพนธ์นี้ศึกษาการจัดการความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน ที่มุ่งให้สนใจกับกลุ่มโรงงานอุตสาหกรรมยางพาราจังหวัดสงขลา โดยมีวัตถุประสงค์หลักในการศึกษาการนำนโยบายด้านการจัดการด้านความปลอดภัยในการทำงานมาประยุกต์ใช้ในกลุ่มโรงงานอุตสาหกรรมยางพาราดังกล่าว เพื่อให้ทราบถึงปัญหาและอุปสรรคของกระบวนการการนำนโยบายไปปฏิบัติ และเสนอแนะแนวทางในการปรับปรุงการดำเนินการที่เกี่ยวข้อง ผู้วิจัยใช้วิธีการศึกษาเชิงคุณภาพ ผ่านการทบทวนเอกสารและการสัมภาษณ์เชิงลึกผู้ที่ทำงานเกี่ยวข้องกับการจัดการความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน และมีความเข้าใจลักษณะการทำงานของกลุ่มโรงงานอุตสาหกรรมยางพารา ผลการศึกษาพบว่า สถานประกอบการบางแห่งขาดมาตรการ ความเข้าใจกฎหมายที่คุ้มครองให้แรงงานปลอดภัยจากอุบัติเหตุที่เพียงพอ นอกจากนั้น ปัญหาในการสื่อสารที่เกี่ยวข้องกับนโยบายและเงื่อนไขตามกฎหมายยังทำให้การดำเนินการขาดความต่อเนื่อง ทั้งนี้หน่วยงานภาครัฐบางส่วน รวมถึงโรงงานอุตสาหกรรมยางพาราขนาดกลางและขนาดย่อมในจังหวัดสงขลาโดยส่วนใหญ่ มีทรัพยากรจำกัด ทำให้ไม่สามารถดำเนินการตามนโยบายในด้านนี้ได้อย่างครบถ้วนสมบูรณ์ รวมถึงปัญหาด้านทัศนคติต่อการจัดการส่งผลให้ผู้ประกอบการบางส่วนมีมุมมองต่อการจัดการด้านความปลอดภัยในลักษณะภาระค่าใช้จ่ายที่ไม่จำเป็น และท้ายสุด การขาดความเชื่อมโยงของหน่วยงานภาครัฐในพื้นที่ ทำให้การดำเนินการยังไม่เป็นไปในทิศทางเดียวกัน ในส่วนของข้อเสนอแนะนำของการศึกษาเพื่อเป็นแนวทางในการปรับปรุงการจัดการด้านความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน สำหรับภาครัฐ ควรให้ความสำคัญกับการส่งเสริมกิจกรรมที่เกี่ยวข้องกับความปลอดภัยให้ได้รับการปฏิบัติอย่างต่อเนื่องและสร้างแรงจูงใจให้ภาคธุรกิจใส่ใจกับการบริหารจัดการด้านความปลอดภัย สำหรับสถานประกอบการ ควรมีการสนับสนุนการสร้างวัฒนธรรมความปลอดภัยให้สอดคล้องกับการเปลี่ยนแปลงของภาคอุตสาหกรรม ท้ายที่สุดสำหรับแรงงานในสถานประกอบการ ควรเสาะแสวงหาความรู้ความเข้าใจเกี่ยวกับสิทธิของลูกจ้างแรงงาน รวมถึงให้ความสำคัญและร่วมมือในการดำเนินการลดความเสี่ยงในการปฏิบัติงานด้วย

การศึกษาในครั้งนี้มีวัตถุประสงค์เพื่อ (1) เพื่อศึกษาปัญหาและอุปสรรคในกระบวนการรับสิทธิของโครงการเงินอุดหนุนเพื่อการเลี้ยงดูเด็กแรกเกิด และ (2) เพื่อนำไปสู่ข้อเสนอแนะสำหรับแนวทางในการพัฒนาโครงการ โดยเป็นการศึกษาด้วยรูปแบบการวิจัยแบบเชิงคุณภาพเกี่ยวกับกระบวนการรับสิทธิของโครงการเงินอุดหนุนเพื่อการเลี้ยงดูเด็กแรกเกิดในจังหวัดสมุทรปราการ ตั้งแต่ช่วงปี พ.ศ.2563 - พ.ศ.2566 ในจังหวัดสมุทรปราการ โดยศึกษาจากเอกสารและการทบทวนวรรณกรรมที่เกี่ยวข้อง เก็บข้อมูลปฐมภูมิจากการสัมภาษณ์แบบกึ่งโครงสร้างจากผู้ให้ข้อมูลสำคัญทั้งหมด 3 กลุ่ม ได้แก่ (1) กลุ่มผู้ปฏิบัตินโยบาย ซึ่งได้แก่ เจ้าหน้าที่ระดับปฏิบัติการส่วนกลางคือ ศูนย์ปฏิบัติการโครงการเงินอุดหนุนเพื่อการเลี้ยงดูเด็กแรกเกิด เจ้าหน้าที่ระดับปฏิบัติการส่วนภูมิภาคคือ สำนักงานพัฒนาสังคมและความมั่นคงของมนุษย์จังหวัด และเจ้าหน้าที่ระดับปฏิบัติการส่วนถิ่นจากองค์กรปกครองส่วนท้องถิ่น 3 แห่ง ได้แก่ องค์การบริหารส่วนตำบลบางเพรียง เทศบาลเมืองปู่เจ้าสมิงพราย เทศบาลนครสมุทรปราการ และ อาสาสมัครสาธารณสุขประจำหมู่บ้าน (2) กลุ่มผู้ปกครองที่เข้าร่วมโครงการ (3) กลุ่มผู้ปกครองที่ไม่ได้เข้าร่วมโครงการ (กลุ่มตกหล่น) รวมทั้งหมด 28 ท่าน จากการศึกษาพบว่า หลักเกณฑ์และขั้นตอนในกระบวนการรับสิทธิมีรายละเอียดค่อนข้างเยอะทำให้เกิดความเข้าใจต่อโครงการในระดับที่แตกต่างกันของกลุ่มผู้ปฏิบัตินโยบาย หน่วยงานที่เกี่ยวข้องรวมถึงประชาชนผู้รับบริการเนื่องจากขาดการสื่อสารและถ่ายทอดเกี่ยวกับหลักเกณฑ์และแนวปฏิบัตินโยบายที่ชัดเจนและสม่ำเสมอต่อกลุ่มผู้ปฏิบัตินโยบายและหน่วยงานที่เกี่ยวข้อง การรับรองสถานะครัวเรือนผู้มีรายได้น้อยโดยใช้เกณฑ์รายได้เฉลี่ยสมาชิกครัวเรือนไม่สามารถคัดกรองได้อย่างแท้จริงและอาจเป็นช่องว่างให้เกิดเป็นประเด็นทางการเมืองได้ ความยากลำบากในการหาผู้รับรองสถานะครัวเรือนก่อให้เกิดต้นทุนในการปฏิบัติตามนโยบายและต้นทุนจิตวิทยาของกลุ่มผู้ประสงค์เข้ารับสิทธิ ระบบแอปพลิเคชันเงินเด็กไม่เสถียร การจ่ายเงินอุดหนุนเพื่อการเลี้ยงดูเด็กแรกเกิดในครั้งแรกมีความล่าช้า ผู้ศึกษาเห็นว่าแนวทางในการพัฒนาโครงการ คือ เพิ่มการสื่อสารระหว่างองค์การ จัดทำคู่มือการปฏิบัติงานโครงการในฉบับย่อสำหรับกลุ่มผู้ปฏิบัตินโยบายในระดับต่างๆ แก้ไขแบบฟอร์มในการลงทะเบียนให้สั้นกระชับ ผู้ปกครองที่มีหลักฐานเอกสารรับรองรายได้ควรอนุโลมให้ไม่จำเป็นต้องมีผู้เซ็นรับรองสถานะครัวเรือน เป็นต้น สำหรับข้อเสนอแนะเชิงนโยบายผู้ศึกษาเห็นว่าควรพัฒนาโครงการไปสู่การเป็นสวัสดิการแบบถ้วนหน้าสำหรับเด็กทุกคนตามแนวคิดการคุ้มครองทางสังคมถ้วนหน้าเพื่อลดต้นทุนในการเรียนรู้นโยบายและต้นทุนในการปฏิบัติตามนโยบายจากการศึกษาและปฏิบัติตามแนวทางนโยบายที่กำหนดรวมถึงต้นทุนทางด้านจิตวิทยาของผู้ปกครองที่เข้าร่วมโครงการ รวมถึงลดต้นทุนทางจิตวิทยาที่เกิดขึ้นกับข้าราชการระดับปฏิบัติการในระดับต่างๆและลดการตีความแนวทางในการปฏิบัติตามนโยบายที่ไม่สอดคล้องกับของกลุ่มผู้ปฏิบัตินโยบายที่เกี่ยวข้องอีกด้วย

