This research consists of a formative evaluation designed to identify the steps necessary to revitalize a formerly successful Total Quality Management (TQM) process at a U.S. Navy engineering and logistics support organization. The research also developed a methodology to account for the fact that the investigator is a well-informed insider who served as one of the principle change agents for the TQM implementation.

The boundary value problems which are considered are the type that arise due to the presence of a Griffith crack (or cracks) in an anisotropic thermoelastic solid. The thermoelastic field, in such materials, when the infinitesimal theory is employed, is governed by a set of elliptic partial differential equations. The general solution of these equations is expressed in terms of arbitrary analytic functions whose real parts, in turn, are expressed in terms of Fourier type integrals or Fourier series. A new composite damping material is investigated, which consists of a viscoelastic matrix and high elastic modulus fiber inclusions. This fiber enhanced viscoelastic damping polymer is intended to be applied to light-weight flexible structures as surface treatment for passive vibration control. A desirable packing geometry for the composite material is proposed, which is expected to produce maximum shear strain in the viscoelastic damping matrix. Subsequently, a micromechanical model is established in which the effect of fiber segment length and relative motion between neighboring fibers are taken into account. This research investigated the development of Organizational Learning Process (OLP) through the application of a computer-based strategy in an organizational setting. OLP is developed from the organizational learning literature as an integration of similar concepts of organizational processes of inquiry essential to organizational learning. These concepts included: organizational dialectic (Argyris and Schon 1978), surfacing and testing mental models (Senge 1990a,1990b), and interpretation process (Daft and Weick 1984). A qualitative research methodology was developed within a participatory action research framework (Whyte 1989). This study deals with a systematic investigation of nonequilibrium processes in supersonic combustion. The two-dimensional, elliptic Navier-Stokes equations are used to investigate supersonic flows with nonequilibrium chemistry and thermodynamics, coupled with radiation, for hydrogen-air systems. The explicit, unsplit MacCormack finite-difference scheme is used to advance the governing equations in time, until convergence is achieved.

For a basic understanding of the flow physics, premixed flows undergoing finite rate chemical reactions are investigated. Results obtained for specific conditions indicate that the radiative interactions vary substantially, depending on reactions involving HO$\sb2$ and NO species, and that this can have a noticeable influence on …

A study is reported on subsonic bluff body near-wake flows. It has been determined that one family of bluff bodies, namely slanted-base ogive cylinders, can experience either a closed recirculating near-wake, or a longitudinal vortex near-wake depending on the base slant-angle and the Reynolds number. This suggests a dependence of near-wake parameters on the state of the boundary layer ahead of separation. This report addresses the influence of the boundary layer on the near-wake of slanted-base bluff bodies. Aircraft wakes represent potential hazards which can control aircraft spacing and thus limit airport capacity. Wake vortex trajectories and strengths are altered radically by interactions with the ground plane and by atmospheric conditions. This work has been concerned with developing more accurate numerical predictions. A two-dimensional, unsteady numerical-theoretical study is presented which has included viscous effects, the influence of stratification, crosswind and turbulence on vortex behavior near the ground plane, using a vorticity-streamfunction formulation.

Computational simulation of supersonic vortex breakdown is considered for internal and external flow applications. The interaction of a supersonic swirling flow with a shock wave in bounded and unbounded domains is studied. The problem is formulated using the unsteady, compressible, full Navier-Stokes equations which are solved using an implicit, flux-difference splitting, finite-volume scheme. Solutions are obtained for quasi-axisymmetric and three-dimensional flows. An algorithm is developed to obtain the grid sensitivity with respect to design parameters for aerodynamic optimization. Two distinct parameterization procedures are developed for investigating the grid sensitivity with respect to design parameters of a wing-section as an example. The first procedure is based on traditional (physical) relations defining NACA four-digit wing-sections. The second is advocating a novel (geometrical) parameterization using spline functions such as NURBS (Non-Uniform Rational B-Splines) for defining the wing-section geometry. In this dissertation, a new technique based on analytic geometry for the recognition and description of three-dimensional quadric surfaces from range images is presented. Beginning with the explicit representation of quadrics, a set of ten coefficients are determined for various three-dimensional surfaces. For each quadric surface, a unique set of two-dimensional curves which serve as a feature set is obtained from the various angles at which the object is intersected with a plane. A generic nonlinear math model of a multibody flexible system is developed. Asymptotic stability of such systems using dissipative compensators is established. It is proved that, under certain conditions, this class of systems exhibit global asymptotic stability under dissipative compensation. The dissipative compensators considered are static as well as dynamic dissipative compensators. The stability proofs are based on passivity approaches, Lyapunov methods, as well as a key property of such systems, i.e., skew-symmetricity of certain matrix. The importance of the stability results obtained is that the stability is robust to parametric uncertainties and modeling errors.

