As the name suggests, Voluntary Action (VA) was one of the constituent interests in the formation of ARNOVA. The popularity of nonprofit organizations (NO) among researchers, scholars and students threatens to overwhelm the scholarly interest in voluntary action. Yet, this latter topic is both more interesting theoretically and more important to larger questions of democracy and local and national community and therefore needs to be preserved and protected.

This study reports on the contribution made by Playhouse Square Center to Northeast Ohio. The contribution comes in various forms, which are reflected in the report’s different sections. The first uses a traditional economic model to estimate the economic impact of Playhouse Square Center. It calculates how each dollar spent by, or due to the presence of, Playhouse Square generates additional spending and jobs in the local economy. Community Determinants Of Volunteer Participation: The Case Of Japan, Mary Alice Haddad

Why are some communities more civically engaged than others? Why do some communities provide services with volunteer labor whereas others rely primarily on government provision? When communities provide both volunteer and paid labor for the same service, how do they motivate and organize those volunteers? This article addresses these questions through quantitative tests of prevailing explanations for levels of civic engagement (e.g., education, TV viewing, urbanization) and qualitative analyses of case studies of three medium-sized cities in Japan, focusing particularly on the service areas of firefighting and elder care. The 2003 Oregon Legislature enacted revisions to the statutes governing maximum speed limits on interstate highways in Oregon (House Bill 2661). The legislature authorized a maximum posted speed of 70 miles per hour (mph) for passenger vehicles and 65 mph for heavy commercial vehicles (trucks) on interstate highways. Current maximums are 65 mph for passenger cars and 55 mph for trucks. Subsequently, the Oregon Transportation Commission required a report documenting the expected impacts to a wide range of policy issues. Gateway community and rural planning literature was examined to determine the essential elements of successful Gateway Communities and was combined with interviews with citizens, consultants and government agents to ascertain present conditions. Analysis of these elements was applied toward a case study of the Tuckaleechee Cove planning process.

Common problems experienced in rapidly developing gateway communities are environmental degradation, visual blight, low wages, seasonal unemployment, and loss of residential base.

In many American and Latin American cities alike, urban governance and planning are either in urgent need of reform or are currently undergoing haphazard reform. In many cases, innovative attempts to implement reforms have failed because the inability of cities to develop their 'civic capacity' -- the capacity to build and maintain broad social and political multi-sectoral coalitions in pursuit of common goals.
