Traffic incidents are the primary cause of non-recurrent congestion in urban areas, resulting in reductions in roadway capacity and significant safety hazards to other motorists, as well as first responders. Many communities have initiated incident management programs that detect and respond to incidents and restore freeways to full capacity by clearing the incident scene as soon as possible. In the Detroit metro area, the Michigan Department of Transportation (MDOT) operates a Freeway Courtesy Patrol (FCP) program as part of its larger freeway incident management program from the Michigan Intelligent Transportation Systems (MITS) Center in downtown Detroit. Pavement rutting is one of the most important types of pavement distress that affect road safety and ride quality. Therefore, the primary objective of this study was to develop pavement rutting empirical models for different climate zones to predict pavement rutting on granular base based on LTPP data. Flexible pavements with granular base course were considered for this study. These models lead to better understanding of rutting phenomena and the factors that may have affect in pavement rutting. In addition, these models will help state and local transportation agencies make accurate decisions for maintenance, rehabilitation and reconstruction of pavement.

"Originally developed to enhance the bond between concrete and steel, reactive enamel coatings have shown great promise in protecting steel from corrosive environments. However, the corrosion resistance of the material has not yet been tested beyond 40 days. Moreover, when the material was tested, it was applied to smooth steel pins, not deformed steel bars which are commonly used in reinforced concrete structures. The pavement management system (PMS) is the organizational entity within a state highway agency responsible for the condition of the pavement network. Visual distress surveys are typically combined into an index to provide an overall measure of performance. Decision makers use these familiar indices in a number of facets. A recent survey suggests every state highway agency has implemented or plans to implement the Mechanistic-Empirical Pavement Design Guide (MEPDG). To predict characteristic extreme traffic load effects, simulations are sometimes performed of bridge loading events. To generalize the truck weight data, statistical distributions are fitted to histograms of weight measurements. This paper is based on extensive WIM measurements from two European sites and shows the sensitivity of the characteristic traffic load effects to the fitting process. A semi-parametric fitting procedure is proposed: direct use of the measured histogram where there are sufficient data for this to be reliable and parametric fitting to a statistical distribution in the tail region where there are less data. "Streambank erosion of the Osage River downstream of Bagnell Dam is naturally-occurring; however, it may be significantly worsened due to releases made from the dam to generate hydropower. In this study, six typical outflow release patterns from Bagnell Dam were evaluated to determine their effects, if any, on the stability and the rate and amount of erosion of the banks of the Osage River.

To properly remediate, improve, or predict how hydrological systems behave, it is vital to establish their histories. However, modern-style records, assembled from instrumental data and remote sensing platforms, hardly exist back more than a few decades. As centuries of data is preferable given multidecadal fluxes of both meteorology/climatology and demographics, building such a history requires resources traditionally considered only useful in the social sciences and humanities. The dissertation presents several methods to estimate time-dependent origin-destination (O-D) trip tables for hurricane evacuation using survey data from hurricane Floyd in South Carolina in 1999. A static disaggregate destination choice model in multinomial logit form was developed considering household characteristics, hurricane threats, and destination socioeconomic and demographic characteristics. Models were developed for persons evacuating to friends or relatives, and hotels or motels separately. None of the household characteristics of evacuees were found to be significant in distinguishing destination choice but destination characteristics were. Henry’s Law constants of several common, subsurface hydrophobic organic pollutants (HOPs) including trichloroethylene (TCE), perchloroethylene (PCE) and benzene, toluene, ethylbenzene and o-xylene (BTEX), were measured over a range of temperatures (35, 45, 55 and 65°C) and cyclodextrin (CD) concentrations (0, 10, 20, 50 and 100 g L-1). In aqueous CD solutions, Henry’s constant values decrease by a power law relationship with increasing CD concentration due to an apparent solubility enhancement caused by HOP partitioning to the hydrophobic cavity of CD molecules. Accurate short-term prediction of traffic condition on freeways and major arterials has become increasingly important because of its vital role in traffic management functions and various trip decisions. Given the dynamic nature of freeway traffic, this study proposed two stochastic model approaches, Hidden Markov Model (HMM) and One-Step Stochastic Model, for short-term traffic prediction during peak periods. The data used in the study are real-time traffic monitoring data gathered over 6 years on a 40-mile segment of Interstate-4 in Orlando, Florida. Agriculture, through wind erosion, tillage and harvest operations, burning, diesel-powered machinery and animal production operations, is a source of particulate matter emissions. Agricultural sources vary both temporally and spatially due to daily and seasonal activities and inhomogeneous area sources. Conventional point sampling methods originally designed for regional, well mixed aerosols are challenged by the disrupted wind flow and by the small mobile source of the emission encountered in this study.
