The purpose of this research was to examine the effectiveness of the Taiwan Civil Aviation safety reporting (TACARE) system for maintenance personnel to improve aircraft safety. The research evaluated what are the issues that affect the participation of the TACARE system. The understandings of the safety culture for maintenance personnel in Taiwan were also analyzed. The research was conducted with a mixed method. The survey and interview were developed to sample the acceptance and opinions regarding the TACARE system for the maintenance personnel in Taiwan. The ability to simulate a human-in-the-loop with hardware provides a platform for better understanding the dynamics of human and machine cognition. The aviation community strives for air travel to be the safest form of transportation. The National Transportation Safety Board published a “Most Wanted” list to acknowledge the most threatening safety issues, and runway safety and runway incursions were at the top of their list. Furthermore, runway incursion statistics by the Federal Aviation Administration show that pilot deviations were the most common cause for runways incursions. Simulation provides a method of modeling complex systems which would otherwise be impractical for quantitative experimentation. While other analytic techniques have been used to explore Total Non-Mission Capable [due to] Supply (TNMCS) rates, simulation offers a novel approach to discovering what aspects of the supply chain impact this metric. This research develops a discrete event simulation to investigate factors which affect TNMCS rates for the B-1B by modeling the core processes within the Air Force (AF) supply chain. The United States Government Accountability Office (GAO) has recently Issued Efforts to Validate TSA’s Passenger Screening Behavior Detection Program Underway, but Opportunities Exist to Strengthen Validation and Address Operational Problems (May 2010, GAO-10-763). This IBPP article will describe and comment on the main GAO findings and additional data on which the findings are based. The article will end with some basic challenges to behavior detection as a useful security measure.

In this paper, we present a Non-Bayesian conditioning rule for belief revision. This rule is truly Non-Bayesian in the sense that it doesn’t satisfy the common adopted principle that when a prior belief is Bayesian, after conditioning by X, Bel(X|X) must be equal to one. Our new conditioning rule for belief revision is based on the proportional conflict redistribution rule of combination developed in DSmT (Dezert-Smarandache Theory) which abandons Bayes’ conditioning principle. Such Non-Bayesian conditioning allows to take into account judiciously the level of conflict between the prior belief available and the conditional evidence. The B-1 Bomber is the Air Force’s only supersonic, conventional-only strike platform. This thesis looks at the maintenance procedures associated with the defensive electronic counter measure (ECM) system on the B-1B, designated the AN/ALQ-161. Computer simulation of the current line-replaceable-unit maintenance network for Ellsworth AFB and Dyess AFB is modeled. In addition, two hypothetical repair networks are proposed and analyzed. This research considers the applicability of this type of computer simulation, using ARENA software to study the AN/ALQ-161 repair system. In this study, Data Envelopment Analysis (DEA) is used to calculate Air Mobility Command (AMC) airlift fuel efficiency for C-17 aircraft. Fuel is a strategic asset for the United States Air Force and suitable alternatives are not yet feasible or available in the quantity required. The Air Force is pursuing several initiatives to conserve energy and operate more efficiently while sustaining the same level of effectiveness and safety. In order to manage these initiatives, it must measure how well it is doing. Agent based models have been shown to be powerful tools in describing processes and systems centered on individual behaviors and local interactions (i.e. “bottom-up”) between specific entities. Current application areas tend to be focused within the business and social science arenas, although their usefulness has been demonstrated in the modeling of various chemistry and physics-based systems. In this paper, we present a new 2-tuple linguistic representation model, i.e. Distribution Function Model (DFM), for combining imprecise qualitative information using fusion rules drawn from Dezert-Smarandache Theory (DSmT) framework. Such new approach allows to preserve the precision and efficiency of the combination of linguistic information in the case of either equidistant or unbalanced label model. Some basic operators on imprecise 2-tuple labels are presented together with their extensions for imprecise 2-tuple labels. This paper presents a new approach for combining sources of evidences with different importances and reliabilities. Usually, the combination of sources of evidences with different reliabilities is done by the classical Shafer’s discounting approach. Therefore, to consider unequal importances of sources, if any, a similar reliability discounting process is generally used, making no difference between the notion of importance and reliability. In fact, in multicriteria decision context, these notions should be clearly distinguished. This paper shows how this can be done and we provide simple examples to show the differences between both solutions for managing importances and reliabilities of sources. …

This paper discusses issues related to the RTCA document DO-254 Design Assurance Guidance for Airborne Electronic Hardware and its consequences for hardware certification. In particular, problems related to circuits’ compliance with DO-254 in avionics and other industries are considered. Extensive literature review of the subject is given, including current views on and experiences of chip manufacturers and EDA industry with qualification of hardware design tools, including formal approaches to hardware verification. Some results of the authors’ own study on tool qualification are presented.

An accurate real-time operator functional state assessment makes it possible to perform task management, minimize risks, and improve mission performance. In this paper, we discuss the development of an individualized operator functional state assessment model that identifies states likely leading to operational errors. To address large individual variations, we use two different approaches to build a model for each individual using its data as well as data from subjects with similar responses.