The household contract responsibility system which was the land reform policy from 1978 to 2008 in China revealed shortcomings in terms of its goals. This system veers away from the commune system (1958 -1978) and endows land use and management responsibility to households. In the context of local and global workforce and people skills competitiveness, this study sought to determine whether the Engineering Research and Development for Technology - University of the Philippines Los Banos (ERDT-UPLB) alumni are competent in their chosen employment fields. Using the Likert scale of measurement, the skills, knowledge, and attitude competencies of engineering graduates were compared to the preferred competencies of employers and potential employers. Results showed no significant difference between the existing competencies of the ERDT alumni and the preferred competencies of prospective employers. To achieve this, we must comprehensively characterize the context-specific socio-behavioral and structural determinants of vaccine uptake. However, to quickly focus public health interventions, state agencies and planners often rely on already existing indexes of "vulnerability." Many such "vulnerability indexes" exist and become benchmarks for targeting interventions in wide ranging scenarios, but they vary considerably in the factors and themes that they cover. Increasing fire size and severity in the western United States causes changes to ecosystems, species’ habitat use, and interspecific interactions. Wide-ranging carnivore and ungulate mammalian species and their interactions may be influenced by an increase in fire activity in northern California. This paper evaluates U.S. policies regarding Indigenous land and water rights in the context of changing global climate conditions and a societal shift towards reparative justice models. Theories from the literature on Indigenous sovereignty and environmental protection at large, as well as the literature on reparative justice and post-colonial theory, are combined with case studies of environmental personhood in Ecuador and New Zealand to examine how a policy model could be created for the U.S. that strengthens Indigenous rights. Women-centered anti-abortion rhetoric, grounded in ostensibly positive beliefs that pregnant people are precious objects who must be protected from having abortions, has proliferated anti-abortion activism and legislation. However, abortion stigma, marked by negative perceptions of people who terminate pregnancies, is the most widely used theoretical tool for understanding the social and psychological implications of abortion. In this article, we first integrate these two seemingly contradictory perspectives on abortion through the lens of ambivalent sexism theory. Nationally, reverse credit transfer is a practice of transfer credit. The reverse transfer program at the study site was implemented in 2013, but no information had been analyzed about the experiences of participating students. This study explored students’ experiences of the reverse transfer program at the study site. The theory of student persistence framed the study to understand students’ early departures from a two-year institution and persistence at a four-year institution. The research question was designed to capture students’ experiences with and perceptions of the reverse transfer program. To date, there has been no published literature evaluating the perceived effectiveness of GHWs in the Philippines.
