The DOD energy policy is to increase energy security resiliency, and mitigate costs in the use and management of energy[1] Forward operating bases (FOBs) are remote, austere base camps that support an operationally defined mission with a limited or no ability to draw from an energy grid and have historically relied on diesel-powered generators for the primary production of energy.[2] Generators are sized to meet a theoretical peak demand, but steady state loads are far below this peak, resulting in under-loaded generators.[3] Under-loaded diesel generators decrease efficiency and increase the need for maintenance, affecting the lifespan of …

Space Traffic Management (STM) has already demonstrated its potential to be extremely data-intensive. The large number of objects on orbit today, if observed constantly throughout their lifetimes, could produce a staggeringly large number of observations that might in turn generate large numbers of orbits. Orbit data with a lengthy time history can be used to produce estimates of maneuver frequency, susceptibility to natural forces such as drag, and (if combined with photometric data) assessments of behavioral patterns of life.

The DOD is adopting open mission systems (OMS) as the future in the military aviation environment. OMS proponents promise reduced costs and truncated schedules through increased competition in the marketplace and reduced coding efforts. To the best of our knowledge, no studies have examined the success of these open architectures in the DOD. Therefore, we investigate costs and schedule for a recent DOD avionics OMS demonstration platform in comparison to 13 historically analogous programs.

This, among many other reasons, is why good scheduling methods are vital. This problem report addresses Flexible Flowshop (FF) scheduling using Simulated Annealing (SA) in conjunction with the Steepest Descent heuristic (SD).

This paper demonstrates how recent developments in origami crease pattern adaptation, surrogate folds, and thickness accommodation techniques enabled development of an origami-based deployable ballistic barrier. The barrier crease pattern was employed using the membrane-fold technique for surrogate folds and to assist in thickness accommodation. A proof-of-concept barrier was fabricated and tested, demonstrating ballistic resistance, a large deployment ratio, and rapid deployment times.

A seam-welded steel pipe manufacturing process has mainly four distinct major design and/or operational problems dealing with buffer inventory, cutting tools, pipe sizing and inspection-rework facility. The general objective of this research is to optimally solve these four important problems to improve the throughput and yield of the system at a minimum cost.

This pay discrepancy is driven by both the funds available to a district and by how these funds are allocated. Purpose: There appears to be no empirical-based method in the literature for estimating if an engineering change proposal (ECP) will occur or the dollar amount incurred. This paper aims to present an empirically based approach to address this shortfall.
Design/Methodology/Approach: Using the cost assessment data enterprise database, 533 contracts were randomly selected via a stratified sampling plan to build two regression models: one to predict the likelihood of a contract experiencing an ECP and the other to determine the expected median per cent increase in baseline contract cost if an ECP was likely. Many Air Force studies require a design and analysis process that can accommodate for the computational challenges associated with complex systems, simulations, and real-world decisions. For systems with large decision spaces and a mixture of continuous, discrete, and categorical factors, nearly orthogonal-and-balanced (NOAB) designs can be used as efficient, representative subsets of all possible design points for system evaluation, where meta-models are then fitted to act as surrogates to system outputs. Private giving represents more than three fourths of all U.S. charitable donations, about 2% of total Gross Domestic Product (GDP). Private giving is a significant factor in funding the nonprofit sector of the U.S. economy, which accounts for more than 10% of total GDP. Despite the abundance of data available through tax forms and other sources, it is unclear which factors influence private donation, and a reliable predictive mechanism remains elu- sive. Precision agriculture offers the technologies to manage for infield variability and incorporate variability into irrigation management decisions. The major limitation of this technology often lies in the reconciliation of disparate data sources and the generation of irrigation prescription maps. Here the authors explore the utility of the cosmic-ray neutron probe (CRNP) which measures volumetric soil water content (SWC) in the top ~ 30 cm of the soil profile. The emerging technology of connected vehicles generates a vast amount of data that could be used to enhance roadway safety. In this paper, we focused on safety applications of a real field connected vehicle data on a horizontal curve. The database contains connected vehicle data that were collected on public roads in Ann Arbor, Michigan with instrumented vehicles. Horizontal curve negotiations are associated with a great number of accidents, which are mainly attributed to driving errors. The objective of this study was to create a tool that will enable renewable energy microgrid (REμG) facility users to make informed decisions on the utilization of electrical power output from a building integrated REμG connected to a smart grid. A decision support tool for renewable energy microgrids (DSTREM) capable of predicting photovoltaic array and wind turbine power outputs was developed. This thesis extends the prior work which produced an exact solution to the four-order acousto-optic (AO) Bragg cell with assumed fixed center frequency and with exact Bragg angle incident light. The extension predicts the model that incorporates the dependencies of both the input angle of light and the sound frequency. Specifically, a generalized 4th order linear differential equation (DE), is developed from a simultaneous analysis of four coupled AO system of DEs. Through standard methods, the characteristic roots, which requires solving a quartic equation, is produced. This thesis develops a multi-period, mathematical programming location model for facilities operating in a competitive environment. The objective is to maximize the profit in a variable demand environment. The solution of the problem can either be done in a robust or in a dynamic manner. A robust solution methodology forecasts the demand for all the periods in the planning horizon and provides a robust solution that may be suboptimal for any given period, but optimal when all the periods are taken into consideration. In an era of strict hazardous material restrictions and intense energy savings projects, DoD has an opportunity for a waste-to-energy initiative by looking to vintage diesel engine technology for inspiration. The idea comes in the form of recycled Waste Motor Oil (WMO) which can be used as a fuel in compression-ignition engines. When mixed at a low blend ratio, WMO can supplement diesel fuels to extend the range of fuel stores for electrical power generating equipment at contingency military bases while simultaneously decreasing the burden on fuel supply chain management and the hazardous waste disposal stream.
