As metropolitan Portland continues to develop over the next 20 years, transit options will need to be expanded to meet the growing demands on the region's transportation system. Some outlying portions of Southeast Portland, specifically, the emerging communities of Pleasant Valley and Damascus, have been designated by Metro as areas that should be planned to accommodate future increases in population. Both Metro and Tri-Met have expressed a desire for Bus Rapid Transit (BRT) service to this area from downtown Portland, within a corridor roughly following SE Powell Boulevard and Foster Road.

In February of2001, Sustainable Communities Northwest (SCNW), a local nonprofit housing developer specializing in sustainable development, contacted Portland State University's Planning Workshop with a request for assistance. Sustainable Communities Northwest was interested in the possibility of converting an apartment building into condominiums to create affordable homeownership opportunities for low-and moderate-income families. ]nspired by recent market rate cohousing projects in Portland and elsewhere, SCNW was also seeking to incorporate aspects of community-oriented housing into this development. Sustainable Communities Northwest was interested in evaluating if a sustainable, affordable, community-oriented condominium conversion concept would be feasible in the Portland area housing market.

The existence of thriving and numerous small businesses is instrumental to generating wealth within a community. They provide a diverse employment base for local residents, leading to greater economic stability. Small businesses create opportunities for keeping dollars circulating within the community, multiplying the benefits of those dollars. Creating such internal-multipliers within the economy of a community is a strategy for strengthening the community as a whole. This benefit extends to communities of color, immigrant communities, ethnic minority communities, and sexual minority communities.

These Islands were for over five decades in the first half of the nineteenth century an independent state under British protection and known as the United States of the Ionian Islands. American society in the twentieth century has been characterized by a decrease in voter turnout, a decline in membership in civic organizations, decreasing volunteerism, and a decline in several other indicators of civic engagement and social capital. Enhancing democratic civic engagement and civic space is worthy issue that has not typically been at the forefront of the agenda of planning. This study investigates the role of community schools as a catalyst for enhancing citizen interaction and community planning, and for creating civic space. The goals of policy analysis include understanding the objectives of public policies, ascertaining how to structure policies to influence behaviors and fulfill stated policy objectives, and creating improved policy-making processes. Over the past decade, the adoption of Advanced Public Transportation System (APTS) technology has been motivated by transit providers’ desire to improve service reliability as well as to identify potential savings from improvements in scheduling and service planning. Casey (2000) reports that Automatic Vehicle Location (AVL) systems, a cornerstone of APTS, have been deployed by 61 transit agencies as of 1998.

This study identifies strategies to mitigate the impact of terrorist attacks against the domestic urban environment. It uses multiple qualitative research methods to identify patterns of attack used by terrorists against urban targets in the United States and suggest ways for policymakers to mitigate the effects of a terrorist attack through not only physical, but also organizational, political, legal, and social strategies. It uses case analysis, literature review, and interviews with experts in domestic terrorism preparedness to develop and suggest solutions.

This study examined Wilson's hypothesis that economic restructuring accompanied by spatial redistribution of employment opportunities coupled with rising skills requirements for employment provide an explanation for the increasing concentration of metropolitan area poverty in its central city. This study also assesses the influence that racism, represented by racial residential segregation (Index of Dissimilarity), may have on the distribution of metropolitan poverty (Massey 1990, 1994; Massey, Gross and Shibuya, 1994; Feagin, 1999, Orfield, 1992). This article assesses late-20th- and early-21st-century Portland, Oregon's distinctiveness as a city that supports education, environmental quality, and civic pride. Rated highly in such indicators as libraries, parks, voter turnout, and newspaper readership, Portland has enjoyed its reputation for having a high degree of "social capital" and civic activism. On the other hand, the quality of life has come at the expense of urban growth, weak labor unions, and a loss of local businesses taken over by national corporations. Its success, however, rests on strong public support for the community and a sense of pragmatism rather than ideology.

The Massachusetts housing industry has come under some scrutiny over the past ten years. Issues of supply, demand, affordability, housing discrimination, and economic impacts are of increasing interest to government officials, planners, developers, and bankers. The Portland metropolitan region has planned and implemented transit-oriented developments (T.O.D.) along light rail alignments and traditional transit corridors based on the assumption that promoting mixed-use, high density residential development close to transit will reduce vehicle trips, lessen congestion, and reduce air pollution. Oregon has state and local transportation policies that rely on alternative modes of travel to help reduce vehicle trips, yet there is little documentation on how effective T.O.D.s are at actually reducing vehicle trips and total vehicle miles traveled.
