Background: Climate change is not only a global challenge but also a strategic issue of development in Indonesia. The Medan City Government has implemented various mitigation and adaptation efforts, yet it continues to produce greenhouse gas emissions and is exposed to climate change impacts. Jakarta, a densely populated delta city and Indonesia's former capital undergoing post-relocation transformation, faces escalating climate change impacts, including land subsidence and tidal flooding. Annual subsidence rates of 5–25 cm in northern areas and recurrent tidal floods, including the December 2025 event, pose significant threats to urban sustainability and economic stability. This study employs a qualitative descriptive–analytic approach using a single-case study of Jakarta. Smart city initiatives are examined as governance instruments for climate resilience, drawing on secondary data from regulatory documents, real-time digital monitoring platforms, and global smart city performance indicators. Mobile County, Alabama, receives among the highest annual rainfall totals in the United States resulting in frequent stormwater flooding that intersects with existing socioeconomic vulnerabilities. Within the Mobile County Public School System (MCPSS), 77% of students are economically disadvantaged and over 10% experience homelessness, creating heightened risk for educational disruption during flood events. This study investigates how stormwater flooding influences school attendance, closures, and academic performance across MCPSS, providing insight into how climate-driven hazards exacerbate educational inequities. However, current systems face efficiency challenges, high operational costs, and potential imbalances between demand and service capacity. This study proposes a framework to optimize sea transportation services in the Kepulauan Seribu using the Vehicle Routing Problem (VRP) method, especially the Capacitated Vehicle Routing Problem – Many Single Depot (CVRP–MSD) model with heterogeneous fleets and mixed cargo (passenger and goods). Traffic management at at-grade pedestrian crossing facilities (pelican crossings) in highly populated areas, such as the Universitas Indonesia Station, faces significant inefficiency challenges. During peak hours, the fixed-time system is frequently disabled and replaced with subjective manual control by security personnel, thereby triggering irregular stop-and-go cycles and a high accumulation of vehicle delays. The transition toward smart governance requires local governments to adopt data-driven policy approaches, particularly in managing urban tax capacity. However, tax administration in many developing regions remains predominantly tabular and administrative, limiting the ability to capture the spatial dynamics of economic activities. Urban areas are increasingly exposed to natural hazards while accommodating a growing share of the global population, yet a consistent science-based framework for quantifying urban and community resilience remains lacking. This dissertation develops a physics-based analytical framework grounded in statistical mechanics and the quantitative theory of Brownian motion. A city is conceptualized as a complex medium in which citizens move analogously to Brownian particles within a viscoelastic environment, influenced by socioeconomic interactions and infrastructure functionality.

This thesis examines the disproportionate burden of lead exposure carried by low income, POC communities. The systemic nature of this problem is a symptom of a longstanding legacy of environmental injustice in the United States. Decades of federal neglect are reflected in the higher statistics of lead exposure and poisoning in predominantly black communities. While it is understood that lead exposure poses a serious threat to physical health and early cognitive development, there is a discouraging lack of urgency to remove the toxin from non-wealthy communities. Open Space Management Plans (OSMPs) are increasingly used by municipalities to guide the long-term stewardship of natural lands; however, little formal guidance exists regarding how these plans are structured, developed, or organized in practice. While numerous OSMPs are publicly available, their compositional logic, procedural workflows, and thematic priorities remain largely undocumented within academic literature. This study addresses that gap through a qualitative document analysis of fifteen publicly accessible OSMPs from the western United States, published between 2015 and 2024.

