This thesis examines the evolution of the U.S. military's patient movement system during World War I and World War II to evaluate how well it may perform under the conditions of future large-scale combat operations. It asks whether the United States can move, treat, and sustain wounded personnel at the scale and pace required to preserve combat power in a prolonged, high-intensity conflict. Researchers have examined the influence of the factors on reducing return rates in retailing over the years. However, the returns experience is often an overlooked way to drive customer engagement and repeat sales in the now ubiquitous omnichannel setting. The focus on returns prevention in existing research overshadows management’s need to understand better the comprehensive mechanics linking the customer in-store return experience with their repurchase actions. Recognizing the need to bridge different stages of the returns management process, this research aims to explore the facilitators and barriers of in-store return activities.

Excerpt: Increasing reliance on autonomous systems requires confidence in the accuracies produced from computer vision classification algorithms. Computer vision (CV) for video classification provides phenomenal abilities, but it often suffers from “flickering” of results. Flickering occurs when the CV algorithm switches between declared classes over successive frames. Such behavior causes a loss of trust and confidence in their operations.

In the armed forces, successful digitalization is crucial to ensure effective operations. Much of the existing literature on project factors during the planning and execution phases of public IT projects do not focus specifically on military sector projects. Therefore, the paper aims to provide empirical insights into the characteristics of successful military IT projects. Data from such projects in NATO countries and agencies were collected through interviews and project documents. The findings relating to the main variable of interest, “delivery of client benefit,” supported previous findings on IT project performance. The authors use both descriptive and inferential techniques to investigate average and standard deviation trends in cost estimates for major defense acquisition programs (MDAPs) grouped into decades from the 1970s to 2010s. For total program-cost-growth factors (CGFs), the 2010s exhibited lower CGFs compared to the 1990s. For the program-acquisition-unit cost (PAUC) CGFs, the 2010s appear lower than the 1990s and borderline lower than the 1970s. A statistically significant decreasing trend in the standard deviations of total program CGFs throughout the decades was identified. This lowering variability trend also appeared for PAUC CGFs from the 1980s onward. This finding appears to …

U.S. Department of Defense (DoD) personal property moves account for 15% of all domestic and international moves - accurate prediction of their cost could draw attention to outlier shipments and improve budget planning. In this work 136,140 shipments between 13 personal property shipment hubs from April 2022 through March 2023 with a total cost of $1.6B were analyzed. Shipment cost was predicted using recursive feature elimination on linear regression and XGBoost algorithms, as well as through neural network hyperparameter sweeps. Purpose — The US Government is challenged to maintain pace as the world’s de facto provider of space object cataloging data. Augmenting capabilities with nontraditional sensors present an expeditious and low-cost improvement. However, the large tradespace and unexplored system of systems performance requirements pose a challenge to successful capitalization. This paper aims to better define and assess the utility of augmentation via a multi-disiplinary study. Excerpt: Limited facilities operating and modernization budgets require organizations to carefully identify, prioritize and authorize projects to ensure allocated resources align with strategic objectives. Traditional facility prioritization methods using risk matrices can be improved to increase granularity in categorization and avoid mathematical error or human cognitive biases. These limitations restrict the utility of prioritizations and if erroneously used to select projects for funding, they can lead to wasted resources. This paper aims to propose a novel facility prioritization methodology that corrects these assessment design and implementation issues.

The US military can no longer afford to be reactive, leaving critical cost analyses to the months and years following operations or full-scale conflicts. By leveraging cost in wargaming as part of the Joint planning process, DOD can provide Congress and the American taxpayers a range of potential costs associated with various military engagements that reflect fiscal and operational realities.

