This article applies systems theory to examine how academic structure influences departmental functions within small universities, it contrasts single focus academic departments and multiple focus academic departments, assessing their effects on instruction, research, service, enrollment stability, credit hour production, faculty workload, budget flexibility, and administrative power. This article analyzes how evolving governance arrangements in California public higher education shape operational decisions within a suburban community college speech communication department. Drawing on organizational analysis, it traces the effects of state reform legislation AB 1725, district campus hierarchies, and divisional affiliations on funding streams, credit hour generation, staffing ratios, course scheduling, and general education curriculum. The discussion shows that dependence on statewide full time equivalent student formulas and divisional budget priorities constrains capital purchases, promotes high enrollment basic courses, and limits elective offerings. This article develops an organizational scheme that explains how administrative structure influences the long term viability of communication programs in higher education. Drawing on organizational theory, it crosses composition and governance dimensions to build a two by two matrix that positions departments along continua from compositionally unified to compositionally diffused and from organizationally coherent to organizationally isolated. Through conceptual argument grounded in bureaucratic analysis, this article advances four propositions linking structural position to instructional capacity, research collaboration, external funding, resource allocation, political influence, and curricular flexibility. This article interrogates whether speech communication departments should pursue disciplinary coherence or embrace pragmatic opportunism while adapting to shifting institutional environments. Through case study analysis of structural evolution at a land grant university and a suburban research campus, it traces how size, articulation mandates, physical facilities, campus politics, curricular demand, public image, and faculty composition interact to shape organizational structure, program identity, governance, and resource allocation. Upon completion of its development, the study skills program was pilot-tested in the Tower Hill Junior High School in Tower Hill, Illinois. Parkland College is a community college of approximately 8,000 students located in Champaign, Illinois. The faculty and administrative staff is concerned with student retention, particularly the retention of those students in the pre-college or underprepared category who take courses that are below the college level. This retention study identified characteristics of underprepared students, interventions that had been successful at model community colleges, and recommended program implications for the future.
The study provided base-line data regarding characteristics of the 1346 underprepared students at Parkland College who were taking remedial coursework in the fall of 1988. Data was also gathered for the …

The purpose of this study was to assess the extent to which Iowa secondary school principals and teacher building representatives support a model for cooperative action in the administration of the state's secondary schools. In addition differences in the perceptions of those principals and teachers are examined and the extent to which practices in the schools reflect cooperative practices is determined.
The population for the study included all secondary teachers in Iowa identified by their local education associations as the building representative and the principals of the schools where the building representatives were employed. Data were gathered using a survey …

The purpose of this study is to determine the effects of the Effective Teaching Network (ETN), a program designed to develop collaboration among teachers. This study employs the pretest/posttest nonequivalent comparison group design. The treatment group (n = 75) represents an intact group of teachers who participated in the ETN pilot program. Thirty teachers participated in the direct level of treatment, and 40 teachers participated in the indirect level of treatment. The comparison group (n = 77) represents an intact group of teachers who were matched with the treatment group on teacher characteristics and pretest scores.
