This thesis examines the evolution of the U.S. military's patient movement system during World War I and World War II to evaluate how well it may perform under the conditions of future large-scale combat operations. It asks whether the United States can move, treat, and sustain wounded personnel at the scale and pace required to preserve combat power in a prolonged, high-intensity conflict. This study employs a linear and integer programming approach to optimize HIV resource allocation in Ohio, aiming to minimize new infections and enhance the impact of limited resources. With the advances in HIV prevention and treatment, Ohio faces challenges in addressing disparities in access to healthcare, particularly among high-risk populations. The proposed model integrates data on infection rates, transmission patterns, demographic factors, and cost-effectiveness to provide a decision-support framework for policymakers. Researchers have examined the influence of the factors on reducing return rates in retailing over the years. However, the returns experience is often an overlooked way to drive customer engagement and repeat sales in the now ubiquitous omnichannel setting. The focus on returns prevention in existing research overshadows management’s need to understand better the comprehensive mechanics linking the customer in-store return experience with their repurchase actions. Recognizing the need to bridge different stages of the returns management process, this research aims to explore the facilitators and barriers of in-store return activities.

Excerpt: Increasing reliance on autonomous systems requires confidence in the accuracies produced from computer vision classification algorithms. Computer vision (CV) for video classification provides phenomenal abilities, but it often suffers from “flickering” of results. Flickering occurs when the CV algorithm switches between declared classes over successive frames. Such behavior causes a loss of trust and confidence in their operations.

Safety research in complex environments recommends that high-hazard industries improve reliability and increase their capacity for resilience by enacting principles for high-reliability organizing (HRO). FCM projects often rely on knowledge-based approaches, such as expert interviews, which can be challenging to conduct because they require extensive expert participation. We propose a novel alternative to create FCM models based on expert knowledge that is already codified in research texts and other publications. In this approach, thematic network analysis identifies FCM concepts and signed causal connections, while computation of t-coefficient is used to determine the weights of the identified edges. However, high licensing costs of proprietary ERP solutions like SAP and Oracle limit adoption for small and medium enterprises. This led to the emergence of open-source ERP alternatives like ERPNext which provide sophisticated capabilities at much lower total cost of ownership. Most timetabling problems have a given objective function to measure the quality of a solution. However, users may have a “I know it when I see it” recognition of a quality schedule, without specifying the complete basis for their judgment. In this situation, the objective function cannot be exclusively used as a solution quality measurement. This work presents an AI based approach to aid in categorizing the solution’s quality when the users have not explicitly defined all factors used in their criteria.

Nowadays, some laboratories perform elastic properties tests for concrete or rock cores using equipment manufactured 50 years ago. The original data collection procedure uses analog and manual recordings, which can cause inaccuracies in the measurements taken during these trials The process is tedious and updated since each trial's measurement data is recorded manually. In this context, this study systematizes the process and proposes an automated data acquisition and recording system for this type of equipment, followed by a case study presenting a rock compression test.

The servers are run by main campus Information Technology Services (ITS), and ITS is not familiar with how each piece of software is used and how it is supposed to work. In the armed forces, successful digitalization is crucial to ensure effective operations. Much of the existing literature on project factors during the planning and execution phases of public IT projects do not focus specifically on military sector projects. Therefore, the paper aims to provide empirical insights into the characteristics of successful military IT projects. Data from such projects in NATO countries and agencies were collected through interviews and project documents. The findings relating to the main variable of interest, “delivery of client benefit,” supported previous findings on IT project performance. The authors use both descriptive and inferential techniques to investigate average and standard deviation trends in cost estimates for major defense acquisition programs (MDAPs) grouped into decades from the 1970s to 2010s. For total program-cost-growth factors (CGFs), the 2010s exhibited lower CGFs compared to the 1990s. For the program-acquisition-unit cost (PAUC) CGFs, the 2010s appear lower than the 1990s and borderline lower than the 1970s. A statistically significant decreasing trend in the standard deviations of total program CGFs throughout the decades was identified. This lowering variability trend also appeared for PAUC CGFs from the 1980s onward. This finding appears to …

U.S. Department of Defense (DoD) personal property moves account for 15% of all domestic and international moves - accurate prediction of their cost could draw attention to outlier shipments and improve budget planning. In this work 136,140 shipments between 13 personal property shipment hubs from April 2022 through March 2023 with a total cost of $1.6B were analyzed. Shipment cost was predicted using recursive feature elimination on linear regression and XGBoost algorithms, as well as through neural network hyperparameter sweeps. Excerpt: Limited facilities operating and modernization budgets require organizations to carefully identify, prioritize and authorize projects to ensure allocated resources align with strategic objectives. Traditional facility prioritization methods using risk matrices can be improved to increase granularity in categorization and avoid mathematical error or human cognitive biases. These limitations restrict the utility of prioritizations and if erroneously used to select projects for funding, they can lead to wasted resources. Vacancy chain systems function as a method of resource distribution in domains such as housing and labor markets. Hermit crabs also employ vacancy chains as a method of shell exchange. Application of vacancy chain modelling in engineering has been attempted, but numerous flaws exist in the developed vacancy chain scheduling algorithm. This work addresses the lack of an appropriate vacancy chain cost function by developing a generalizable cost function based on hermit crab shell exchange behavior. The cost function’s purpose is enabling development of realistic engineering experiments and models based on real-world vacancy chain systems.

Traditional learning curve theory assumes a constant learning rate regardless of the number of units produced. However, a collection of theoretical and empirical evidence indicates that learning rates decrease as more units are produced in some cases. These diminishing learning rates cause traditional learning curves to underestimate required resources, potentially resulting in cost overruns. A diminishing learning rate model, namely Boone’s learning curve, was recently developed to model this phenomenon. The United States Air Force has implemented a dispersed air base strategy to enhance mission effectiveness for near-peer conflicts. Asset dispersal places many smaller bases across a wide geographic area, which increases resupply requirements and logistical complexity. Hybrid energy systems reduce resupply requirements through sustainable, off-grid energy production. This paper presents a novel hybrid energy renewable delivery system (HERDS) model capable of (1) selecting the optimal hybrid energy system design that meets demand at the lowest net present cost and (2) optimizing the delivery of the selected system using existing Air Force cargo aircraft. This work highlights the fundamental mechanisms and historical perspective for military PV technology applications and addresses the operational considerations for effectively deploying PV technology. PV materials, structures and architectures have matured into competitive and readily available energy technologies based on their levelized cost of energy (LCOE). However, enhancing warfighting capabilities requires attention to systems considerations beyond cost per watt or LCOE. While PV is impractical for fighters and bombers as it can meet less than 1% of their power requirements, there are numerous areas that could benefit from the application of PV technology.
