According to 2021 estimates from the U.S. Census Bureau’s American Community Survey, 7% of Nebraska households do not have access to a computer and 6% of Nebraska households have access to a computer but no internet. Although recent efforts suggest there is momentum and government action at both the federal and state levels to address lack of broadband (Hammel, 2023; Newman, 2023), this still leaves a considerable number of Nebraskans without access to reliable broadband in the meantime. A community college in the Midsouth region was the focus of this quantitative study. Graduation and retention rates have steadily declined, and there are significant achievement gaps in terms of ethnicity and race, program completion, and failure rates in high-enrolled courses among first-year students. AbstractThere was a gap in fire station response times in a Pennsylvania township. Although there were two fire stations located in the township, one area was contractually serviced by a nearby borough. Stations are staffed by volunteers, which creates problems with coverage and timely responses. The “nine-minute-90%-of-the-time” National Fire Protection Association standard was not always achieved. The purpose of the study was to determine what gaps in fire station response times or coverage existed. A risk-based methodology was used to develop a baseline in standards of coverage. Deferred Action for Childhood Arrivals (DACA) provides a 2-year reprieve from deportation and a work permit for eligible undocumented childhood arrivals. It does not provide a pathway to citizenship or confer rights or protections enjoyed by those with permanent legal status leaving recipients in a constant state of legal limbo. State-level policy can mitigate or exacerbate obstacles faced by this population. Legislatures across the country have been developing laws and policies to place police officers, also known as School Resource Officers (“SROs”), in schools. A recent piece of legislation in Kentucky, entitled the School Safety and Resiliency Act, requires all school campuses in Kentucky contain at least one SRO. Researchers have found relationships between the presence of SROs and the use of exclusionary discipline, and this research expands on that foundation by looking statewide at school- and district-level variables.

The purpose of this study was to explore the military-to-civilian transitional experience in a sample of Special Forces veterans. Acknowledging challenges in accessing the veteran population, most existing research on the military-to-civilian transition consolidates military occupations into a single sample. This method fails to address the intricacies that may exist within individual military occupations, especially that of U.S. Army Special Forces soldiers. Special Forces qualified soldiers represent the largest portion of all U.S. Military Special Operations Forces and are responsible for the majority of all Special Operations activities, yet their experience in transitioning out of the Army is largely unknown. …

This thesis uses quantitative and qualitative research methods to: (1) explore the base causes of insurgency in Ukraine, (2) examine the historical basis for Ukrainian insurgency, (3) provide historical examples of successful and unsuccessful insurgencies to contrast against Ukraine, and (4) provide recommendations for NATO and Ukrainian policy. Collectively, this project demonstrates that current Russian counterinsurgency tactics will not be successful without significant adjustment. This Ukrainian insurgency may also derail the possibility of peace in the region.

Acquiring nuclear weapons of its own has been inconsistent with Japan’s post-Cold War strategic culture, which is heavily based on an identity and associated norms grounded in nuclear pacifism. However, Japan’s strategic culture has been evolving with changing threat perceptions, eroding international nuclear nonproliferation norms, and declining confidence in US security guarantees. As Japan’s strategic culture shifts towards a more pragmatic interpretation of its national interests, acquiring nuclear weapons may become a more easily legitimized option, one that would be entirely consistent with a remilitarized strategic culture. This study examines households' prospective evacuation behavior during a hurricane-pandemic compound threat. Data from a 2020 survey of coastal Virginia households help answer two questions: (1) What factors associated with the threat and impacts of the COVID-19 pandemic and hurricanes influence prospective evacuation behavior of households during a compound hurricane-pandemic event? (2) What are the equity implications for emergency management policies and practices to support evacuation and sheltering during a compound hurricane-pandemic event? The Atlantic surfclam Spisula solidissima fishery, which spans the U.S. Northeast continental shelf, is among the most exposed to offshore wind energy development impacts because of the overlap of fishing grounds with wind energy lease areas, the hydraulic dredges used by the fishing vessels, and the location of vessel home ports relative to the fishing grounds. The Atlantic surfclam federal assessment survey is conducted using a commercial fishing vessel in locations that overlap with the offshore wind energy development. The dynamics of marine systems at decadal scales are notoriously hard to predict-hence references to this timescale as the "grey zone" for ocean prediction. Rising water temperatures along the northeastern U.S. continental shelf have resulted in an offshore range shift of the Atlantic surfclam Spisula solidissima to waters still occupied by ocean quahogs Arctica islandica. Fishers presently are prohibited from landing both Atlantic surfclams and ocean quahogs in the same catch, thus limiting fishing to locations where the target species can be sorted on deck. Wind energy development on and around the fishing grounds will further restrict the fishery.
