How a policy or planning tool (e.g. BRAC) contributes to real and perceived conclusions from policy implementation is the main focus of this research. This research examines differences between real and perceived encroachment issues and concerns through study of military installations and their contiguous communities using post-BRAC opinion data compared to conclusions drawn from pre-BRAC and post-BRAC empirical data. Environments conducive to walking may help people avoid sedentary lifestyles and associated diseases. Recent studies developed walkability models combining several built environment characteristics to optimally predict walking. Developing and testing such models with the same data could lead to overestimating one's ability to predict walking in an independent sample of the population. More accurate estimates of model fit can be obtained by splitting a single study population into training and validation sets (holdout approach) or through developing and evaluating models in different populations. Local jurisdictions’ coastal zone land use plans play an important role in protecting critical coastal resources and ensuring coastal communities’ sustainable development. This study extends the previous national and regional measurement systems to local coastal zone land use planning. This study evaluates 46 California local jurisdictions’ coastal zone land use plans and analyzes the factors influencing local coastal zone land use planning capacities. The descriptive results show that planning quality varied widely in scope and content, and did not fully utilize available coastal management tools and mechanisms to influence local development patterns. Local land use planning has profound impacts on environmental quality; however, few empirical studies have been conducted to systematically measure local land use plans’ environmental assessment quality and to identify the factors influencing it. This paper analyzes the quality of 40 Environmental Impact Reports (EIRs) of local jurisdictions’ land use plans in California. A plan evaluation protocol defined by five core components and sixty-three indicators is developed to measure the quality of local land use plans’ EIRs. The descriptive results indicate that the local jurisdictions produce relatively good quality on its EIRs, but there is still much room for improvement. …

Immigration is often thought of as a problem primarily for large metropolitan areas. However, much of the recent literature dealing with the meat processing industry focuses on the migration it generates towards small, rural towns in the American Midwest. The prior studies frequently use a qualitative method. The primary goal of this study was to explore the characteristics of new arrivals to two Midwestern towns (Schuyler and Crete, Nebraska). Located on the Ozark Plateau, this 43-unit housing development is a LEED-ND (Neighborhood Development) pilot project to be built for $60/sf plus $2.3 million in infrastructure costs. The studio objective is to design a demonstration project that combines affordability with best environmental practices as designated by the U.S. Green Building Council (USGBC). Porchscapes is a pioneering Low Impact Development (LID) project funded under the U.S. Environmental Protection Agency’s Section 319 Program for Nonpoint Source Pollution. This paper examines how fast-growing cities in Texas with populations over 100,000 plan for local cultural and environmental resources. In the face of globalization, cities in the United States attempt to craft unique identities for themselves in order to attract tourists, residents, and footloose capital, but plans are often borrowed from work in other cities or are forms of Disneyfication and lead to increasing homogenization among cities. They are fascinated by the lives of the people who are long gone, displaced for political, cultural, or unknown reasons. Ruins entice the visitors' imaginations because of the physical and metaphysical incompleteness - missing roofs, decayed stones, or lost way of living, which once kept the buildings alive. Linking Planning Theories With Factors Influencing Local Environmental-Plan Quality, Zhenghong Tang

Community and Regional Planning Program: Faculty Scholarly and Creative Activity

The major planning theories provide a theoretical foundation for environmental planning. This study extends the major planning theories and develops a robust conceptual framework to measure the key factors influencing local environmental-plan quality. A random sample of forty Californian local comprehensive land-use plans and associated planning processes is analyzed to identify the critical factors influencing environmental-plan quality. Results from multiple regression analysis indicate that regular updating, environmental-information management and sharing, and planners contribute significantly to local environmental-plan quality. The findings expand established planning theories and practice by suggesting ways to improve local environmental-plan quality.

Wrongly Accused Redux: How Race Contributes To Convicting The Innocent: The Informants Example, Andrew E. Taslitz

This article analyzes five forces that may raise the risk of convicting the innocent based upon the suspect's race: the selection, ratchet, procedural justice, bystanders, and aggressive-suspicion effects. In other words, subconscious forces press police to focus more attention on racial minorites, the ratchet makes this focus every-increasing, the resulting sense by the community of unfair treatment raises its involvment in crime while lowering its willingness to aid the police in resisting crime, innocent persons suffer when their skin color becomes associated with criminality, and the police use more aggressive techniques on racial minorities in a way that raises the …

Studies of the valuation of housing attributes abound. Empirical studies of this nature for Latin America and Mexico are less common. This study utilizes data for 175 new houses in Ciudad Juarez to estimate a hedonic pricing model. All units in the sample were completed and sold between November 2006 and April 2007. For each house, a total of fourteen characteristics, both structural and locational, are employed as explanatory variables. Empirical results indicate that the structural characteristics play a bigger role than the neighborhood amenities. Surprisingly, neighborhood parks are found to lower housing values

This research examines what city factors relate to the likelihood of adopting impact fees by local governments within metropolitan regions using data from the U.S. Census Bureau. More and more cities are adopting different types of impact fees for financing public facilities and infrastructure to accommodate their cities' growth without full understanding of issues, public and private criticisms of impact fees, and the empirical information needed.
