Runway incursions are a major threat to aviation safety and can cause major delays and collisions that have significant human and financial implications for airlines. This study investigated how training, education, and collaboration may be improved to reduce the occurrence of runway incursions at airports. Data collection involved interviews, a focus group, and document analysis to explore the participants’ perceptions. The interviews and focus group involved a purposive sample of 12 pilots, air traffic controllers, airport administrators, and ground personnel. The interviews and focus group transcripts were chunked, coded, and patterns sought to form five key themes addressing the research …

This Standardization Roadmap for Unmanned Aircraft Systems, Version 1.0 (“roadmap”) represents the culmination of the UASSC’s work to identify existing standards and standards in development, assess gaps, and make recommendations for priority areas where there is a perceived need for additional standardization and/or pre-standardization R&D.
The roadmap has examined 64 issue areas, identified a total of 60 gaps and corresponding recommendations across the topical areas of airworthiness; flight operations (both general concerns and application-specific ones including critical infrastructure inspections, commercial services, and public safety operations); and personnel training, qualifications, and certification. Of that total, 40 gaps/recommendations have been identified as …

The vigilance decrement is a thoroughly researched phenomenon in psychological literature and has been identified in many monotonous tasks. Although the phenomenon has been recorded for approximately 80 years, no universal repair, or theory to account for its onset, has been identified. Jobs requiring monotonous task performance have been increasing as time has elapsed, in part due to the rise in automation. Furthermore, much of the vigilance literature does not address modern, more complex tasks, such as the Unmanned Aerial Systems (UAS) monitoring task. Insurance practitioners rely on statistical models to predict future claims in order to provide financial protection. Proper predictive statistical modeling is more challenging when analyzing claims with lower frequency, but high costs. The paper investigated the use of predictive generalized linear models (GLMs) to address this challenge. Workers’ compensation claims with costs equal to or more than US$100,000 were analyzed in agribusiness industries in the Midwest of the USA from 2008 to 2016. Predictive GLMs were built with gamma, Weibull, and lognormal distributions using the lasso penalization method. Monte Carlo simulation models were developed to check the performance of predictive …

This two-part paper proposes a new collaborative approach to airframe maintenance, repair, and overhaul (MRO). A quantitative model is introduced in Part I to represent the business relationships between original equipment manufacturers (OEMs) and MRO enterprises. In Part II, the presented model is used to assess potential financial benefits obtained by each of these stakeholders as a result of the collaboration.

Our ongoing K1-12 NASA-supported STEM activities has served over 5000 children since 2015, largely from groups that are undeserved and underrepresented in the sciences. These STEM activities have been successfully delivered for several years and include earth science, meteorite geology, rocketry, aerodynamics, star gazing, EV3 Mindstorm robotics, basic coding exercises, wind tunnel, 3D-printing, etc., conducted largely through our present MAA (MUREP Aerospace Academy) Project. Corporate funding from the Con Edison and National Grid ensures additional STEM dissemination to the students during the summer operation. Since March, 2017, the cost of denied boarding began to draw the attention of all Brazilian airlines because of the Resolution 400 of the Brazilian National Civil Aviation Agency. This Resolution covers several items but here we will focus on the penalty that the airlines need to pay for each passenger who had his boarding denied involuntarily in domestic flights.

Many organizations utilize a team-focused work structure in the workplace. Researchers have studied how working as a team can improve organizational outcomes such as productivity and employee satisfaction (Katzenbach & Smith, 1993). However, not all teams make positive outcomes (Hackman, 1998). Previous research has shown that effective teamwork can facilitate group and organizational effectiveness (Salas, Stagl, Burke, & Goodwin, 2007). Particularly in light of California’s recent multiyear drought, there is a critical need for accurate and timely evapotranspiration (ET) and crop stress information to ensure long-term sustainability of high-value crops. Providing this information requires the development of tools applicable across the continuum from subfield scales to improve water management within individual fields up to watershed and regional scales to assess water resources at county and state levels. Technology is a critical component of a firm’s operations. Technology failures can cause widespread problems in airlines. These failures cause disruptions in flight schedules, cause passengers to be stranded at airports and also increase airline operating costs. The objective of this study is to measure an effect of information technology failures on the firm value of passenger airline companies during the year 2016. In that year, there were cases involving delays and cancellations associated with JetBlue, Southwest, Delta, American, and Virgin America that received significant media coverage. As the costs of Department of Defense (DoD) Weapon Systems increase, the ability to estimate the Operating and Support (O&S) costs accurately for the various weapon systems has become vital to long-term affordability. This research focuses on the O&S costs of the Air Force fixed-wing arsenal (i.e., platforms) for 1996–2016. First, the Cost Element Structure (CES) for 52 aircraft platforms and seven operational mission categories is analyzed to derive the descriptive statistics per aircraft category through examination of actual historical costs. This article serves two purposes: first, to empirically model the annual percentage increase of operations and support (O&S) costs for fixed wing aircraft; and second, to place into the archival realm another reference for other researchers to consider when investigating other O&S topics. For this study of 21 different airframes grouped together at the Mission- Design Series (MDS), maintenance subcategories 3.1 Consumable Materials and Repair Parts, 3.2 Depot Level Repairables (DLR), and 3.4 Depot Maintenance accounted for an average 91.5% of annual organic maintenance costs. Military flight training is a long and costly process. Ensuring that the training aircraft are ready for flight is critical in processing pilots through training courses on schedule. Maintaining a high mission capable rate for training aircraft requires scheduled periodic maintenance and maintenance between sorties. The special category light sport airplane (light sport) sector of general aviation has grown 10-fold in as many years with solo operations requiring only a sports pilot's certificate. With little research on light sport airplane safety, the study objective was to compare light sport and type-certificated airplane accident rates.
Accidents were identified from the National Transportation Safety Board database. Statistics employed Poisson distribution/proportion analyses/Mann–Whitney U-tests.
For the 2009–2015 period, the light sport airplane accident rate (fatal/non-fatal combined) was > 15-fold higher than comparable type-certificated aircraft, undiminished over time. The excessive light sport airplane accident rate was associated with inferior airman experience …

This study examined the 12 preconditions for maintenance errors commonly known as the Dirty Dozen and applied them to actual incident and accident data provided by a participating airline (PA). The data provided by the PA consisted of Maintenance Event Reports (MERs) (reactive), Maintenance Operations Safety Assessment (MOSA) reports (proactive), and the results of the 2017 Maintenance Climate Awareness Survey (MCAS) (subjective). The MER and MOSA reports were coded by aviation maintenance subject matter experts (SMEs) using the 12 Dirty Dozen categories as the coding scheme, while the MCAS responses were parsed according to the precondition category they best represented. …

Exposure to elevated levels of ozone have been reported to be associated with complaints of discomfort such as dry mouth, eye irritation and dryness, nasal irritation coughing, and headaches. The Federal Aviation Administration (FAA) established regulatory requirements in 1980 to limit cabin ozone levels to no more than 0.25 parts per million (ppm) at any time or 0.1 ppm averaged over a 3-hour interval for any flight over four hours in length. The FAA also published an Advisory Circular (AC), AC 120-38, to provide guidance to air carriers on how to comply with these then new ozone regulations. Methods of …
