This paper presents findings from domestic and international case studies of developments around high-speed rail stations and derives from these findings some lessons for station area development for California’s high-speed rail system. The paper reviews the case for high-speed rail as a complement to air and highway systems in addressing congestion and providing needed additional services as the population of the State continues to grow. This study evaluates the benefits and costs of smart transit technologies at San Luis Obispo Transit, a small transit operation. In 2001, the California Department of Transportation test-deployed its new program entitled “Efficient Deployment of Advanced Public Transportation Systems (EDAPTS)”. The purpose of the field study was to make low-cost, Intelligent Transportation System (ITS) technologies readily available to small and medium size transit properties. The system developed applies digital communications links, open source designs, solar powered real-time arrival signs, and innovative data links to improve transit service and safety at a total investment of $150,000 (2007 dollars). Many local jurisdictions seek to preserve adequate infrastructure by enacting level of service (LOS) policies for proposed new development. Understanding the relationship between roadway LOS policies and greenhouse gas emissions is an important step towards reducing the emissions related to global climate change. By influencing the evolution of urban infrastructure, these LOS standards can have a significant impact on the type and character of vehicle trips made and the subsequent emissions released. Currently, most jurisdictions establish LOS threshold policies based solely on operational standards and rarely consider the impacts of greenhouse gas emissions. From September 2008 through March 2009, the City and Regional Planning Department of California Polytechnic State University San Luis Obispo (Cal Poly) worked with the City of Delano and its residents to create a strategic plan for the City’s future. The Delano Strategic Plan (DSP) was developed to address the input received from the community during an extensive public outreach process. The chapters included in this strategic plan include Community Outreach, Fundamental Strategies, Land Use, Economic Development, Housing, Health and Safety, and Youth issues.

This paper is a contribution to the discussion on how to incorporate community participation into the urban design process within a pedagogical context. It is based on an outreach project by a class in the city planning graduate program at California Polytechnic State University, San Luis Obispo. The project included an Internet survey to gather community input for a contentious riverfront site in Redding, CA. The responses permitted a study of perceptions, attitudes and expectations about the city and the project area, and an examination of design alternatives. Like waterfronts and transit stops, parks leverage value in urban areas. While much recent attention has been given to the signature mega-park, the value of the small-scale neighborhood park in reinventing the city has been overlooked. Once connecting neighborhoods of differing character, and sponsoring more than 80 residential structures along its edges, the historic MacArthur Park at the edge of downtown Little Rock is radically underutilized as an urban neighborhood asset. Severed from its neighborhoods along two edges by interstate construction in the 1960s, this moribund 40-acre municipal park is left with only 16 residential structures along its frontage. The …

Purpose: The purpose of this paper is to extend the previous larger-scale climate policy studies to the local jurisdiction level to evaluate local land use planning capacity for climate change.
Design/methodology/approach: This paper evaluated 53 recently developed local comprehensive land use plans in California and analyzes how well these plans recognized the concepts of climate change and prepared for climate change mitigation and adaptation.
Findings: The descriptive results show that local land use plans reflect very low awareness and little analysis for climate change; however, the actions for climate change varied widely in scope and content in their plans.

This investigation examined predictors of residential satisfaction among newly arrived residents (NAR) and long-term residents (LTR) of a rural community following a rapid influx of immigrants into the community. The physical environment, social/cultural aspects of life, and resources and public services were hypothesized to affect perceptions of residential satisfaction. Both LTR and NAR were pleased with environmental attributes, sociocultural attributes, and public services. An inverse relationship was revealed between stress and residential satisfaction. Adults are responsible for selecting and creating the environments where their children and youth live, but it is not clear if these places contain the qualities that young people value. In this study, high school students from three communities were surveyed regarding their perceptions of where they live to determine whether indicators identified by previous research as qualities that youth value are present in those communities and perceived to be important. Although the results suggest the indicators are important to the adolescents, their communities lack a majority of them and this has contributed to low satisfaction ratings. The omnipresence of consumption in advanced societies is indisputable; spaces designed to facilitate consumption (or means of consumption) are one aspect of that presence. On the surface, these spaces appear to be quite harmless dreamworlds full of possibilities, but at another level they are highly instrumental, composed of various mechanisms that work to sell commodities through the manipulation of consumer behavior. I argue that consumption spaces express a logic of movement, and a consumption logistics, that is based on the commodity form and relatable to warfare that works to domesticate consumers into the commodity system. This study examines the LEED-ND pilot rating program created by the United States Green Building Council (USGBC), the Congress for New Urbanism, and the Natural Resources Defense Council (NRDC) in 2007. The rating system is evaluated based on its application as a broad set of national standards meant to encourage green neighborhood development. Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. Abstract: The U.S. Pacific coastal states are at risk from both locally and distantly generated tsunamis. This vulnerability can be reduced by effective hazard management plans, but no studies have been conducted to determine how local jurisdictions have incorporated tsunami hazard management into their planning frameworks. This paper analyzes the quality of hazard management plans from 43 coastal counties in these states. Plan quality was measured by a plan evaluation protocol defined by five components and 37 indicators. The results show that few Pacific coastal counties have prepared well for tsunamis.