Gentrification—broadly, the replacement of a less powerful group by a more powerful one in an urban context—is oft-discussed in the popular press, but its definition is much-debated in the urban planning literature. Furthermore, academic treatments of displacement understandably focus on measurable yet fairly abstract indicators like changes in rent or income, whereas neighborhood change is often registered by residents on the ground using visual, but difficult-to-quantify markers like retail turnover. This document-based case study explains how land-use change along the Catawba River Corridor (Lancaster and York Counties, South Carolina) has been produced through the interaction of property rights (dominium) and rule-setting authority (imperium), showing why sovereignty continues to shape development even after land disputes appear “settled.” Through analyzing legal records (Treaty of Nation Ford, the 1959 Catawba Division of Assets Act, the 1986 Supreme Court timing decision, and the 1993 Settlement Act), planning documents, parcel records, and field observations, we trace how shifting jurisdiction and title certainty structured what kinds of land uses were possible and when. This thesis traces the evolution of doikayt—the Bundist principle of hereness—from its origins in the Jewish Labor Bund to contemporary applications in North America. Rooted in a refusal of both assimilation and nationalist escape, doikayt emphasizes cultivating safety, solidarity, and belonging through collective responsibility rather than territorial claims.
Building on this foundation, the exploration situates hereness within a settler-colonial context, where ethical dwelling is complicated by Indigenous dispossession. Intelligent transportation systems (ITS) depend on accurate traffic prediction to support congestion management, infrastructure planning, and real-time operational decisions. Despite substantial progress in data-driven forecasting, several challenges continue to limit practical deployment: traffic data is distributed across independent regional authorities, making centralized aggregation infeasible, standard federated aggregation strategies ignore traffic-specific characteristics that meaningfully affect model quality, and existing models produce only numerical outputs without interpretable reasoning that urban planners can act upon. This thesis addresses these challenges through four contributions that collectively advance privacy-preserving, explainable, and scalable traffic forecasting.

Many students struggle to easily find parking during the school day at Lipscomb University, and this problem will only be emphasized with the potential removal of the nearby Stokes parking lot (containing 255 spaces). To combat this need and help provide additional room for university growth, we propose the addition of a parking garage west of the Fields engineering building, between Belmont Boulevard and Grandview Drive. Flooding has profound social, economic, and environmental impacts on local communities, and zoning plays a critical role in mitigating these risks. The 2019 Nebraska floods, among the most severe in the state’s history, highlighted the urgent need to strengthen local preparedness and mitigation strategies. This study assesses the extent to which local zoning regulations in Nebraska’s most affected jurisdiction, including rural areas, address flood risk reduction. Wetlands provide essential ecological, social, and economic benefits for our society. In the United States, states and tribes play crucial roles in wetland protection, restoration, and management. However, no research has systematically measured state-level wetland planning efforts towards national conservation goals. This study is the first to comprehensively evaluate how state-level Wetland Program Plans (WPPs) align with national missions, particularly the "no-net-loss" of wetlands goal. Our research assesses the EPA-approved state-level WPPs from 42 out of 50 states in the United States during the period from 2015 to 2024. This study first confirms whether Nebraska’s wetlands are still functioning hydrologically in ways that reduce flood impacts. Wetlands are known to lessen flood damage by storing water, slowing runoff, and moderating peak flows, but these benefits depend on the wetlands’ ability to maintain inundation and saturation through time. Many wetlands across the state have undergone drainage, hydrologic alteration, or isolation from surrounding watersheds, raising uncertainty about their present-day functioning. Using seven years of Sentinel-2 imagery processed in Google Earth Engine, this research establishes a clear, long-term record of inundation patterns across thousands of wetland parcels. Urban rewilding offers a nature-based approach to restoring ecological processes in cities while advancing climate resilience, biodiversity, and public well-being. Unlike conventional green infrastructure, rewilding allows ecosystems to develop with minimal intervention, emphasizing succession, complexity, and long-term adaptability. Flooding remains one of the most pressing natural hazards in the United States, with increasing frequency and intensity driven by climate change. This thesis explores the adaptation planning strategies employed to mitigate flood risks in Bellevue, Nebraska, a city significantly impacted by the 2019 floods in eastern Nebraska. Using a mixed-methods approach, the study combines quantitative analysis of flood vulnerability with a critical review of local planning policies using documents, zoning ordinances and institutional frameworks. Recognizing that libraries serve multiple constituencies and subject areas, this chapter documents and advocates for development of transdisciplinary arts-based research (ABR) and culture-related projects linked to environmental challenges. Libraries contribute collections and spaces, as well as the research of library and information scientists. Libraries are currently among invisible contributors to sustainability planning and services. Urban forests are valued as green infrastructure for the variety of benefits they provide across ecological, social, public health, and economic domains. To understand the distribution of trees, maps are required. Many methods of mapping tree cover use expensive and data-intensive datasets such as hyperspectral and LiDAR imagery, making these methods inaccessible to municipal forest managers.
