A Qualitative Analysis Of Ramp Metering Implementation: Lessons Learned From The West Coast Of The United States, Sydney Ford

This study evaluates how ramp meters, traffic lights installed on highway on-ramps, are used to reduce traffic on the West Coast of the United States, specifically in California, Oregon, and Washington. This research was conducted to better understand how ramp meters are planned and implemented, and to help government agencies manage traffic effectively without adding new highway lanes.

This study reviewed 129 public documents from federal, state, and local agencies to evaluate public involvement in ramp metering planning, concerns about the meters, costs and funding for the meters, and the meters’ design and implementation.

Urban rewilding offers a nature-based approach to restoring ecological processes in cities while advancing climate resilience, biodiversity, and public well-being. Unlike conventional green infrastructure, rewilding allows ecosystems to develop with minimal intervention, emphasizing succession, complexity, and long-term adaptability. This paper examines the political, economic, and social factors that frame how rewilding is understood and implemented in urban planning. Governmental frameworks often prioritize order, predictability, and short-term results, making it difficult to accommodate the uncertainty and ecological complexity that rewilding requires. Tax increment financing (TIF) is used by cities and towns to subsidize projects within their jurisdictions. The name derives from the growth in the tax base that a (re)development is theoretically responsible for. The increase in tax revenue is directed to funds to pay for the project. TIF is used in 49 U.S. states and each state has unique legislation for its use of it, though there are large similarities between states on how it’s implemented. Climate change presents a complex global threat, particularly in Latin America and the Caribbean, where the impacts are severe, yet the region also showcases innovative approaches to face these issues. This study systematically analyzes the challenges faced by urban sustainability projects in the region, drawing insights from 35 case studies in the Urban Sustainability Exchange (USE) database. The primary objective is to identify shared challenges in implementing climate action initiatives, offering valuable lessons for future projects. As of 2024, Virginia’s Central Region continues to produce one of the highest rates of foster care emancipations in the state, despite having minimal infrastructure to support young adults transitioning out of care. Each year, dozens of foster youth in the region age out of the system without reunification, adoption, or other forms of permanency, disproportionately entering adulthood without the stability of housing, employment, or accessible services. Although permanent supportive housing (PSH) has emerged as a nationally validated model for housing and service integration, few PSH developments in Virginia are designed specifically for aged-out foster youth or their families.

The problem explored in this mixed-method research is that many cities are unprepared for urban growth, which can only increase poverty and crime. The traditional transportation system is inadequate to support the increase of urbanism; it is responsible for polluting the air, increasing greenhouse gases, and losing thousands of lives annually due to car crashes and road-related accidents. The transportation sector is responsible for 28% of the overall greenhouse gas emissions (Environmental Protection Agency, 2018), and the economic costs of vehicle crashes in the United States totaled $340 billion (Department of Transportation, 2019).

This study examines the planning curricula of the 22 land-grant institutions accredited by the Planning Accreditation Board (PAB) to assess whether these programs align with the new emphasis on equity in the most recent PAB accreditation standards. A new town is strategically built within a short period compared to naturally developed cities. It is considered an appropriate study area for analyzing the urban climate problems such as surface urban heat islands (SUHIs) that is differently generated according to urban planning and development. In this study, we suggest comprehensive method for determining and comparing changes in surface UHI distribution during 1989–2048 in two new towns with different urban planning. First, a substantial increase in built-up areas was observed from 1989 (< 5%) to 2018 (> 40%) in both new towns. Since the presidency of Enrique Peña Nieto, affordable housing developments in Mexico have been produced in a massive, unsustainable scale. The speed at which these developments are produced equates to the carelessness that goes into their planning. At large, the developments’ monotonous design is aesthetically dehumanizing and fails to promote a sense of community.