Traditional learning curve theory assumes a constant learning rate regardless of the number of units produced. However, a collection of theoretical and empirical evidence indicates that learning rates decrease as more units are produced in some cases. These diminishing learning rates cause traditional learning curves to underestimate required resources, potentially resulting in cost overruns. A diminishing learning rate model, namely Boone’s learning curve, was recently developed to model this phenomenon. This research confirms that Boone’s learning curve systematically reduced error in modeling observed learning curves using production data from 169 Department of Defense end-items. Nearly one-half of all construction projects exceed planned costs and schedule, globally [1]. Owners and construction managers can analyze historical project performance data to inform cost and schedule overrun risk-reduction strategies. Though, the majority of open-source project datasets are limited by the number of projects, data dimensionality, and location. The United States Air Force has implemented a dispersed air base strategy to enhance mission effectiveness for near-peer conflicts. Asset dispersal places many smaller bases across a wide geographic area, which increases resupply requirements and logistical complexity. Hybrid energy systems reduce resupply requirements through sustainable, off-grid energy production. This work highlights the fundamental mechanisms and historical perspective for military PV technology applications and addresses the operational considerations for effectively deploying PV technology. PV materials, structures and architectures have matured into competitive and readily available energy technologies based on their levelized cost of energy (LCOE). However, enhancing warfighting capabilities requires attention to systems considerations beyond cost per watt or LCOE. Reliable electrical power grids are frequently unavailable or inaccessible in remote locations, including developing nation communities, humanitarian relief camps, isolated construction sites, and military contingency bases. This often requires sites to rely on costly generators and continuous fuel supply. Remote communities such as rural villages, post-disaster housing camps, and military forward operating bases are often located in remote and hostile areas with limited or no access to established infrastructure grids. Operating these communities with conventional assets requires constant resupply, which yields a significant logistical burden, creates negative environmental impacts, and increases costs. For example, a 2000-member isolated village in northern Canada relying on diesel generators required 8.6 million USD of fuel per year and emitted 8500 tons of carbon dioxide. The DOD energy policy is to increase energy security resiliency, and mitigate costs in the use and management of energy[1] Forward operating bases (FOBs) are remote, austere base camps that support an operationally defined mission with a limited or no ability to draw from an energy grid and have historically relied on diesel-powered generators for the primary production of energy.[2] Generators are sized to meet a theoretical peak demand, but steady state loads are far below this peak, resulting in under-loaded generators.[3] Under-loaded diesel generators decrease efficiency and increase the need for maintenance, affecting the lifespan of …

The DOD is adopting open mission systems (OMS) as the future in the military aviation environment. OMS proponents promise reduced costs and truncated schedules through increased competition in the marketplace and reduced coding efforts. To the best of our knowledge, no studies have examined the success of these open architectures in the DOD. Therefore, we investigate costs and schedule for a recent DOD avionics OMS demonstration platform in comparison to 13 historically analogous programs.

This paper demonstrates how recent developments in origami crease pattern adaptation, surrogate folds, and thickness accommodation techniques enabled development of an origami-based deployable ballistic barrier. The barrier crease pattern was employed using the membrane-fold technique for surrogate folds and to assist in thickness accommodation. A proof-of-concept barrier was fabricated and tested, demonstrating ballistic resistance, a large deployment ratio, and rapid deployment times.

Purpose: There appears to be no empirical-based method in the literature for estimating if an engineering change proposal (ECP) will occur or the dollar amount incurred. This paper aims to present an empirically based approach to address this shortfall.
Design/Methodology/Approach: Using the cost assessment data enterprise database, 533 contracts were randomly selected via a stratified sampling plan to build two regression models: one to predict the likelihood of a contract experiencing an ECP and the other to determine the expected median per cent increase in baseline contract cost if an ECP was likely. The first part of this manuscript examines the impact of configuration changes to the learning curve when implemented during production. This research is a study on the impact to the learning curve slope when production is continuous but a configuration change occurs. Analysis discovered the learning curve slope after a configuration change is different from the stable learning curve slope pre-configuration change. The newly configured units were statistically different from previous units. This supports that the new configuration should be estimated with a new learning curve equation. As a result failure rates can increase and unanticipated wear or failure conditions can arise. The Joint Capabilities Integration and Development System (JCIDS) is 10 years old and ripe for review. A central output document of the JCIDS process is an Initial Capabilities Document (ICD) used by the Department of Defense to define gaps in a functional capability area and define new capabilities required. The research team analyzed 10 years of ICDs to identify methods and trends. The team found that several methodologies were favored and a convergence emerged in format and necessary content. Military and defense organizations rely upon the security of data stored in, and communicated through, their cyber infrastructure to fulfill their mission objectives. It is essential to identify threats to the cyber infrastructure in a timely manner, so that mission risks can be recognized and mitigated. Centralized event logging and correlation is a proven method for identifying threats to cyber resources.
