As evolving threats across the globe keep pace with increasing budget constraints, the US Army’s major subordinate commands and their sub-organizations are constantly challenged to do more with less. Resources such as human capital, information technology, facilities, and budgeted funding are stretched as thin as ever, while requirements to serve the Warfighter remain paramount. Each dollar of financial benefit gained through cost reduction efforts at the US Army can affect the Warfighter directly. Budgeted money saved or avoided is reprogrammed both locally and atop the hierarchy at the Department of Treasury to serve the Warfighter better.

This paper demonstrates how recent developments in origami crease pattern adaptation, surrogate folds, and thickness accommodation techniques enabled development of an origami-based deployable ballistic barrier. The barrier crease pattern was employed using the membrane-fold technique for surrogate folds and to assist in thickness accommodation. A proof-of-concept barrier was fabricated and tested, demonstrating ballistic resistance, a large deployment ratio, and rapid deployment times.

A seam-welded steel pipe manufacturing process has mainly four distinct major design and/or operational problems dealing with buffer inventory, cutting tools, pipe sizing and inspection-rework facility. The general objective of this research is to optimally solve these four important problems to improve the throughput and yield of the system at a minimum cost.
The first problem of this research finds the optimal buffer capacity of steel strip coils to minimize the maintenance and downtime related costs. The total cost function for this coil feeding system is formulated as a constrained non-linear programming (NLP) problem which is solved with a search …

Teacher pay in Arkansas public schools varies widely from district to district across the state. This pay discrepancy is driven by both the funds available to a district and by how these funds are allocated. There is a standard per student budget given to districts across the state, but this budget can be supplemented by additional property taxes collected on property within a district. This leaves districts with more highly valued property at an advantage. Purpose: There appears to be no empirical-based method in the literature for estimating if an engineering change proposal (ECP) will occur or the dollar amount incurred. This paper aims to present an empirically based approach to address this shortfall.
Design/Methodology/Approach: Using the cost assessment data enterprise database, 533 contracts were randomly selected via a stratified sampling plan to build two regression models: one to predict the likelihood of a contract experiencing an ECP and the other to determine the expected median per cent increase in baseline contract cost if an ECP was likely. Many Air Force studies require a design and analysis process that can accommodate for the computational challenges associated with complex systems, simulations, and real-world decisions. For systems with large decision spaces and a mixture of continuous, discrete, and categorical factors, nearly orthogonal-and-balanced (NOAB) designs can be used as efficient, representative subsets of all possible design points for system evaluation, where meta-models are then fitted to act as surrogates to system outputs. The mixed-integer linear programming (MILP) formulations used to construct first-order NOAB designs are extended to solve for low correlation between second-order model terms (i.e., two-way interactions and quadratics). A performance model for wormhole routed interconnection networks is presented and applied to the butterfly fat-tree network. Experimental results agree very closely over a wide range of load rate. Novel aspects of the model, leading to accurate and simple performance predictions, include (1) use of multiple-server queues, and (2) a general method of correcting queuing results based on Poisson arrivals to apply to wormhole routing. These ideas can also be applied to other networks.

Private giving represents more than three fourths of all U.S. charitable donations, about 2% of total Gross Domestic Product (GDP). Private giving is a significant factor in funding the nonprofit sector of the U.S. economy, which accounts for more than 10% of total GDP. Despite the abundance of data available through tax forms and other sources, it is unclear which factors influence private donation, and a reliable predictive mechanism remains elu- sive. This study aims to develop predictive models to accurately estimate future charitable giving based on a set of potentially influential factors. Precision agriculture offers the technologies to manage for infield variability and incorporate variability into irrigation management decisions. The major limitation of this technology often lies in the reconciliation of disparate data sources and the generation of irrigation prescription maps. Here the authors explore the utility of the cosmic-ray neutron probe (CRNP) which measures volumetric soil water content (SWC) in the top ~ 30 cm of the soil profile. The key advantages of CRNP is that the sensor is passive, non-invasive, mobile and soil temperature-invariant, making data collection more compatible with existing farm operations and extending the mapping period.
