Data collection strategies included one-on-one semi-structured …

Disruption, Recovery, And Divergence: How Prepandemic Achievement Levels Shaped Learning Loss, Recovery, And Spending Efficiency In Tennessee Public High Schools, Wilson Boyd Aug 2026

Disruption, Recovery, And Divergence: How Prepandemic Achievement Levels Shaped Learning Loss, Recovery, And Spending Efficiency In Tennessee Public High Schools, Wilson Boyd

Electronic Theses and Dissertations

The COVID-19 pandemic caused significant and uneven learning loss in Tennessee public high schools. The statewide ACT composite average fell from 20.2 in 2019 to 19.1 in 2021. By 2024-2025, it recovered only to 19.3. During the same period, Tennessee received approximately $3.86 billion in additional federal funds and $1.15 billion in new state funding. This ex post facto quantitative study examined whether prepandemic achievement levels predicted learning loss severity and recovery patterns of a census of 322 Tennessee public high schools from 2018-2019 through 2024-2025.

The study used two theoretical frameworks. Baumol's cost disease theory predicted that structural productivity …

Navigating Preparation: A Qualitative Exploration Of Special Education Teachers' Experiences Supporting Students With Disabilities In Transition To Post-School Life, Carrie Ann Friend Jun 2026

Navigating Preparation: A Qualitative Exploration Of Special Education Teachers' Experiences Supporting Students With Disabilities In Transition To Post-School Life, Carrie Ann Friend

Electronic Theses and Dissertations

Transition-focused instruction is a critical component of special education services intended to prepare students with disabilities for postsecondary education, employment, and independent living. Although federal legislation such as the Individuals with Disabilities Education Act (IDEA) requires transition planning beginning in secondary school, prior research indicates that many special education teachers feel inadequately prepared to implement transition-focused instruction effectively. Existing literature has largely examined transition outcomes for students and programmatic compliance, while less attention has been given to teachers’ lived experiences implementing transition services within school contexts. The purpose of this qualitative narrative inquiry study was to explore how high school …

Induction Programming For Novice Special Education Directors: The Significance Of Informal Supports In The Absence Of Formal Structures, Julie E. Rottier-Lukens Jun 2026

Induction Programming For Novice Special Education Directors: The Significance Of Informal Supports In The Absence Of Formal Structures, Julie E. Rottier-Lukens

Electronic Theses and Dissertations

The role and responsibilities of a special education director are unique and highly complex when compared to other district-level leadership roles. Since the Individuals with Disabilities Education Act (IDEA) passed in 1975, states gradually increased requirements for certification of these administrative roles, more clearly defining the criteria and standards to incorporate within preparation programs. Despite improvements in preparation programs for special education directors, there continues to be variation in preparation and certification requirements across states and persistent challenges with shortages of special education directors. After completing a preparation program, what support exists for novice special education directors to help them …

Higher Education Institutions In U.S. Blockchain Innovation Governance Documents, Clarissa Terracciano

Electronic Theses and Dissertations

Blockchain technologies have attracted growing attention as an evolution of digital recordkeeping, prompting interest in higher education governance, credentialing, and data management. As the national blockchain innovation system expands through governance infrastructure, the inclusion of higher education institutions as governing actors is imperative for coherent and equitable deployment. This qualitative study examines what roles the U.S. government blockchain documents assign to higher education institutions within the national blockchain innovation system.

Using innovation systems theory, particularly the triple-helix model of …

Beyond Cough Drops And Band-Aids: An Interpretive Phenomenological Study Of Certified School Nurses’ Professional Scope And Enacted Roles In Pk–12 Settings, Brandy Gershon

Electronic Theses and Dissertations

This qualitative dissertation explored the underutilization of certified school nurses (CSNs) in PK–12 educational settings across urban, suburban, and rural school districts in western Pennsylvania. Despite their advanced preparation and wide-ranging scope of practice, school nurses are often limited to providing episodic care, including first aid, medication administration, and treatment of minor injuries. This limited use reflects a significant misalignment with their professional scope of practice, which encompasses chronic disease management, health education, mental health support, care coordination, and leadership in public health. Guided by role theory (Biddle, 1986), this study examined how school nurses perceived and interpreted their professional …

Navigating Social Belonging: Live Experiences Of Young Adults With Intellectual Disabilities In Inclusive Postsecondary Education Programs, Brian Keys

Electronic Theses and Dissertations

Inclusive postsecondary education (IPSE) programs have expanded access to higher education for students with intellectual disabilities (ID), yet access alone does not ensure meaningful inclusion or a sense of belonging. Bridging Professional Development Gaps In Pacrao Through Gamification, Chad Everett Saunders Mar 2026

Bridging Professional Development Gaps In Pacrao Through Gamification, Chad Everett Saunders

Electronic Theses and Dissertations

This study examined the extent to which a gamified professional development platform can foster skill development, knowledge application, and engagement among members of the Pacific Association of Collegiate Registrars and Admissions Officers (PACRAO). Grounded in the principles of humanism (Rogers, 1969) and andragogy (Knowles, 1990), and operationalized through gamification (Kapp, 2012), this study evaluated whether game-based mechanics aligned with adult learners’ professional development needs within a geographically dispersed regional association. To address these constraints, a prototype gamified platform, PACRAO University, was developed to provide a flexible, self-paced, and contextually relevant learning environment. Using a quantitative, within-subjects repeated measures design, …
