During the last week of July 1987,20 fourth- and fifth-grade teachers spent four days at a simulated assessment center in an elementary school. Each teacher completed 10 performance exercises on the teaching of equivalent fractions. The following week, 20 high school teachers of United States history spent four days completing a like number of exercises on the American revolution and the formation of the new government. The purpose of this study was to examine the policy implementation process, and its implication for planned organizational change. A review of the literature reveals that school districts must utilize intensive recruitment campaigns to increase the hiring of minorities. The Superintendent Questionnaire was sent to the thirty-five Large Unit District Association (LUDA) throughout Illinois. Descriptive statistics, in the form of frequencies and percentages, were used to analyze responses to the questionnaire. The accountability of the nation’s schools is an area of great public concern. A useful tool that a school district may use in becoming more accountable to the public is a parent opinion inventory. The inventory may serve as one step in the process of bridging the gap between public expectations of the school district and its actual performance. This study measured the opinions of fifty-seven parents about the performance of the Central City school district. Budgeting is a statement of the organizational goals and objectives in monetary terms. Traditionally, budgets have been developed by adding to the previous year's budget as a base (at least in theory), but rather to start from a zero base and requires a justification of all expenditures. This method of budgeting assumes that each years's budget requests are built up from zero in response to the priorities and needs of that year.

The purpose of this study was to identify priority components and measurement standards of an effective K-6 At-Risk Program, then develop a resource guide for At-Risk program managers. A survey was sent to the Washington school districts with at-risk programs in place, as identified by the "Student Retention and Retrieval Program" handbook issued by the Office of the Superintendent of Public Instruction. The survey was successful in helping identify the most effective program components: individual and small group counseling, classroom presentations with published materials, parent education, attendance monitoring, and peer/adult tutors. A handbook for activities coordinators in AAA-size high schools was developed. The result of the study indicated that management of student activities was moving to the supervision of an assistant principal, and that a representative document for implementation and organization of student activities was needed. Further, the study demonstrated that a handbook for advisors and for students needed to be developed to complete the organizational loop.

Data were collected from all AAA-size high schools. Representative common job responsibilities for a half-time activities coordinator were provided. Recommendations from the conclusions were discussed.

The practice of job sharing, in which two teachers share the responsibilities of one teacher, is described. A comprehensive review of related literature is presented. Perceptions of those directly affected by the practice in one school district were gathered through 70 structured interviews with elementary principals, job sharing teachers, full-time teacher colleagues, students in job sharing classrooms, and parents. The study reveals predominantly positive reactions to the practice, and supports continuation of job sharing as an employment option for teachers.

This study examined the effectiveness of an educational service district's programs and services as perceived by various educator groups. The population of the study included certificated public school employees and school board members.

A sixty-two item survey instrument was used to obtain information from the study population. Of the 1507 survey instruments distributed, 769 instruments were returned for a response rate of 51%.

Academic Learning Time in Physical Education (ALT-PE) is defined as the portion of engaged time when a student is involved in practice appropriate to his or her ability. This article conceptualizes media ecology as an analytical lens for understanding how successive communication technologies generate ideology, shaping language, cognition, and social organization. Integrating systems thought, Marxist materialism, and time space analysis, it traces transformations from the typographic revolution to contemporary television and computer environments. Case illustrations ranging from monastic clocks and the printing press to satellite linked financial markets reveal that each medium reconfigures cultural values such as individuality, privacy, rational discourse, and civic participation.
