A meeting was held in Santa Fe, New Mexico, October 21-22, 1999, to generate discussion and consensus about interoperability of publicly available scholarly information archives. The invitees represented several well known e-print and report archive initiatives, as well as organizations with interests in digital libraries and the transformation of scholarly communication. The central goal of the meeting was to agree on recommendations that would make the creation of end-user services -- such as scientific search engines and linking systems -- for data originating from distributed and dissimilar archives easier. Optimum placement of multiple traditional piezoceramic actuators is determined for active structural acoustic control of flat panels. The structural acoustic response is determined using acoustic radiation filters and structural surface vibration characteristics. Linear Quadratic Regulator (LQR) control is utilized to determine the optimum state feedback gain for active structural acoustic control. The optimum actuator location is determined by minimizing the structural acoustic radiated noise using a modified genetic algorithm. Experimental tests are conducted and compared to analytical results.

A novel concept proposed is the use of Shape Memory Alloy (SMA) to reduce the panel thermal deflection and flutter responses. SMA has unique ability to recover large prestrains completely when the alloy is heated (by aerodynamic heating in the present case) above the austenite start temperature As. During the recovery process, a large tensile recovery stress occurs if the SMA is restrained.

A new mass flow controller has been designed which responds very rapidly to changes in control settings. The design was evolved after carefully studying the internal flow and the sources for thermal lag and other non-linear behavior. After discussing an overview of the basic mass flow controller operating principles, data will be presented which characterize the basic building blocks of an advanced flow sensor design. Subsequently, a flow model and control strategy have been developed and tested which reduce response lag significantly. Results of the new design, obtained experimentally under various transient conditions, will be discussed.

This thesis investigates the influence of feedback control, and other factors associated with loading characteristics, on fatigue damage reduction and long-term integrity of aircraft structural components. An actively controlled flexible aircraft model and a new state space modeling procedure for crack growth are utilized to uncover important factors which influence airframe crack growth. A matrix of simulation test cases is constructed to cover such variables as open-loop operation, nominal closed-loop operation, perturbed closed-loop operation (i.e., feedback gain variation), nominal maneuver profile, perturbed maneuver profile (including overload strength and frequency), atmospheric gust, and mean stress level. A new pressure sensing device using field emission from diamond coated silicon tips has been developed. A high electric field applied between a nano-tip array and a diaphragm configured as electrodes produces electron emission governed by the Fowler - Nordheim equation. The electron emission is very sensitive to the separation between the diaphragm and the tips, which is fixed at an initial spacing and bonded such that a cavity is created between them. Pressure applied to the diaphragm decreases the spacing between the electrodes, thereby increasing the number of electrons emitted.

Impact and penetration events for uncontained engine debris on fuselage skins are simulated using the LS-DYNA3D finite element analysis code. The LS-DYNA3D code is a nonlinear transient dynamic simulation tool with contact algorithms for impact. A finite element analysis is used to simulate the penetration of aluminum plates impacted by titanium impactors on aircraft-like skin panels. By gaining a more comprehensive understanding of this dynamic impact event, this work is meant to contribute to improving designs for damage tolerance and residual strength by providing modeling and analysis guidelines for the analyst.

The computations of axisymmetric jet noise with symmetric disturbances are investigated using the direct numerical simulation of the unsteady compressible Navier-Stokes equations. High order accurate numerical schemes are employed for the solution of the governing equations. The investigation shows that MacCormack schemes with operator splitting and minimum dispersion error can be used to predict noise radiated from subsonic and supersonic jets with low and high Reynolds numbers. In addition, different kinds of nonreflecting boundary conditions are used at the inflow and outflow boundaries. An adaptive and dynamic grid approach is developed for the numerical computations of wake vortex flow problems with ground interaction. The unnecessary grid points at the far field of the original, large, single zone grid are removed for computational efficiency. This paper shows that the combination of a second-order neural network parameter update algorithm and internal network feedback can be effectively used for adaptive, nonlinear, dynamical system identification and control. Adaptive neural identification and control algorithms are typically utilized for real-time applications where the rate of adaptation is often critical. A fast, adaptive network parameter update algorithm is presented.

Simulation results show that this algorithm is capable of quickly identifying and adapting to changes in system parameters, making it feasible to use for real-time control and fault accommodation applications.

The unsteady, three-dimensional Navier-Stokes equations are solved to simulate and study the aerodynamic response of a delta wing undergoing large amplitude pitching motion up to 90° angle of attack. The primary model under consideration consists of a 76° swept, sharp-edged delta wing of zero thickness, initially at zero angle of attack. The freestream Mach number and Reynolds number are 0.3 and 0.45 × 106, respectively. The governing equations are solved time-accurately using the implicit, upwind, Roe flux-difference splitting, finite-volume scheme. Both laminar and turbulent flow solutions are investigated. Coastal communities rely on the beaches to attract tourism, but these sources of revenue require maintenance, such as beach nourishment. In an effort to maintain these beaches without causing any detrimental results, research is conducted to determine what effects, if any, exist when mining for sand in offshore areas.

The U.S. Government is permitting the search for beach quality sands offshore but is also ensuring that such mining will not have adverse results to the nearshore wave climate. The failure repair process of a continuously operating device is studied in this research. Different cases that incorporate modeling of equipment deterioration, inspection, and maintenance for optimal maintenance policy are proposed. Markov processes are used to determine state probabilities, and the optimal value of the mean time to preventive maintenance is determined by maximizing the availability of the equipment with respect to the meantime preventive maintenance. The approach uses models that assume that equipment can fail due to both deterioration and random failures. Several analytical and experimental studies clearly demonstrate that piezoelectric materials (piezoelectrics) can be used as actuators to actively control vibratory response including aeroelastic response. However, two important issues in using piezoelectrics as actuators for active control are: 1) the potentially large amount of power required to operate the actuators, and 2) the complexities involved with active control (added hardware, control law design and implementation). The performance of a higher harmonic control system called the Multipoint Adaptive Vibration Suppression System (MA VSS) at reducing 3/rev wing vibratory loads and fuselage vibrations on a dynamically-scaled tiltrotor model is presented. Previous wind tunnel tests on a semispan aeroelastic tiltrotor model have demonstrated the effectiveness of MAVSS for reducing wing vibratory loads using both an active flaperon and swashplate. Fabrication of high quantum efficiency, long lifetime negative electron affinity photocathodes is important for applications such as photomultipliers, image intensifiers, electron beam lithography, electron microscopy, and polarized electron sources. The surface cleanliness of the III-V semiconductor photocathode is crucial in obtaining high photosensitivity.

GaAs(100) and InP(100) photocathodes are prepared by atomic hydrogen cleaning. The cleaning effect on the photocathode performance is discussed. The surface degradation mechanisms which reduce the photocathode lifetime are presented. The photocathode surface cleanliness, structure, and morphology are studied using reflection high-energy electron diffraction (RHEED).

The shear load experienced by each bolt in a multi-fastener bolted butt joint is a percentage of the total load applied to the joint. Joint failure can be premature when one fastener is subjected to a disproportional amount of the total load. Conversely, the ultimate load the joint can endure may be increased if the distribution of loads can be equalized by some means. In this investigation, two and four fastener butt joints were studied.
