Abstract

As internationalization in higher education expands through transnational research, global curricula, humanitarian training programs, and faculty mobility, discourses on diversity often remain Western-centered and detached from lived realities of structural inequity. This paper argues that adaptive leadership, grounded in mobilizing communities to confront systemic challenges in complex and uncertain environments, provides a useful pathway for rebuilding global DEI with racial equity at the center (Heifetz et al., 2009). Since the Individuals with Disabilities Education Act (IDEA) passed in 1975, states gradually increased requirements for certification of these administrative roles, more clearly defining the criteria and standards to incorporate within preparation programs. Despite improvements in preparation programs for special education directors, there continues to be variation in preparation and certification requirements across states and persistent challenges with shortages of special education directors. The New York State (NYS) Excelsior Scholarship Program, introduced in 2017, was designed as a “first-in-the-nation” tuition-free initiative intended to expand college affordability for undergraduate students attending public institutions in New York State. While the program aims to increase access to higher education, its eligibility requirements, particularly the expectation that students complete 30 credits annually through continuous full-time enrollment, may disadvantage students whose academic pathways diverge from traditional enrollment patterns. Despite the expansion of LGBTQIA+ inclusive policies in K-12 education, disparities in students’ experiences with safety and belonging persist. This qualitative case study examines how such policies are interpreted and enacted within a high school and district in Southern California, and how these processes shape LGBTQIA+ students’ experiences.

Guided by ecological systems theory, queer theory, and multiple streams theory, this study conceptualizes policy implementation as a dynamic and socially constructed process influenced by power, ideology, and institutional context. Data were collected through interviews, document and artifact analysis, and observations, with analysis that used a multi-phased coding procedure.

Behind The Scores: How Federal Education Legislation Influenced Dayton Public Schools’ Special Education System For Students Of Color, Simran Kaur

This paper analyzes the district special education system of Dayton Public Schools’ through federal legislation requirements and state-reported data to evaluate access, implementation, and equity. Findings show that while the district meets several procedural requirements at federal levels, students with disabilities (especially Black students) face limited access to general education environments, family engagement, and disability identification at a local level. Risk ratios reveal subjective disability categories, which is contributing to the district’s low Achievement Gap Closing rate through the state-wide report card.

Anti-immigrant rhetoric, policies, and practices, which have grown increasingly prevalent due to the current national political climate, have adverse effects on the mental health of immigrant families and the teachers that support them in Connecticut. This study seeks to represent the opinions of Connecticut K-12 MLL (Multilingual Learners) Education Teachers and Administrators whose daily lives are impacted by the anti-immigrant and anti-refugee policies and procedures. The study employed a human subjects-based approach supported by a review of related literature. MLL Educators from around the state of Connecticut were interviewed. This paper explores the origins of the student loan debt crisis and proposes tying university incentives to graduates' repayment plans and disclosing median earnings for degrees before students apply. Specifically, while there are numerous factors explaining why the price of education has increased dramatically since the 1970s, this paper proposes solutions that will specifically target university moral hazards by requiring universities fund: (1) the current subsidies to federal student loan repayments under income-driven plans as the House of Representatives intended before the Senate removed "risk-sharing," and (2) bankruptcy law discharge amounts. Newly arrived immigrant students, commonly referred to as “newcomers,” represent a notable portion of the English Learner (EL) population in California’s K–12 public schools. As of Fall 2023, the California Department of Education reported that newcomers comprised 3.27% of total student enrollment. Although enrollment is projected to decline in the near term, the potential for future increases highlights the need for sustainable, evidence-based support systems. African American educational leaders consistently navigate racial microaggressions that challenge their focus, identity, and well-being. This study explores how these leaders deploy attention to manage the emotional weight of microaggressions in K-12 public school settings. Using Gross’s emotion regulation theory and Sue’s taxonomy of racial microaggressions, this qualitative phenomenological study examines how attentional deployment serves as both a shield and constraint. Data from the African American leaders reveal that silence, background processing, selective focus, and redirection to professional goals are common strategies to sustain composure. This study evaluates the effectiveness of the Rural Utah Data Symposium, an event designed to address data-driven decision-making among rural leaders. The symposium features expert-led presentations on the rural economy, healthcare, housing, mobility, broadband, and wellbeing. Data were collected through an online exit survey with a 67% response rate (n = 35). Attendees rated presentation quality, learning outcomes, and overall satisfaction. Findings show high ratings and positive learning outcomes, demonstrating the symposium’s value in empowering informed decision-making. Recommendations include increasing interactivity among attendees, broadening content scope, and expanding statewide representation to further support data utilization in rural Utah.

National data illustrates that using exclusionary discipline practices has resulted in disproportionality and overrepresentation in school discipline. Additionally, research also illustrates that African Americans have been overrepresented in exclusionary discipline at higher rates than their White counterparts. This study aimed to determine if there was a statistically significant difference in the percentage of exclusionary discipline practices between African American and White students based on school district settings within Texas. Despite extensive scholarship on relational trust, social capital, place-based leadership, and culturally responsive practice, little is known about how a principal’s residency within the school community shapes leadership demands. This qualitative, multi-case study employed semi-structured interviews, reflexive memoing, and cross-case thematic analysis to examine how nine Minnesota high school principals who lived in the urban, suburban, and rural communities they served experienced leadership practice, equity work, and emotional labor. Findings revealed that residency functions as a consequential leadership condition that reorganizes how principals build trust, exercise judgment, engage families, navigate boundaries, and interpret equity-related tensions. This study examines how disaggregated first-year mathematics outcomes, including failure, low-passing grades, course withdrawal, and no attempt at a credit-bearing mathematics course, are associated with second-year retention at a large, diverse, urban public university. The study extends academic momentum theory by positing and operationalizing preserved (marginal passing), disrupted (failure or withdrawal), and dissipated (non-enrollment) as qualitatively distinct momentum states rather than a single condition. Using a segmented binary logistic regression model with more than 26,000 first-time, full-time students across ten entry cohorts (2012–2021), we estimate differences in retention by mathematics outcome, course type, and cohort context. The aim of this review is to identify barriers and provide solutions to the implementation of inhaled corticosteroid-formoterol as rescue therapy within schools.

Recent findings

GINA guidelines in 2019 and NAEPP in 2020 recommended inhaled corticosteroids combined with formoterol for a rescue inhaler over the traditional short-acting beta-agonist.

Summary

The findings discussed in this article describe the barriers to the implementation of inhaled corticosteroids combined with formoterol for a rescue inhaler in school systems. This qualitative study examined how institutional quality is constructed, communicated, and negotiated through the accreditation process in U.S. higher education. Drawing on a multiple case study design, the research analyzed accreditation-related documents from eight institutions undergoing reaffirmation, including self-study reports, peer review team reports, Commission action letters, and institutional responses. The study was guided by three research questions: (a) What institutional signals of quality are evidenced in self-studies? This phenomenological qualitative study investigated the underrepresentation of women and racially marginalized individuals in the superintendent position, the highest leadership position within K-12 public education. The superintendent position has been overwhelmingly represented by males, even though women were the majority of the teaching workforce.
