"This investigation is based on the contention that a city is made up of an urban construct where certain elements are continuous in their presence. This continuity provides legibility to an urban environment. The fact that elements or parts are an integral part of the legibility of the city fosters the reading of the city as a function of their integration. The role or place of architecture therefore lies on the formation of the city through its parts."

Planning For Water Quality: Implementation Of The Npdes Phase Ii Stormwater Program In California And Kansas, Stacey Swearingen White, Michael R. Boswell
City and Regional Planning
In the United States, the federal government is increasingly relying on local governments to implement policies that address the nation's lingering environmental problems. Yet, little is known about the factors that influence local level implementation of a federal mandate. This paper explores local government response to the NPDES Phase II Stormwater Program in California and Kansas by investigating local conditions, perceptions of the federal program, and implementer characteristics. The study found that fiscal resources, a well-educated public, positive perceptions of' the federal policy, and co-operative planning efforts lead to better compliance with the mandate and a higher quality response.

Efforts to accommodate increasing and dispersed demand for travel in the face of mounting traffic congestion, escalating construction costs, limited rights of way, and diminished air quality have caused planning agencies to adopt plans that would enhance transit choices. Faced with fiscal limitations, the need to prioritize the ever-growing list of improvement projects is paramount. To meet this need in the development of the Bay Area System Plan for Regional Express Bus Service in California, a survey of existing literature on capital investment prioritization in transportation was conducted. Severe ice storms occur every year in the United States and Canada, particularly in the midwestern and eastern regions of the United States. Along with fires and wind, ice storms are a frequent and major natural disturbance factor in eastern deciduous forests. Likewise ice storms are responsible for deaths and injuries of people and cause dramatic damage and tree loss to urban forests. Ice storms annually result in millions of dollars in loss, and potentially billions of dollars in losses for extreme and widespread ice storms. Recent interest in expanding offshore oil production within waters of the United States has been met with opposition by groups concerned with recreational, environmental, and aesthetic values associated with the coastal zone. This paper argues that urban planners and policy-makers lack an effective future-oriented approach enabling them to comprehend current complexity, anticipate impending change and shape a preferred future condition. In doing so it: - reviews the performance of contemporary city planning; - examines the need to chart and navigate the city technosphere by reference to city capital; - explores ways in which planning can benefit from a futures studies approach; - describes generally how futures-oriented thinking can produce effective city prospective; and, - poses specifically a number of questions regarding the concept of the intelligent city’. This paper is a brief discussion of a recent research on how Brazilian cities have been shaped from the late 1980s to the early 2000s through several case studies in different cities. After the disruption of the modernist paradigm, the demythification of Brasilia, and the redemocratization of the country in the 1980s, architecture and urbanism in Brazil were eager for new models with which to face urban development. "Often cities are developed and designed on a parcel by parcel basis without an overall master plan. Urban actors (architecture, planners, developers, municipalities, engineers, artists, etc.) are responsible for what happens on their land alone. While this can result in a series of discrete separate enclaves it is also possible to graft new developments into/onto existing ones. This thesis contends that fragments of urban form can be guiding catalysts for subsequent urban growth and transformation. It intends to explore the possibilities opened up when urban actors leave behind partial or fragmentary works for others to elaborate upon."

This study analyzes per capita expenditure trends among selected fast-growing Maine towns from 1970-2004. The ten communities studied are termed as “suburbanizing” towns. This term is used to describe towns that over the past 30-40 years have been in the process of transition from rural to suburban – in terms of their population and housing densities, their forms of government, and the services they provide, as well as other characteristics.1 Such towns are of particular interest because they have been absorbing a healthy percentage of the state’s population growth during this time period, often at the expense of Maine’s service …

Both the responsum of Rabbi Aboab and that of Hakham Zvi Ashkenazi reflect a feature of pre-modern kehillah life almost never dealt with in scholarly literature, namely, the urban eruv, a physical boundary delineating space in which one is permitted to carry items on Sabbath, erected by the kehillah.

Complex systems, such as urban systems, emerge unpredictably without the influence of central control as a result of adaptive behavior by their component, interacting agents. This paper analyses city size distributions, by decade, from the south-western region of the United States for the years 1890–1990. It determines if the distributions were clustered and documents changes in the pattern of clusters over time. Clusters were determined utilizing a kernel density estimator and cluster analysis. The data were clustered as determined by both methods. The analyses identified 4–7 clusters of cities in each of the decades analysed. Cities cluster into size classes, …

The guide is organized in three parts: a map that locates projects throughout New York State and New York City, detailed descriptions of selected projects, and a database that lists most, if not all of the UDC housing projects, including those not represented by image and text in the project summaries.

This study reviews Clark County's non-conforming zone change process from 1990 to 2002. A non-conforming zone change, sometimes known as a non-conforming zone boundary amendment is a proposed request that is not within the range of residential densities and/or non-residential intensities indicated on the applicable land use plan map, master plan, or concept plan. The experience of hosting an international conference at the University of Michigan on the topic of shelter, women, and development provided the authors of this paper with two kinds of insights. First, there was useful substantive information which broadened our delineation of the subject area addressed. Second, we developed a heightened awareness of university and institutional administration and the logistical issues that must be attended to if faculty/student initiatives are to succeed. Public transit operators in the United States have long known that fare hikes do not increase total revenues. Although while fare reductions might boost ridership, they can also reduce total revenues and thus increase reliance on subsidies. Transit operators trying to balance their budgets need new strategies that can produce more revenue than costs. Some transit agencies have tried selling steeply discounted unlimited-ride transit passes to groups, such as students at a university or employees at a large company. Such deep-discount group-pass programs are paid for either by participants though payroll deductions or school fees, by an employer or school, …

Built in the 1970s, Village Homes is an extremely successful housing development in Davis, California, and considered a model of sustainable community design. Energy-conscious houses are organized around a system of pedestrian-friendly streets and open spaces, with community facilities, shared gardens, orchards, and vineyards, all managed by residents. Professor Paul Wack, a founder of the Sustainable Environments minor in the College of Architecture and Environmental Design, has been adopting it as a case-study for his classes for several years.