Organophosphorus compounds (OPs) comprise one of the major classes of pesticides in use today because they are highly effective and less toxic. Because of their extensive use, there is a need for monitoring OPs in water and vegetables. Gas chromatography (GC) is the usual method for OPs screening, but it is time-consuming and has the high cost of instrumentation. The sociotechnical aspects of group communication in semiautonomous technical work teams were investigated to understand how team members define "effective" group communication and what impact technical tools have on the group communication process. A team of workers with various technical backgrounds was selected for study. The study involved videotaped group sessions, a group training educational briefing and individual group member questionnaires. The results indicate that group members believed sharing information among group members was critical to successful communication and that certain technical tools could be effective during group meetings. Copper compensated silicon doped gallium arsenide (GaAs:Si:Cu) is used as switch material for bulk optically controlled semiconductor switch, and on-state photoconductivity of the switch is primarily due to the properties of the copper deep levels introduced in the material during diffusion. The effects of electron radiation on a polyetherimide (PEI), Ultem*, were investigated. In particular, the changes in the glass transition temperature (Tg) with absorbed radiation dose were studied. The polymer was exposed to mono-energetic beams of 100-keV electrons and 1.0-MeV electrons for doses up to 100 megagray (MGy). Dosimetry for the exposures was based on Monte-Carlo simulations of the transfer of energy from an energetic electron to the polymer and on comparison to Nylon standards. The temporal development of the electric field distribution in semi‐insulating GaAs photoconductive switches operated in the linear and lock‐on mode has been studied. The field structure was obtained by recording a change in the absorption pattern of the switch due to the Franz–Keldysh effect at a wavelength near the band edge of GaAs. In the linear mode, a high field layer develops at the cathode contact after laser activation. With increasing applied voltage, domainlike structures become visible in the anode region and the switch transits into the lock‐on state, a permanent filamentary electrical discharge. The permeation of oxygen through Ag0.05Zr over the temperature range of 300-650°C under glow-discharge conditions has been studied and compared to the permeation of thermally dissociated molecular oxygen. A low-energy dc glow-discharge in O2 has been employed which produced approximately 10% atoms. The permeation rate during the glow discharge was found to be much higher (a factor of ∼10) than without the glow discharge. The small fraction of oxygen atoms generated appears to dominate the permeation because of much higher solution probabilities. Below 500°C, the activation energy for the permeation with glow discharge was found to be 15.5 kcal/mol …

In order to explore and develop technology required for the magnetic suspension of objects over large ranges of orientation, a small-scale laboratory system, the large-angle magnetic suspension test fixture (LAMSTF) has been constructed at NASA Langley Research Center. This apparatus falls into the category of large-gap, actively stabilized magnetic levitation systems. The hardware comprises five conventional electromagnets in a circular arrangement, each driven from a separate bipolar power amplifier. NASA Langley Research Center has developed a library that allows Intel NX message passing codes to be executed under the more popular and widely supported Parallel Virtual Machine (PVM) message passing library. PVM was developed at Oak Ridge National Labs and has become the defacto standard for message passing. This library will allow the many programs that were developed on the Intel iPSC/860 or Intel Paragon in a Single Program Multiple Data (SPMD) design to be ported to the numerous architectures that PVM (version 3.2) supports. Using workstation clusters for distributed computing has become popular with the proliferation of inexpensive, powerful workstations. Workstation clusters offer both a cost effective alternative to batch processing and an easy entry into parallel computing. However, a number of workstations on a network does not constitute a cluster. Cluster management software is necessary to harness the collective computing power. An expression for the breakdown voltage of a one‐dimensional hollow cathode discharge has been derived. The breakdown condition which corresponds to Paschen’s law contains, in addition to the first Townsend coefficient, and the secondary electron emission coefficient two parameters which characterize the reflecting action of the electric field and the lifetime of the electrons in the discharge. The breakdown voltage for a hollow cathode discharge in helium was calculated and compared to that of a glow discharge operating under similar conditions.

Experimental observations of the energy‐dependent electron‐beam penetration in type II‐A natural diamond are reported. The experimental data are compared with results obtained from numerical Monte Carlo simulations, and the results are in very good agreement. The results also reveal that a threshold energy of about 125 keV is necessary for complete penetration for a 35 μm sample. It is found that over the 30–180 keV range, the energy dependence of the penetration depth and total path length exhibits a power‐law relation. The transport of femtosecond-laser-excited nonequilibrium electrons across polycrystalline and single-crystalline gold films has been investigated through time-of-flight measurements. The thicknesses of the films range from 25 to 400 nm. Ballistic electrons as well as electrons interacting with other electrons and/or with the lattice have been observed. The ballistic component dominates the transport in the thinner films, whereas the interactive transport mechanism is dominant at the upper end of the thickness range. A slower effective velocity of the interactive component is observed in the polycrystalline samples, and is assumed to arise from the presence of grain boundaries. The reflection coefficient of …

One challenge of modern control technology is how to control a flexible structure with accuracy, speed, and economy of effort. Controlling a structure with many degrees of freedom by purely active means implies the implementation of inordinate sensors and actuators and creates the need for numerous calculations that must be done instantly.
