Campus Conversations on Scholarly Communications was created as a mini-grant program to foster institutional dialogue. Funded by the Statewide California Electronic Library Consortium (SCELC) Project Initiatives Fund (SPIF) and managed by the Scholarly Communications Committee, grants of up to $800 were used by member and affiliate libraries to engage diverse constituents on topics about licensing contracts, open access, or other scholarly communication topics. This dialogue is needed to address complex issues such as price increases, library budgets, market dominance, social justice, accessibility, sustainability, and relevance. Grant recipients share their work and reflections, inevitably impacted by COVID-19, in this report.

Students at universities spend an average of $1,250 yearly on textbooks and course materials. Can a collaboration between the Library and the Instructional Design Department create value for student populations by incorporating OER into the course development process? This is a case study of one University with a large online and distributed network with controls over the course design, timeline and curriculum delivered by the faculty. The study tries to understand the significant roles of information literacy in sexuality education among adolescents of secondary schools in Nsukka local government of Enugu State. The rationale was to find a lasting solution to premarital sexual activities/challenges among secondary school students in the study area. The study through scholarly reviews showed that allowing parents, guardians, teachers, and significant individuals in the lives of an adolescent will pave the way for the child to understand the good and bad effects of premarital sex and therefore, prompt positive decisions that would help children’s wards, themselves and the society at large. Executive Summary

The Ithaka S+R Library Survey 2019 examines strategy and leadership issues from the perspective of academic library deans and directors. This project aims to provide academic librarians and higher education leaders with information about chief librarians’ visions and the opportunities and challenges they face in leading their organizations. In fall 2019, we invited library deans and directors at not-for-profit four-year academic institutions across the United States to complete the survey, and we received 662 responses for a response rate of 46 percent. In this survey cycle, we added new coverage of three key topics: equity, diversity, and inclusion …

The price of textbooks and other learning materials hinder students’ ability to pursue higher education. Open educational resources (OER) provide one answer to this problem. Though well established in STEM disciplines, OER are less common in art history and other arts courses. The College Art Association (CAA) and the Art Libraries Society of North America (ARLIS/NA) hosted panels on OER at their 2019 annual conferences. This article summarizes those panels and analyzes the speakers’ experiences within the context of OER initiatives in higher education.

[Purpose/significance]Based on the current research of College Students' network information behavior，five elements of College Students' network information behavior are extracted：information literacy，information query activity，information usage activity and information interaction activity.A comprehensive description system of College Students' network information behavior is built on these five elements.[Method/process]Using the backward elimination method from linear regression，the input indexes and output indexes from traditional data envelopment analysis is screened.Finally，31 indicators are obtained as the basis for index system of college students' network information behavior.[Result/conclusion]The results indicate that college students' individual and college students' network information demand are the first-level  input indexes of college students' network information …

[Purpose/significance]Taking public health events as the starting point，the typical emergencies are analyzed in detail so as to provide relevant information and knowledge for dealing with emergencies.[Method/process]Two types of emergencies，namely toxic milk powder and blue-green algae from taihu lake，were selected to analyze and analyze these two types of emergencies from multiple perspectives，including the acquisition of emergency information and the specific response.[Result/conclusion]Through the analysis of these two types of relatively representative emergencies，it not only provides direct information and knowledge for dealing with emergencies，but also presents the overall overview of health emergencies through cases.

[Purpose/significance]Taking natural disaster events as example to examine the effectiveness and practicability of the emergency response information system.[Method/process]Two types of natural disaster emergencies，namely Wenchuan Earthquake and Flood disaster in 2016，were chosen to analyze.Through the review of the case content and with the help of emergency response information system，the two events are deeply analyzed in three phases.Decision-making suggestions for similar emergencies are proposed after the analysis.[Result/conclusion]The emergency response information system can help with the respond to natural disaster emergencies.
