The whole basis for U.S. agricultural policy is changing.

Agricultural policy in the years just behind us has been dominated by the technological revolution in agriculture. Beginning with the late 1920's, new technology that had a tremendous impact on productivity and employment began to enter farming. The gasoline tractor and hybrid corn were just a couple of the new developments that helped move farming out of the horsepowered era and into the nuclear ago.

Under the traditional land system in Iran there was little possibility for an increase in the agricultural output or a raise in the standard of living for the rural population; the land reform of 1962 brought change in the land ownership and in water rights. A ten-year period of the land reform may be divided into two separate phases: the first, the land reform of 1962-68 and the second, land reform corelated with agrarian reform 1968-72. Phase one established some social and economic independency for Iranian farmers, but since the technology applied by farmers did not change, the agricultural output …

This paper highlights results of the National Bureau of Economic Research's (NBER) research project on exchange control, liberalization and economic development from 1970-1973. Initial adoption of exchange controls was generally an ad hoc response to external events. The optimal resource allocation dictum – that the marginal cost of earning foreign exchange should be equated with the marginal cost of saving foreign exchange – was generally abandoned in favor of saving foreign exchange at all costs. An export-oriented development strategy generally entails relatively greater use of indirect, rather than direct, interventions. Attempts have been made recently to empirically test several theories of the basis of international trade. These efforts have been concentrated mainly on the empirical testing of the Heckscher-Ohlin and the classical international trade theorems. The results so obtained are both complementary and conflicting. Although a greater degree of empirical relevance has been observed in the Ricardian model than in the Heckscher-Ohlin theorem, so far no sophisticated effort appears to have been made at the empirical testing of Linder's trade hypothesis.

Foreing aid, since its comparatively recent inception, continually has been the subject of polemics. Though volumes have been written concerning its rationale, implementation, burden, impact, etc., only recently, with the concept of grants economics, have asessments of economic aid on a quantitative subsify basis been possible. In a recent paper in this Review, J. Bhagwati and T. N. Srinivasan investigated the question of optimal policies required to attain non-economic objectives like ensuring minimum production and employment levels in particular industries as well as preventing excess importation and consumption of some goods. The framework of Bhagwati Srinivasan's analysis is the traditional trade model. In this note we consider three alternative models which allow for inter-industry linkages, the use of imported intermediate goods and non-traded goods. The need to create the new international monetary asset called Special Drawing Rights (SDRs) arose largely from the widening gap between the volume of world trade and the means of financing it (that is, international monetary reserves). Differential Tariffs, Negative Value-Added And The Theory Of Effective Protection, Augustine H. H. Tan

This article examines the implications for effective protection(EP) theory of allowing variable factor proportions and general equilibrium repercussions. The first claim of EP theory, is that it provides a measure of the maximum proportionate increase in factor rewards permitted by a tariff structure, as compared to a free trade regime. EP rates predict only a particular direction of resource flows whereas general equilibrium analysis, with variable input coefficients, indicates that flows contrary to EP prediction are possible.
