Design professionals need to acquire competencies in interdisciplinary, collaborative design practice. Proceeding from this assumption, this paper analyses a case study of a joint project between an architecture studio at Bowling Green State University and a planning seminar at the University of Toledo. Students working in extramural teams developed proposals for the revitalization of a plaza in Toledo, an historic city in Ohio. The plaza, which in architectural terms represents a blend of Gilded-Age finery, high-order contemporary work and stretches of decay, is in the process of slow regeneration. The separation of incompatible uses by zoning has been an established land regulatory tool for the past eighty years. The Standard State Zoning Enabling Act was made available to states by the U.S. Department of Commerce in 1924 to provide state governments with standardized language with which they could pass legislation that would grant governments the authority to enact zoning ordinances to promote the health, safety and welfare of the public. The United States Supreme Court held up the legality of zoning with the landmark 1926 case of Euclid v. Ambler Realty. Since that time, zoning has been the predominant …

Spatial Patterns And Determinants Of Industrial Regional Growth In Mexico, 1993-2003: Implications For Regional Planning And Public Policy, Jesus Antonio Trevino

This research investigates industrial regional growth and its determinants in Mexico from 1993 to 2003. Strategies of local economic development, usually based on industrial promotion, require knowing main determinants of industrial regional growth. The case study shows that there is no variable with a systematically strong effect for all industries which policymakers and planners might directly control. This finding warns us about generic policy designs uncritically based on outcomes from other experiences. Although these results show a complex problem in terms of regional policy, some recommendations for industrial spatial distribution may, however, be derived from this study. For instance, during …

Across New England communities have been experiencing a rapid outward surge of development away from our community and downtown centers. Effects of sprawl include a loss of wildlife habitat, farm and timber lands; increased costs of community services and higher taxes; auto-dependency, longer commutes, and increased congestion; increases in air and water pollution; a sedentary lifestyle and increased obesity; and losses to one’s sense of place and social ties.
State-level responses to sprawl have surfaced throughout New England in recent years. This report describes 11 examples of these responses, representing all six New England states and a diversity of recent …

The following report presents the result of eleven weeks of a collaborative effort taken by a Cal Poly undergraduate planning class (CRP 341 – Community Design Studio; Fall 2006) to create a vision for future development in the community of Traver. This work continues a process started during the Summer of 2006, when a special group of our department’s faculty and students held a series of community workshops designed to develop a participatory concept plan for Traver.

What local leader or public official wants to be faced with an SOS the “same old story” of public discord and confrontation over growth and development in one’s community? That situation has become a problem for efforts to promote smart growth. Investments are needed in the walkable, compact, traditional‐streetscape and mixed use neighborhoods and developments that are more sustainable and healthy than sprawl, for both people and the landscape. Yet attempts at such change all too often end up mired in costly public controversy and stalemate.

The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

The village of Peace Dale in the town of South Kingstown, Rhode Island, developed around several mills that commenced operations in the 1800s. One mill, known as the Palisades, is still partially active and in excellent condition, but much of its square footage is unutilized. A citizens’ group of artists and business people joined with the mill owners and the town of South Kingstown to develop new zoning regulations to make more flexible the permitted uses for the mill site. Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. The case study describes the planning and construction of the new bridge and corridors that re-routed traffic out of Augusta’s downtown and older neighborhoods, and created the opportunity for planned development adjacent to the corridor created by the new bridge. Between 1955 and 1965, the Rockefeller Foundation responded to the urban crises created by the pre- and post-war housing shortage and heavy-handed urban renewa lstrategies by sponsoring urban design research projects by Kevin Lynch, Jane Jacobs, E. A.Gutkind, Ian McHarg, Christopher Tunnard, Ian Nairn, Edmund Bacon, Christopher Alexander and others. Drawing on documents from the Rockefeller Foundation Archives,this paper considers the state of urban design theory after World War II and outlines the major sponsored research projects. The case study describes a successful smart growth initiative in the town of Amherst, Massachusetts, at an intersection known as Atkins Corner. The initiative grew from two motivating factors: the necessity of realigning Route 116, a major north-to-south artery through the town, to decrease traffic accidents at the intersection and improve pedestrian safety; and a desire on the part of Hampshire College and the Town to create a village center at the intersection. It is an experiement intended to test ideas and suggest ways in which to reconsider architecture within a directed urbanism. Directional urbanism is a term that I use to describe how insertions can redirect or reinvent the trajectory of a city. This thesis privileges resiliency as the objective of that new trajectory; not as a moment of realization, but rather a continually changing adaptive process that allows cities to act, and react, in a constructive way."
