This is the final report on Phase 1 of this project, conducted between March and October, 1988, under Cooperative Agreement No. 814921. It addresses the issue of environmental risk communication under Title III of the Superfund Amendments and Reauthorization Act of 1986 (SARA). That act calls for the creation in each state of Local Emergency Planning Committees (LEPCs) which are to include representatives of local government; police, fire, hospital and other emergency response and public health agencies; facilities likely to use hazardous materials covered by SARA; community groups and the media. The Minor Theatre and the adjacent Minor Building have been submitted for consideration for designation under the City of Arcata's Landmark and Historic Preservation Overlay Zone (LHP). Both buildings are historically important to Arcata by virtue of their association with pioneer lumberman and entrepreneur Isaac Minor and because of their contribution to the commercial, social and cultural life of the community. Although the buildings have experienced exterior alterations since their construction three- quarters of a century ago, both retain sufficient architectural integrity to easily qualify for LHP designation.

The City of Arcata is developing a sports complex, including playing fields and structures, on its property lying south and west of 7th and Union Streets. Prior to the commencement of construction, an archaeological investigation was performed to determine the extent and significance of a previously-identified prehistoric site. In addition to artifacts associated with the prehistoric time period, historic artifacts were also encountered. To assist in the evaluation of these artifacts, research of the historic component of the property was undertaken. With its exceptional array of Victorian and turn-of-the- century commercial and residential structures, Ferndale is recognized statewide as a place of historic significance. Individual structures are notable examples of late 19th and early 20th century styles, many displaying the opulent applied ornamentation of the period. But the significance of this collection is not simply that of individual structures; rather, it is the architectural and historic integrity of the town as a whole that preserves a Victorian character rarely found in late 20th century America. The Homestead Neighborhood is located in southwest Portland. It was first studied as part of the Marquam Hill Plan in 1977. Since that time two major health providers, the Shriners and the Veterans Administration,have built new facilities on the hill. The Oregon Health Sciences University is now poised and ready for major expansion of its medical schools, hospital and research facilities. Meanwhile, area residents and property owners, have voiced concerns about increased traffic, and building density.

Utah County has the second largest county population in the State of Utah and ranks 16th out of 29 in total land area. Over 90% of the County's quarter of a million residents live in the area known as Utah Valley, a relatively narrow strip of land situated between the Wasatch Mountains and Utah Lake. In addition to a large population, most of which was realized during the 1970s, Utah Valley also contains the bulk of the County's important agricultural land.
