The purpose of the study was manifold: (a) to understand the reasons for runway incursions (RIs) at general aviation (GA) airports, (b) to describe the barriers to addressing runway incursions at GA airports, and (c) to describe the lessons learned from addressing runway incursions at GA airports. This study was based primarily on a phenomenological research design, which led to a set of inductively derived conjectures. Few studies have been conducted that have truly considered the relevance and inadequacies of applicable aircraft rescue and firefighting (ARFF) regulations. Fewer still have studied and explored accident cases that directly exemplify the deficiencies and inconsistencies of various regulatory standards and requirements. This study seeks to expose and explain those inadequacies by utilizing a historical, case-study type research method to examine accident cases during which time the governing regulations played a significant role in the ARFF operations. The findings discovered as a result of this multi-case analysis provide evidence that the current regulations governing United States ARFF operations are both …

Flight training is costly and workload intensive. According to a recent Government Accountability Office (GAO) report, the US Navy and US Air Force predict a 25% shortage of fighter pilots by 2023 (GAO, 2018). The military needs empirical research to determine the effectiveness of flight simulation training and whether simulation training can decrease the overall training time for student pilots. Organizational safety resilience is a key factor in sustaining an effective safety management system (SMS) in high-reliability organizations (HROs) such as aviation. Extant research advocates for monitoring, assessing and continuously improving safety in an organization that has a fully-functional SMS. Safety resilience provides a buffer against vulnerabilities. Extant research also suggests a paucity in terms of a measurement framework for organizational safety resilience in collegiate aviation operations. Startle and surprise on the flight deck is a contributing factor in multiple aviation accidents that have been recognized by multiple aviation safety boards. This study identified the effects startle and surprise had on commercial pilots with single and multiengine ratings. Surprise is defined here as something unexpected (e.g., engine failure), while startle is the associated exaggerated effect of an unexpected condition (e.g., thunder sound). Forty pilots were tested in a basic aviation training device configured to a Cessna 172 (single-engine) and a Baron 58 (multi-engine). Simulation has served as an instructional supplement in education and training within various fields such as nursing, business, and flight training. Prior research studies have documented its usefulness. Simulation-based lessons have also been used for air traffic control (ATC) training, but little research has been conducted on the usefulness of simulation in this application. This study measured the level of influence that ATC simulation had on students’ perception of their ATC knowledge and skill level and their commitment to a career in ATC.

After the Pilot Source Study (PSS) 2015 was published, there was concern that the data were collected too soon after the First Officer Qualification Rule compliance date. The Collaborative Research Committee of the Aviation Accreditation Board International (AABI) voted to undertake the PSS 2018 to determine whether the results of the PSS 2015 were still valid. In fall 2018, five research teams collected 9,776 pilot records from five regional airlines and analyzed these data. In the PSS 2018, the criteria for success were: ≥90% completions and ≤1 extra training event. In rank order, the following pilots were most successful in …

The prevention of stall on aircraft wings has been a great challenge over the history of airplanes. As the aircraft become more and more complex, it becomes harder to fit high lift devices and leading-edge devices onto high camber, supercritical airfoil aircraft wings. In the fighter jet class of aircraft the obstacle of stall is usually delayed by the implementation of leading-edge root extensions or strakes. The purpose of this research is to examine instances of near mid-air collision (NMAC) in order to determine if the number of instances of traffic conflictions resulting in near mid-air collision situations while in contact with air traffic control is rising over the last decade. Midair collision and near midair collision situations between aircraft operating while at least one is talking to air traffic control (ATC) present a hazard to safety and with the potential for a deadly encounter that results in loss of life and damage to property. This research identifies key state and local government stakeholders in California for drone policy creation and implementation, and describes their perceptions and understanding of drone policy. The investigation assessed stakeholders’ positions, interests, and influence on issues, with the goal of providing potential policy input to achieve successful drone integration in urban environments and within the national airspace of the United States. The research examined regulatory priorities through the use of a two-tiered Stakeholder Analysis Process. With a focus on Alaska, this research illustrates the lack of regulatory oversight pertaining to Title 14 CFR Part 135 operators, including SMS, training, and equipment requirements. As of January 2020, under the Federal Aviation Administration’s NextGen initiative, all aircraft flying in controlled airspace are required to have an Automatic Dependent Surveillance – Broadcast (ADS– B) system installed and operational. Many Alaskan operators fly in hazardous terrain, and marginal weather, with little to no communication, yet ADS-B is not a requirement as they are in uncontrolled airspace. Alaska also lacks vital aviation infrastructure including adequate instrument approach procedures, weather monitoring …

Weapon System Sustainment (WSS) costs are growing at an increasing rate despite the vast efforts to reduce them. Researchers have attributed much of the cost increase to inaccurate demand forecasts for weapon system spare parts. In 2011, the forecast to sustain all United States Air Force (USAF) aircraft was 19% accurate and WSS costs per year have continuously increased. The purpose of this study is to explore a parsimonious change to aircraft component forecasting to reduce costly forecast error. By order of the Secretary of Defense, all of the US Air Force's F-16 units were tasked to improve their fleet health to a Mission Capability (MC) rate of 80 percent, as part of a Department of Defense-wide push to make its Critical Aviation Platforms, and the units that employ them, more ready and lethal. This study uses historical fleet health and sortie execution data captured from LIMS-EV (Weapon System Viewer, 2020) to create a multiple regression model that quantifies the value of increased fleet health, defined as either MC rate or Aircraft Availability (AA) rate, in terms of increasing …

Decision makers lack a clear, generalizable method to quantify how additional investment in inventory and capacity equates to additional levels of resilience. This research facilitates a deeper understanding of the intricacies and complex interconnectedness of organizational supply chains by monetarily quantifying changes in network resilience. The developed Area under the Curve metric (AUC) is used to quantify the level of demand that each asset allocation can meet during a disruptive event. Due to its applicability across multiple domains, the USAF F-16 repair network in the Pacific theater (PACAF) is modeled utilizing discrete event simulation and used as the illustrating example. …

All across the country, airports are now facing many challenges related to resiliency and the possible disruption of airport traffic. This presentation will focus on the factors impacting the ability of airports to respond to those factors, including climate change, localized flooding, heat waves, and snow events. As these weather events can impact passengers and workers, the need for airports to be able to respond to extreme events is greater than ever.
