Troop construction can be an effective tool when a project is simple enough to execute projects in a timely and cost effective manner. However, underlying variables plague these projects causing them to miss anticipated deadlines which in return could make them more costly. Significant variables that convey impact to cost and schedule are Equipment Operating Issues, Edits During Construction, Design Flaws, Lack of Communication, Poor User Coordination, Improper Documentation, Inaccurate Submittals, Low Quality Control, and Lack of Experience. The development of Building Information Modeling (BIM) has strongly influenced the architecture, engineering, and construction communities as a path towards effective and efficient asset management. Although BIM is a standard practice in the private sector, the United States Air Force (USAF) does not mirror its civilian counterparts when it comes to BIM use. USAF BIM is limited in its use and does not extend beyond the design and construction phases of the construction life cycle. A Framework For Dynamic Combat Support Exercises, Sean R. Mccarty

Future armed conflict will be characterized by the unknown as adversaries innovate and evolve—surprise is inevitable. Current exercises provide inadequate opportunities for combat support forces to develop improvisational skills. This research proposes an extensible framework for human-in-the-loop control of exercises using a graph network for modeling combined with topological analysis and the resource-constrained project scheduling problem. This framework is assessed using the United States Air Force Silver Flag exercise as a case study with promising results.

Excerpt: Limited facilities operating and modernization budgets require organizations to carefully identify, prioritize and authorize projects to ensure allocated resources align with strategic objectives. Traditional facility prioritization methods using risk matrices can be improved to increase granularity in categorization and avoid mathematical error or human cognitive biases. These limitations restrict the utility of prioritizations and if erroneously used to select projects for funding, they can lead to wasted resources. This paper aims to propose a novel facility prioritization methodology that corrects these assessment design and implementation issues.

Facility and built infrastructure asset management are necessary functions of any organization that utilizes buildings to operate their businesses. However, most organizations require facility managers to ensure the successful operation of their assets without providing sufficient resources to accomplish this task. Therefore, in resource-scarce environments, facility managers require data-driven solutions to manage their assets and make the best decisions. Nearly one-half of all construction projects exceed planned costs and schedule, globally [1]. Owners and construction managers can analyze historical project performance data to inform cost and schedule overrun risk-reduction strategies. Though, the majority of open-source project datasets are limited by the number of projects, data dimensionality, and location. Reliable electrical power grids are frequently unavailable or inaccessible in remote locations, including developing nation communities, humanitarian relief camps, isolated construction sites, and military contingency bases. This often requires sites to rely on costly generators and continuous fuel supply. Renewable energy systems (RES) in the form of photovoltaic (PV) arrays and energy storage present a rapidly improving alternative to power these remote locations. Previous RES literature and PV optimization models focused on economics, reliability, and environmental concerns, neglecting the importance of logistics factors in remote installations.
